【摘要】：正近年來,國內(nèi)對(duì)小康水平的研究日趨深入,但迄今為止,尚未就此提出一個(gè)能夠?yàn)榇蠖鄶?shù)人所接受的標(biāo)準(zhǔn)。在眾多的意見中,最主要的有“產(chǎn)出”與“消費(fèi)”兩大觀點(diǎn)。“產(chǎn)出論”認(rèn)為,到本世紀(jì)末人均國民生產(chǎn)總值達(dá)到800美元(按1980年不變價(jià)格和同年人民幣對(duì)美元的匯率計(jì)算),是判斷小康水平的唯一標(biāo)準(zhǔn)。不過這一標(biāo)準(zhǔn)忽視了人民生活消費(fèi)的質(zhì)量方面,特別是用于國內(nèi)比較時(shí),一些高產(chǎn)出的行業(yè)或地
