【摘要】：社會(huì)主義精神文明建設(shè)的關(guān)鍵在于全面提升國(guó)民的素質(zhì),一個(gè)國(guó)家國(guó)民的思想道德?tīng)顩r直接反映了該國(guó)的社會(huì)風(fēng)氣,也會(huì)對(duì)該國(guó)的社會(huì)生產(chǎn)力和經(jīng)濟(jì)發(fā)展造成影響。當(dāng)今的社會(huì)中不道德行為現(xiàn)象有一個(gè)比較明顯的特征就是,相當(dāng)多的不道德行為都發(fā)生于經(jīng)濟(jì)領(lǐng)域、都屬于經(jīng)濟(jì)行為,其目的都是不顧一切地追求行為主體的經(jīng)濟(jì)利益。個(gè)人的物質(zhì)生活狀況在一定程度上制約著個(gè)體的倫理道德行為,而社會(huì)保障通過(guò)對(duì)人們的物質(zhì)生活的保障作用從而對(duì)人們的道德生活產(chǎn)生重要的影響作用。但是,長(zhǎng)期以來(lái),人們對(duì)社會(huì)保障的道德基礎(chǔ)或道德底蘊(yùn)給予了較多的關(guān)注,尤其是從事社會(huì)保障學(xué)研究的學(xué)者們從如何做好社會(huì)保障工作、如何更好地建立健全和完善社會(huì)保障體系的角度出發(fā),對(duì)社會(huì)保障的道德基礎(chǔ)、道德保障等進(jìn)行了比較廣泛深入的研究。而對(duì)于社會(huì)保障的道德影響或者說(shuō)道德效應(yīng)以及社會(huì)保障在社會(huì)道德建設(shè)中的重要的基礎(chǔ)性作用則關(guān)注得比較少,研究得不夠多。為此,本文擬從多個(gè)層面研究社會(huì)保障的道德影響。本文首先從理論基礎(chǔ)出發(fā),通過(guò)梳理馬克思主義理論中的物質(zhì)與意識(shí)的基本關(guān)系原理,經(jīng)濟(jì)與道德的基本原理等相關(guān)理論,探究出社會(huì)保障與道德在理論層次的相互聯(lián)系,然后分析了自由、權(quán)利、人格與社會(huì)保障、道德之間的關(guān)系,從而分析出社會(huì)保障為公民道德建設(shè)創(chuàng)造一定的條件:社會(huì)保障能為社會(huì)成員奠定基本的經(jīng)濟(jì)基礎(chǔ),還能為社會(huì)成員的道德養(yǎng)成提供堅(jiān)實(shí)的制度保障。此外,社會(huì)保障為公民道德行為選擇提供制度化支持。其次,重點(diǎn)分析了社會(huì)保障對(duì)公民道德建設(shè)的基礎(chǔ)性作用。社會(huì)保障能夠滿(mǎn)足人的基本生理需要,為社會(huì)成員提供底線(xiàn)保障,確保經(jīng)濟(jì)安全,免除生存危機(jī);能夠縮小貧富階層之間的不滿(mǎn)情緒,減少摩擦,有利于社會(huì)個(gè)體堅(jiān)守道德底線(xiàn);社會(huì)保障能夠營(yíng)造尊重個(gè)人及其價(jià)值的社會(huì)環(huán)境,促進(jìn)社會(huì)形成公平道德,有利于社會(huì)成員踐行傳統(tǒng)美德;社會(huì)保障還能強(qiáng)化社會(huì)成員的責(zé)任意識(shí),提升社會(huì)成員的道德素養(yǎng),從而促進(jìn)職業(yè)道德的培養(yǎng);而且,社會(huì)保障能夠緩解家庭養(yǎng)老的困境,促進(jìn)未成年子女的家庭教育,促進(jìn)家風(fēng)建設(shè)以及家庭美德的培養(yǎng)。最后,從市場(chǎng)經(jīng)濟(jì)發(fā)展、社會(huì)進(jìn)步以及科技的發(fā)展和現(xiàn)階段公民道德建設(shè)需要等層面對(duì)加強(qiáng)社會(huì)保障,促進(jìn)道德建設(shè)的必要性進(jìn)行了分析,并依此提出了加強(qiáng)社會(huì)保障,促進(jìn)道德建設(shè)的幾點(diǎn)思考和建議。
[Abstract]:The key to the construction of socialist spiritual civilization is to improve the quality of the people in an all-round way. The ideological and moral situation of the nationals of a country directly reflects the social atmosphere of the country and will also have an impact on the social productive forces and economic development of the country. There is an obvious characteristic of immoral behavior in today's society, that is, quite a lot of immoral behaviors occur in the field of economy, all of them belong to economic behaviors, and their purpose is to pursue the economic interests of the subject regardless of all means. The individual's material life condition restricts the individual's ethical and moral behavior to a certain extent, while the social security plays an important role in the people's moral life through the safeguard function of the people's material life. However, for a long time, people have paid more attention to the moral foundation or moral background of social security, especially the scholars engaged in the study of social security from how to do social security work well. From the point of view of how to establish and perfect the social security system, the moral foundation and moral guarantee of social security are studied extensively and deeply. However, the moral effect of social security and the important basic role of social security in the construction of social morality are less concerned and less studied. Therefore, this paper intends to study the moral impact of social security from many aspects. Based on the theoretical basis, this paper explores the relationship between social security and morality at the theoretical level by combing the basic relation principle of material and consciousness, the basic principle of economy and morality, and so on. Then it analyzes the relationship between freedom, rights, personality, social security and morality, and then finds out that social security creates certain conditions for citizens' moral construction: social security can lay a basic economic foundation for social members. It can also provide a solid institutional guarantee for the moral cultivation of social members. In addition, social security provides institutional support for the choice of moral behavior of citizens. Secondly, it analyzes the basic function of social security on citizen's moral construction. Social security can meet people's basic physiological needs, provide bottom line protection for social members, ensure economic security, avoid survival crises, reduce discontent between the rich and the poor, and reduce friction. Social security can create a social environment that respects individuals and their values, promote social formation of fair morality and social members to practice the traditional virtues; Social security can also strengthen the sense of responsibility of social members, enhance the moral literacy of social members, and thus promote the cultivation of professional ethics. Moreover, social security can alleviate the plight of family pension and promote the family education of minor children. To promote the building of home style and the cultivation of family virtues. Finally, the necessity of strengthening social security and promoting moral construction is analyzed from the aspects of the development of market economy, social progress, the development of science and technology and the needs of citizen's moral construction at the present stage, and the necessity of strengthening social security is put forward. Some thoughts and suggestions on promoting moral Construction.
