【摘要】：在日益城市化的今天,信息技術(shù)和大數(shù)據(jù)正在塑造我們的城市生活方式,智慧城市的出現(xiàn),讓互聯(lián)網(wǎng)時代的政務(wù)改革成為可能,與此同時,這將是未來創(chuàng)造以公民為中心的服務(wù)型政府的關(guān)鍵,政府優(yōu)化政務(wù)信息資源,提升政務(wù)服務(wù)能力在當(dāng)今的信息化大背景下,顯得尤為重要。社會治理需要多元參與,協(xié)調(diào)互動,不再是過去的單一制模式,而是線上線下相結(jié)合,多維度開展治理活動。提升政府治理能力水平,就是要切實轉(zhuǎn)變政府職能,簡政放權(quán)、優(yōu)化政府機構(gòu),精簡辦事流程,解決譬如通信網(wǎng)絡(luò)、交通擁堵、醫(yī)療資源緊缺等“城市病”,提升政府行政效率,提升公民的幸福感指數(shù)。由此,為促進(jìn)社會的經(jīng)濟發(fā)展和人民幸福指數(shù)提升,智慧城市的建設(shè)發(fā)展,政府治理能力的提升將會有一個大的飛躍。基于此,本文以政府治理理論為切入點,對國內(nèi)外智慧城市政府治理的相關(guān)研究進(jìn)行了詳實的闡述,對智慧城市與政府治理的相關(guān)含義、理論淵源進(jìn)行了界定和闡述,以智慧城市為理論核心,對城市政府治理和智慧城市政府治理做了比較區(qū)別分析,并依此得出智慧城市政府治理能力提升的必要性和緊迫性,以及可能性,結(jié)合了地方政府——烏魯木齊市智慧城市的建設(shè)深入具體的探索政府在提升治理能力方面所做出的努力,取得的成效以及可能存在的現(xiàn)實問題進(jìn)行具體的分析,據(jù)此給出提升政府治理能力的有效模式。
[Abstract]:In an increasingly urbanized era, information technology and big data are shaping our urban lifestyle, the emergence of smart cities, and the possibility of government reform in the Internet age. This will be the key to create a service-oriented government with citizens as the center in the future. It is particularly important for the government to optimize the information resources of government affairs and promote the ability of government affairs service under the background of information technology. Social governance needs multiple participation, coordination and interaction, is no longer a single model of the past, but online and offline combination, multi-dimensional development of governance activities. To improve the ability of government governance, it is necessary to effectively change government functions, simplify government administration and delegate power, optimize government institutions, streamline business processes, and solve "urban diseases" such as communication networks, traffic congestion, and shortage of medical resources. Improve the administrative efficiency of the government, enhance the well-being index of citizens. Therefore, in order to promote the economic development of society and the improvement of people's happiness index and the construction and development of intelligent city, the improvement of government's governance ability will have a big leap forward. Based on this, this paper takes the theory of government governance as the breakthrough point, elaborates the relevant research on the governance of intelligent cities at home and abroad, defines and expounds the relevant meaning and theoretical origin of intelligent cities and government governance. Taking the wisdom city as the theoretical core, this paper makes a comparative analysis of the urban government governance and the intelligent city government governance, and draws the necessity, urgency and possibility of improving the government governance ability of the intelligent city. Combined with the local government-Urumqi wisdom city construction in-depth and specific exploration of the government in the promotion of governance efforts, achievements and possible practical problems for specific analysis, According to this, the effective mode of improving the ability of government governance is given.
