【摘要】：電子文件是信息化時代國家的重要信息資源,加強(qiáng)電子文件管理是新時期國家管理的基礎(chǔ)性工作,對于確保國家信息安全、提升國家軟實力具有重要意義。隨著信息技術(shù)的普及,電子文件大量產(chǎn)生,廣泛使用,尤其是政府部門,海量的政務(wù)電子文件在政府業(yè)務(wù)中被使用。但是,我國對電子文件資源的掌控能力嚴(yán)重不足。為此,在一批學(xué)者的推動下,國家將電子文件管理列入國家戰(zhàn)略。與此同時,云計算的概念被提出,其應(yīng)用也逐步由商業(yè)領(lǐng)域向政務(wù)領(lǐng)域拓展。在此過程中,政府職能轉(zhuǎn)變一直對電子政務(wù)建設(shè)產(chǎn)生著重要的影響。本文以問題—方法—貢獻(xiàn)為主線,以政務(wù)電子文件管理為研究對象,在政府職能轉(zhuǎn)變的背景下,與政府管理實踐相結(jié)合,探討云計算環(huán)境下政務(wù)電子文件一體化管理與服務(wù)的模型與實施。本文通過對政務(wù)電子文件相關(guān)概念進(jìn)行界定,確定以文件生命周期理論、文件連續(xù)體理論、前端控制思想、全程管理思想、協(xié)同理論與政府職能轉(zhuǎn)變的相關(guān)理論作為研究的理論基礎(chǔ)。文件生命周期理論經(jīng)歷了從傳統(tǒng)文件生命周期模型到電子文件生命周期模型的轉(zhuǎn)變,并在此基礎(chǔ)上衍生出文件連續(xù)體理論。文件連續(xù)體理論強(qiáng)調(diào)了解文件的背景及現(xiàn)狀,認(rèn)為文件的利用才是重點。文件連續(xù)體理論還特別強(qiáng)調(diào)跨機(jī)構(gòu)的合作。文件連續(xù)體理論、前端控制思想和全程管理思想為電子文件管理提供了一體化管理的思想。通過協(xié)同理論和政府職能轉(zhuǎn)變理論的指導(dǎo),電子文件管理各要素、各系統(tǒng)之間能夠協(xié)同地工作,從而獲得電子文件管理的整體放大效應(yīng)。本文比較了云計算環(huán)境與傳統(tǒng)網(wǎng)絡(luò)環(huán)境下的政務(wù)電子文件管理。從管理思想、管理技術(shù)和組織制度等三個層面分析了云計算技術(shù)的優(yōu)勢和面臨的挑戰(zhàn)。論文研究了基于政府職能轉(zhuǎn)變的區(qū)域性政務(wù)云構(gòu)建問題。分析了中央與地方政府之間的職能互動關(guān)系,揭示了區(qū)域性政務(wù)云構(gòu)建的六大動因。論文認(rèn)為政務(wù)電子文件具有大數(shù)據(jù)的特征,政務(wù)大數(shù)據(jù)與云計算之間將長期保持密切關(guān)系。通過對私有云、公有云與混合云三種云計算部署模式的比較研究,提出了基于政府職能轉(zhuǎn)變的區(qū)域性政務(wù)云構(gòu)建模式和體系架構(gòu)。論文從政府業(yè)務(wù)流程一體化入手,分析其概念及動因,并運(yùn)用(ISO/TR26122:2008信息與文獻(xiàn)—文件過程分析》為工具對政府業(yè)務(wù)流程進(jìn)行職能分析和序列分析。論文分析了電子文件管理的可靠性及其影響因素。提出了面向用戶目標(biāo)和業(yè)務(wù)流程的政務(wù)電子文件一體化管理與服務(wù)模型,并分析了政務(wù)電子文件一體化管理的運(yùn)行機(jī)制。最后,通過對南京市電子政務(wù)建設(shè)的案例分析,驗證了本文所提出的理論與模型。本文研究的主要結(jié)論為：(1)對傳統(tǒng)電子文件管理理論進(jìn)行修正和擴(kuò)充,引入?yún)f(xié)同理論,豐富了文件生命周期理論、文件連續(xù)體理論、前端控制思想和全程管理思想；(2)政務(wù)電子文件的一體化管理必須在政府職能轉(zhuǎn)變的背景中動態(tài)實施；(3)提出了一種能與政府職能轉(zhuǎn)變動態(tài)匹配的政務(wù)云構(gòu)建方法,使得政務(wù)電子文件管理所依賴的技術(shù)環(huán)境能夠靈活應(yīng)對政府職能轉(zhuǎn)變帶來的政府業(yè)務(wù)流程的變化；(4)構(gòu)建了面向用戶目標(biāo)和業(yè)務(wù)流程的電子文件一體化管理模型,實現(xiàn)了電子文件管理的協(xié)同化、集成化、一體化。
[Abstract]:The electronic document is an important information resource of the information age of the country, strengthen the management of electronic documents is the foundation of national management in the new period, to ensure national security, is of great significance to enhance the country's soft power. With the popularization of information technology, a large number of electronic documents produced and widely used, especially in government, e-government documents massive is used in government business. However, the ability to control our country of electronic document resources seriously insufficient. Therefore, in the promotion of a group of scholars, the country will be included in the national strategic management of electronic documents. At the same time, the concept of cloud computing is proposed, and its application is gradually expanding from business to government in this field. In the process of the transformation of government functions has been on the construction of E-government has an important influence. This paper has discussed the method of contribution as the main line, with the government electronic document management as the research object And in the transformation of government functions under the background of government management and practice, to explore the cloud computing model and implementation of e-government document integration management and service environment. Based on the E-government documents related concepts, in order to determine the document life cycle theory, document continuum theory, the front-end control thought, management process, collaborative the theory and related theories of the transition of government functions as the theoretical basis of the study. Document life cycle theory has experienced the change from the traditional document life cycle model to the electronic document life cycle model, and derives the document continuum theory. The continuum theory emphasizes the background and current situation of the file file, that file use is the key. The document continuum theory also emphasized inter agency cooperation. The document continuum theory, the thought of front-end control and whole process management thought Provides the idea of integrated management of electronic document management. Through the theoretical transformation of synergy theory and government guidance, the various elements of the management of electronic documents, the system can work together, in order to obtain the overall amplification effect of electronic document management. This paper compares the electronic document management in cloud computing environment and the traditional network environment from the management. Thought of management technology and organization system of three levels of the cloud computing technology advantages and challenges. The paper studies the problem of constructing a regional government cloud based on the transformation of government functions. The analysis of functional interaction between the central and local government, revealed six major causes of regional government. The construction of cloud think that the electronic document has the characteristics of big data, between government big data and cloud computing will maintain long-term close relationship. Based on the private cloud, public cloud and hybrid A comparative study of three kinds of cloud deployment model of cloud computing, the regional government cloud transformation of government functions to construct model and system architecture based on business process integration. In this paper the main conclusions are as follows: (1) amendments and extensions to the traditional electronic document management theory, with the introduction of CO The theory, enrich the theory of document life cycle, document continuum theory, the thought of front-end control and whole process management thought; (2) the integrated management of e-government documents must be implemented in the dynamic transformation of government functions in the background; (3) put forward a method to construct can be matched with the transformation of government functions and dynamic government cloud technology makes the environment the management of electronic documents on the transformation of government functions to respond flexibly to bring the government business process change; (4) the construction of electronic document integration management model based on user goals and business processes, to achieve synergy, electronic document management integration, integration.
