社會(huì)企業(yè)發(fā)展中的政府功能研究
[Abstract]:Social enterprises have made great achievements in western developed countries, and their experience shows that the government is the first booster of the development of social enterprises. However, the function of our government in the development of social enterprises has not been brought into full play, which has led to many obstacles and difficulties in the development of social enterprises. Therefore, it is of great significance to study the government functions in the development of social enterprises to promote the development and expansion of social enterprises. Based on the analysis of the government function of social enterprise in developed countries, it is found that with the deepening of government involvement in social enterprise, the government plays four functions of advocating, serving, supporting and cooperating in the development of social enterprise. So in the concrete practice of our country, how does the government give full play to the function of different social enterprises? In the research process of several mature social enterprises in our country, we find that the leading function of the government in different social enterprises is different, and what is the reason of this difference? Because social enterprises are a dynamic process of restructuring existing third-sector organizations, Therefore, this study draws lessons from Nejim's "4C" relationship theory to analyze the relationship between the government and the third sector organization in the two dimensions-objectives and preference strategies to explain the differences in government functions in different social enterprises. And use 4C relation theory to divide the relationship type between social enterprise and government, so as to conclude the leading function of government in the four kinds of relations between government and social enterprise: the service function should be played in the cooperative relationship; Cooperation function in complementary relationship, support function in absorption relationship, advocacy function in conflict relationship. The conclusion can be used for reference by the government to manage and support the development of social enterprises. According to the differences between the government and the objectives and preference strategies of the social enterprises, the government can divide the social enterprises into several different types of relations with the government. The development of social enterprises in China can be promoted more effectively by giving play to the corresponding leading functions of social enterprises of different relationship types.
