【摘要】：隨著我國社會(huì)經(jīng)濟(jì)和互聯(lián)網(wǎng)技術(shù)的快速發(fā)展,人們對汽車的需求與日俱增,緊隨而來的是城市交通的運(yùn)行效率降低,交通擁堵問題日益凸顯。同時(shí)由于人們工作生活的節(jié)奏不斷加快,上下班距離遠(yuǎn),公共交通的通達(dá)性和資源分配的不合理以及“打車難”、養(yǎng)車成本高等現(xiàn)實(shí)問題的存在,使得有車族越來越不愿意開車或者一個(gè)人開車出行,這就使得拼車成為一種降低出行成本的更好選擇,并逐漸成為一種常態(tài)化的準(zhǔn)公共交通出行方式。拼車出行的出現(xiàn)有效緩解了“打車難”等問題,同時(shí)優(yōu)化了出租車市場資源,降低私家車空載率,為市民帶來便利的同時(shí),也為大量未就業(yè)人群創(chuàng)造了良好的就業(yè)機(jī)會(huì)。然而,拼車出行作為近年來出現(xiàn)的新鮮事物,特別是隨著網(wǎng)絡(luò)技術(shù)的發(fā)展,網(wǎng)約車的出現(xiàn),使得小汽車合乘出行變得更為普遍,但是政府對網(wǎng)約車的態(tài)度一直以來模棱兩可,并出臺(tái)了一系列的政策來規(guī)范網(wǎng)約車的發(fā)展,但我們不得不看到這些政策對網(wǎng)約車未來的發(fā)展方向產(chǎn)生了很大的影響,拼車市場也會(huì)隨之受到阻礙,拼車出行面臨困境。本文從準(zhǔn)公共物品的視角出發(fā),把拼車出行下的汽車看成是一種準(zhǔn)公共物品,根據(jù)所學(xué)理論界定了拼車出行中汽車的準(zhǔn)公共物品性質(zhì),隨后對拼車出行的現(xiàn)實(shí)需求現(xiàn)狀進(jìn)行了分析,接著闡述了拼車出行面臨著政府監(jiān)管不當(dāng)、平臺(tái)保障滯后、市場競爭無序三方面的困境。最后,本文從準(zhǔn)公共物品理論的視角分析了解決拼車出行困境的政策方法與對策建議,如轉(zhuǎn)變政府監(jiān)管模式、創(chuàng)造更好的平臺(tái)環(huán)境、規(guī)范引導(dǎo)拼車行業(yè)。通過這些措施,希望能助力拼車出行的政策改進(jìn),為政府鼓勵(lì)拼車出行發(fā)展提供可行性意見,迎接共享經(jīng)濟(jì)時(shí)代的到來。
[Abstract]:With the rapid development of China's social economy and Internet technology, the demand for cars is increasing day by day, followed by the decline in the efficiency of urban traffic, traffic congestion has become increasingly prominent. At the same time, due to the quickening pace of people's work and life, the long commuting distance, the unreasonable accessibility of public transport and the allocation of resources, and the "difficulty in taxi hailing" and the high cost of maintaining a car, and so on, It makes car-sharing become a better choice to reduce travel cost and become a regular quasi-public transportation mode. The emergence of carpool has effectively alleviated the problems such as "difficult to take a taxi", at the same time optimized the taxi market resources, reduced the private car empty load rate, brought convenience to the citizens, but also created good employment opportunities for a large number of unemployed people. However, carpool travel as a new thing in recent years, especially with the development of network technology, the emergence of car sharing, making car ride trip become more common, but the government's attitude to the network car ride has always been ambiguous. And issued a series of policies to standardize the development of ride-sharing, but we have to see that these policies have a great impact on the future direction of Web-ride-sharing, the ride-sharing market will be hindered, ride-sharing travel difficulties. In this paper, from the perspective of quasi-public goods, the car under carpool travel is regarded as a kind of quasi-public goods, and the nature of quasi-public goods in carpool travel is determined according to the academic circle. Then it analyzes the current situation of the actual demand of carpool trip, and then expounds the plight of ride-sharing travel in three aspects: improper government supervision, lagging platform protection and disordered market competition. Finally, from the perspective of quasi-public goods theory, this paper analyzes the policy methods and countermeasures to solve the plight of ride-sharing, such as changing the mode of government supervision, creating a better platform environment, and standardizing and guiding the carpool industry. Through these measures, I hope to help improve the policy of carpool travel, provide feasible advice for the government to encourage the development of carpool travel, and welcome the arrival of the era of sharing economy.
