【摘要】：加強農(nóng)村治理的現(xiàn)代化是實現(xiàn)城鄉(xiāng)統(tǒng)籌發(fā)展的必要前提,也是黨一直重視的問題,本文主要對與此相關(guān)的問題做了研究。主要從城鄉(xiāng)統(tǒng)籌視域下農(nóng)村治理的相關(guān)概念、城鄉(xiāng)關(guān)系演變進程等方面進行詳細研究論述。第一部分,主要從城鄉(xiāng)統(tǒng)籌、社會治理、農(nóng)村治理以及相關(guān)的城鄉(xiāng)關(guān)系的理論基礎(chǔ)闡釋提出城鄉(xiāng)統(tǒng)籌視域下加強農(nóng)村治理的必要性和重要性。第二部分,主要揭示了城鄉(xiāng)統(tǒng)籌視域下農(nóng)村治理的歷史變遷及成就。建國以來,城鄉(xiāng)關(guān)系不斷變化。雖然城鄉(xiāng)關(guān)系發(fā)展曲折,但是,我國一直沒有停止探索和諧的城鄉(xiāng)關(guān)系,在此過程中,我國對農(nóng)村治理的探索也取得一些非常好的成績。第三部分主要論述了城鄉(xiāng)統(tǒng)籌視域下農(nóng)村治理的困境和成因。雖然我國一直在探索和諧的城鄉(xiāng)關(guān)系,也取得了一定的成就,但是總體來說,當前城鄉(xiāng)一體化進程發(fā)展緩慢,在社會治理現(xiàn)代化的要求下,農(nóng)村治理問題依然很大。理念是行為的先導,農(nóng)村舊有治理觀念已經(jīng)不能適應新時代需求,嚴重阻礙了農(nóng)村治理現(xiàn)代化的進程。在城鄉(xiāng)統(tǒng)籌發(fā)展過程中,傳統(tǒng)的城鄉(xiāng)二元體制是發(fā)展的最大障礙。第四部分,主要論述了城鄉(xiāng)統(tǒng)籌視域下加強農(nóng)村治理的對策。有問題,才需要相應的對策予以解決,所以加強農(nóng)村治理,首先要從農(nóng)村治理現(xiàn)存的問題入手。改變傳統(tǒng)的治理理念。建立健全治理機制,暢通城鄉(xiāng)交流。
[Abstract]:Strengthening the modernization of rural governance is the necessary prerequisite to realize the overall development of urban and rural areas, and is also a problem that the Party has always attached importance to. This paper mainly discusses the related concepts of rural governance from the perspective of urban and rural planning, the evolution of urban-rural relations and so on. The first part puts forward the necessity and importance of strengthening rural governance from the perspective of urban and rural planning, social governance, rural governance and related urban-rural relations. The second part mainly reveals the historical changes and achievements of rural governance from the perspective of urban and rural planning. Since the founding of the people's Republic of China, urban and rural relations have been changing. Although the development of urban-rural relations is tortuous, our country has not stopped exploring harmonious urban-rural relations. In this process, our country has made some very good achievements in the exploration of rural governance. The third part mainly discusses the dilemma and causes of rural governance from the perspective of urban and rural planning. Although our country has been exploring harmonious urban-rural relations and has made some achievements, generally speaking, the process of urban-rural integration is slow, and the problem of rural governance is still very big under the requirement of the modernization of social governance. Idea is the forerunner of behavior, the old concept of rural governance has been unable to adapt to the needs of the new era, which seriously hinders the process of modernization of rural governance. In the process of urban and rural development as a whole, the traditional dual system of urban and rural development is the biggest obstacle. The fourth part mainly discusses the countermeasures of strengthening rural governance from the perspective of urban and rural planning. Only when there are problems, the corresponding countermeasures should be solved, so to strengthen rural governance, we must start with the existing problems of rural governance. Change the traditional concept of governance. Establish a sound governance mechanism, smooth urban and rural exchanges.
