【摘要】：農(nóng)村基層黨組織是黨在農(nóng)村全部工作和戰(zhàn)斗力的基礎(chǔ),在農(nóng)村經(jīng)濟(jì)社會(huì)發(fā)展中發(fā)揮著領(lǐng)導(dǎo)核心的作用。改革開放30多年來,我國農(nóng)村在發(fā)生翻天覆地喜人變化的同時(shí),也出現(xiàn)了許多新的現(xiàn)象和問題,使農(nóng)村基層黨組織的領(lǐng)導(dǎo)核心作用的發(fā)揮面臨著新的挑戰(zhàn)。如何鞏固黨在農(nóng)村的執(zhí)政地位,如何充分發(fā)揮黨在農(nóng)村的領(lǐng)導(dǎo)核心作用,是農(nóng)村基層黨組織在新的歷史條件下必須面對(duì)且亟待解決的重大問題。新的歷史條件下,應(yīng)對(duì)由農(nóng)村新的發(fā)展變化所帶來的新的挑戰(zhàn),要求農(nóng)村基層黨組織必須要?jiǎng)?chuàng)新黨的農(nóng)村基層組織領(lǐng)導(dǎo)方式,加強(qiáng)農(nóng)村基層黨組織建設(shè)。在創(chuàng)新農(nóng)村社會(huì)治理結(jié)構(gòu)的過程中,河北省滄州市肅寧縣從解決本縣農(nóng)村存在的實(shí)際問題出發(fā),經(jīng)過大膽創(chuàng)新,不斷探索,逐漸構(gòu)建起了以基層黨組織全覆蓋、基層民主組織全覆蓋、農(nóng)村經(jīng)濟(jì)合作組織全覆蓋和農(nóng)村維穩(wěn)組織全覆蓋為主要內(nèi)容的農(nóng)村社會(huì)管理“四個(gè)覆蓋”工作模式,取得明顯成效,引起了極大的社會(huì)反響。在這一模式中基層黨組織建設(shè)的創(chuàng)新也是其不可分割的重要組成部分。因此,對(duì)這一模式中所蘊(yùn)含的基層黨組織建設(shè)創(chuàng)新進(jìn)行認(rèn)真梳理,進(jìn)一步明晰其所具有的普遍意義,發(fā)現(xiàn)其中存在的問題以及在實(shí)踐推進(jìn)中人們所產(chǎn)生的疑慮,分析其成因,提出進(jìn)一步改進(jìn)和加強(qiáng)的對(duì)策和建議,使這一模式更加完善是本文研究的目的所在,也是本文研究的基本思路。論文研究的內(nèi)容,包括三大部分:第一部分從對(duì)農(nóng)村基層黨組織概念的界定入手,首先闡述了農(nóng)村基層黨組織在農(nóng)村經(jīng)濟(jì)社會(huì)發(fā)展中的地位和作用;其次,通過對(duì)馬克思主義經(jīng)典作家關(guān)于基層黨組織建設(shè)思想以及中國共產(chǎn)黨人對(duì)于農(nóng)村基層黨組織建設(shè)重要性認(rèn)識(shí)的歸納與整理,為本文的研究提供理論上的指導(dǎo)。第二部分首先對(duì)肅寧縣“四個(gè)覆蓋”模式形成的背景、主要內(nèi)容、運(yùn)行機(jī)制等給予簡(jiǎn)要介紹,其次重點(diǎn)剖析了這一模式所蘊(yùn)含的基層黨組織建設(shè)創(chuàng)新的主要內(nèi)容、成效及其意義。第三部分是本文的重點(diǎn),也是難點(diǎn),主要是立足于實(shí)際調(diào)研中發(fā)現(xiàn)的問題,以及在推廣過程中產(chǎn)生的疑慮,分析其成因,提出改進(jìn)和完善的建議。
[Abstract]:The rural grassroots Party organization is the foundation of the Party's overall work and combat effectiveness in rural areas, and plays a leading role in the development of rural economy and society. Since the reform and opening to the outside world for more than 30 years, many new phenomena and problems have emerged in the rural areas, which make the leadership core of the rural grass-roots party organizations face new challenges. How to consolidate the ruling position of the Party in rural areas and how to give full play to the core role of the Party's leadership in rural areas are important problems that rural grass-roots Party organizations must face under the new historical conditions and urgently need to be solved. Under the new historical conditions, to meet the new challenges brought by the new rural development and change, it is necessary for the rural grass-roots party organizations to innovate the leadership style of the rural grass-roots organizations and strengthen the rural grass-roots Party organization construction. In the process of innovating the rural social governance structure, Suning County, Cangzhou City, Hebei Province, proceeding from solving the actual problems existing in the rural areas of this county, through bold innovation and constant exploration, has gradually constructed a full coverage of the grass-roots party organizations. The "four coverage" work modes of rural social management, which mainly cover grassroots democratic organizations, rural economic cooperation organizations and rural stability organizations, have achieved remarkable results and caused great social repercussions. In this model, the innovation of the construction of grass-roots party organization is also an important part of it. Therefore, this paper makes a careful combing of the innovation in the construction of grass-roots party organizations in this model, further clarifies its universal significance, finds out the problems existing therein and the doubts that people have in the course of practice, and analyzes the causes of its formation. The purpose of this paper is to put forward the countermeasures and suggestions to further improve and strengthen this model, which is also the basic thought of this paper. The content of the thesis includes three parts: the first part begins with the definition of the rural grass-roots party organization, and first expounds the position and function of the rural grass-roots party organization in the rural economic and social development; Secondly, through the induction and arrangement of the Marxist classic writers' thoughts on the construction of grass-roots Party organizations and the understanding of the importance of the Chinese Communists to the rural grass-roots Party organizations, it provides theoretical guidance for the study of this article. The second part gives a brief introduction to the background, main content and operation mechanism of the "four overlay" mode in Suning County, and then analyzes the main contents of the innovation of the grass-roots party organization construction contained in this model. Effectiveness and its significance The third part is the focus and difficulty of this paper, mainly based on the problems found in the actual investigation, as well as the misgivings arising in the process of popularization, analyzes its causes, and puts forward some suggestions for improvement and perfection.
