【摘要】：政府信任關(guān)系是政府與公民的互動(dòng)關(guān)系,作為信任主體的公民與信任客體的政府在復(fù)雜的社會(huì)環(huán)境下開(kāi)展交流與開(kāi)展互動(dòng),影響著政府信任關(guān)系的生成與消解。良好的政府信任關(guān)系是提升政府效能、改善社會(huì)生態(tài)和實(shí)現(xiàn)國(guó)家治理體系和治理能力現(xiàn)代化的重要保證,然而,當(dāng)前我國(guó)正處于社會(huì)發(fā)展的轉(zhuǎn)型時(shí)期,社會(huì)環(huán)境變動(dòng)不居,政府的責(zé)任并沒(méi)有隨著政府職能轉(zhuǎn)變進(jìn)程的推進(jìn)而不斷減少,反而隨著公民的預(yù)期提升而不斷增大,在公民的需求與預(yù)期的失衡中,在政府效能和實(shí)際作為中,政府信任度不斷降低,公民對(duì)政府的不信任具體表現(xiàn)在言辭、行為和意識(shí)觀念的三個(gè)維度中,對(duì)政府的不信任廣泛地存在于政府體系的“保護(hù)帶”并且有可能蔓延至政府體系的“硬核”,導(dǎo)致嚴(yán)重的政府信任危機(jī)。對(duì)于政府信任危機(jī)的治理不能忽視社會(huì)環(huán)境、政府客體和公民主體的任何一環(huán),從政府信任關(guān)系的影響因素出發(fā)治理政府信任危機(jī),需要培育良好的信任文化,培育現(xiàn)代公民意識(shí),以公共性為價(jià)值追求,進(jìn)一步加快政府職能轉(zhuǎn)變,規(guī)范政府權(quán)力,塑造服務(wù)型政府,探索公民中心與多元參與的政府治理模式,并且在具體操作層面完善信任度水平監(jiān)測(cè)、政府信息公開(kāi)等舉措,真正讓公民參與到與政府的互動(dòng)當(dāng)中,從而不斷地提升政府信任水平。
[Abstract]:The relationship of government trust is the interaction between government and citizen. As a subject of trust, the government of citizen and object of trust carries out communication and interaction under the complicated social environment, which affects the formation and resolution of the trust relationship of government. A good relationship of government trust is an important guarantee to enhance the efficiency of the government, improve the social ecology and realize the modernization of the national governance system and governance ability. However, at present, our country is in the transition period of social development, and the social environment is not changing. The responsibility of the government does not decrease with the process of the transformation of government functions, but increases with the expectation of the citizens. In the imbalance between the needs and expectations of the citizens, in the effectiveness and actual action of the government, the responsibility of the government is not reduced continuously with the advancement of the process of transformation of the functions of the government. The degree of government trust is decreasing, and citizens' distrust of the government is manifested in three dimensions: words, behavior and consciousness. Distrust of government exists widely in the "protection zone" of government system and may spread to the "hard core" of government system, leading to a serious crisis of government trust. The governance of government trust crisis can not ignore the social environment, any link of government object and citizen subject, from the influence factors of government trust relationship to manage government trust crisis, we need to cultivate a good trust culture. To cultivate modern civic consciousness, to pursue the value of publicity, to further accelerate the transformation of government functions, to standardize government power, to shape service-oriented government, and to explore the government governance model of citizen center and pluralistic participation. And improve the level of trust monitoring, government information disclosure and other measures in the specific operational level, so that citizens really participate in the interaction with the government, so as to continuously improve the level of government trust.
