    In view of this, this paper analyzes the lifecycle rules of industrial cluster development, expatiates the risks which the clusters will face in different developing stages, puts forward the conditions needed in its durative development and sets up the durative developing model of the clusters by using the methods including references research, comparison analysis, history analysis and demonstration analysis, etc.

The literature in neo-classic economics views t he economic development as a process of labor division evolution. According to s ome case studies, we hold that the formation and development of industry cluster s are a process of labor division evolution as well. However, the evolution of l abor division depends on the transactional efficiency. Thus, we explore the role s of social capital on improving transactional efficiency, promoting the evoluti on of labor division, and boosting industrial cluster development. As a result, local governments can advance the formation and development of industrial cluste rs via formulating institutions that encourage trust and cooperation and help th e accumulation of social capital.

新興古典經濟學文獻認為,經濟的發(fā)展是一個分工演進的過程。通過實證案例,我們認為集群的形成與發(fā)展同樣是一個分工演進的過程。然而,分工的深化又受到交易效率的制約。于是,我們探討了集群特有的社會資本對于提高交易效率、從而推動分工演進、促進集群發(fā)展這一作用的過程。因此,地方政府可以通過創(chuàng)造鼓勵誠信、鼓勵合作的制度環(huán)境,便于社會資本的積累,以促進集群的形成與發(fā)展。
