【摘要】：我國(guó)的社區(qū)志愿服務(wù)是社區(qū)與志愿服務(wù)有機(jī)結(jié)合的時(shí)代產(chǎn)物,有著不可比擬的優(yōu)越性和強(qiáng)大的生命力。目前,盡管我國(guó)的社區(qū)志愿服務(wù)還處在發(fā)展的初級(jí)階段,但是在發(fā)展中所取得的成績(jī)卻是有目共睹的。當(dāng)然,在取得良好成績(jī)的同時(shí),我國(guó)的社區(qū)志愿服務(wù)也面臨著一定的挑戰(zhàn),存在著一定的問(wèn)題,這些問(wèn)題主要體現(xiàn)在政府、社區(qū)居委會(huì)、社區(qū)志愿組織和社區(qū)志愿者四個(gè)方面。本文的研究目的就在于解決以上四個(gè)方面存在的問(wèn)題,通過(guò)對(duì)問(wèn)題成因的分析,有針對(duì)性地為我國(guó)社區(qū)志愿服務(wù)的發(fā)展提出建設(shè)性的對(duì)策和建議。文章主要從四個(gè)角度進(jìn)行對(duì)策分析:首先是政府的角度。政府作為社區(qū)志愿服務(wù)的主要引導(dǎo)者和支持者,在社區(qū)志愿服務(wù)中發(fā)揮著統(tǒng)籌全局的重大作用。因此,政府需要營(yíng)造促進(jìn)社區(qū)志愿服務(wù)發(fā)展的宏觀環(huán)境,具體包括積極培育和扶持社區(qū)志愿組織、健全社區(qū)志愿服務(wù)的法制環(huán)境、加大對(duì)社區(qū)志愿服務(wù)的資金投入等;其次是社區(qū)居委會(huì)的角度。社區(qū)居委會(huì)作為政府的有力協(xié)助者,在社區(qū)志愿服務(wù)中扮演著信息提供者和資源整合者等至關(guān)重要的角色。因此,社區(qū)居委會(huì)需要強(qiáng)化自身職責(zé),具體包括扮演好“直接安排者”的角色、善用社會(huì)力量推動(dòng)社區(qū)志愿服務(wù)工作的發(fā)展等;第三是社區(qū)志愿組織的角度。社區(qū)志愿組織作為社區(qū)志愿服務(wù)的直接管理者和建設(shè)者,主要使命就在于組織和管理好志愿者、規(guī)劃和開展好志愿服務(wù)。因此,需要規(guī)范社區(qū)志愿組織的建設(shè)取向,具體包括正確處理好與政府之間的關(guān)系、保持自身的非官方色彩、加大社區(qū)志愿服務(wù)的宣傳力度等;第四是社區(qū)志愿者的角度。社區(qū)志愿者作為社區(qū)志愿服務(wù)的主要實(shí)施者和參與者,在社區(qū)志愿服務(wù)中起著至關(guān)重要的作用,能夠?yàn)樯鐓^(qū)志愿服務(wù)提供源源不斷的新鮮血液。因此,需要完善社區(qū)志愿者保障激勵(lì)機(jī)制,具體包括積極推進(jìn)社區(qū)志愿者積分激勵(lì)機(jī)制、完善志愿服務(wù)考核評(píng)估體制、加強(qiáng)志愿者權(quán)益保護(hù)、充分利用社工的專業(yè)化優(yōu)勢(shì)等。
[Abstract]:Community voluntary service in China is the result of the organic combination of community and voluntary service, which has incomparable superiority and strong vitality. At present, although the community voluntary service in our country is still in the initial stage of development, the achievements in the development are obvious to all. Of course, at the same time, the community volunteer service in our country is facing certain challenges and problems. These problems are mainly reflected in four aspects: government, community neighborhood committee, community voluntary organization and community volunteer, which are mainly reflected in the following four aspects: government, community neighborhood committee, community voluntary organization and community volunteer. The purpose of this paper is to solve the problems in the above four aspects. Through the analysis of the causes of the problems, this paper puts forward some constructive countermeasures and suggestions for the development of community voluntary service in China. The article mainly carries on the countermeasure analysis from four angles: the first is the government angle. As the main guide and supporter of community volunteerism, government plays an important role in the overall planning of community volunteerism. Therefore, the government needs to create a macro-environment to promote the development of community voluntary service, which includes actively cultivating and supporting community voluntary organizations, improving the legal environment of community volunteering, and increasing the investment in community voluntary service. Secondly, the perspective of community neighborhood committee. Community neighborhood committee, as a powerful helper of government, plays an important role in community voluntary service, such as information provider and resource integrator. Therefore, community neighborhood committees need to strengthen their own responsibilities, including playing the role of "direct arranger", making good use of social forces to promote the development of community voluntary service, and the third is the perspective of community voluntary organizations. As the direct manager and builder of community voluntary service, the main mission of community voluntary organization is to organize and manage volunteers, to plan and carry out voluntary service. Therefore, it is necessary to standardize the construction orientation of community voluntary organizations, including correctly handling the relationship with the government, maintaining their own unofficial color, increasing the publicity of community voluntary service, and so on; fourth, the perspective of community volunteers. As the main implementers and participants of community volunteerism, community volunteers play an important role in community volunteerism, and can provide a continuous stream of fresh blood for community volunteerism. Therefore, it is necessary to improve the incentive mechanism of community volunteers, including promoting the integral incentive mechanism of community volunteers, perfecting the assessment and evaluation system of volunteer service, strengthening the protection of volunteers' rights and interests, making full use of the specialization advantages of social workers, and so on.
