【摘要】：當(dāng)今世界是機(jī)遇和挑戰(zhàn)并存,危機(jī)和風(fēng)險如影隨形的時代。烏爾里希·貝克在其《風(fēng)險社會》一書中指出:“如果說階級社會的推動力可以用一句話來概括:我餓!那么風(fēng)險社會的集體性格則可以用另一句話來概括:我怕!”社會轉(zhuǎn)型時期,危機(jī)已經(jīng)成為中國社會面臨的嚴(yán)峻挑戰(zhàn),對危機(jī)事件的內(nèi)在運(yùn)行機(jī)理和有效應(yīng)對措施進(jìn)行不間斷的探索和研究是我們解決問題的唯一出路。轉(zhuǎn)型期公共恐慌事件研究是對公共危機(jī)管理研究領(lǐng)域中的公共恐慌事件這一對象進(jìn)行的具體的專門研究。在研究重點(diǎn)和主要內(nèi)容選擇方面主要分為三大塊:其一是對轉(zhuǎn)型期公共恐慌事件的結(jié)構(gòu)性剖析;其二是對其進(jìn)行社會轉(zhuǎn)型場域內(nèi)的成因構(gòu)成探討;最后是建構(gòu)轉(zhuǎn)型期公共恐慌事件的多元治理模式。文章主要采取的是定性研究的方式,文章結(jié)構(gòu)分為五個章節(jié)。首先是第一章導(dǎo)論部分,對轉(zhuǎn)型期公共恐慌事件的研究背景和研究意義進(jìn)行了交代,并撰寫了國內(nèi)外研究綜述。第二章為相關(guān)概念和理論的闡述,依次從公共危機(jī)、公共恐慌事件以及公共危機(jī)治理相關(guān)概念和理論展開論述,為下文的深入鋪墊基礎(chǔ)。第三章是本文的重點(diǎn),主要是對轉(zhuǎn)型期公共恐慌事件的整體結(jié)構(gòu)的剖析,主要包括歷史發(fā)展脈絡(luò)梳理、特征分析、分類標(biāo)準(zhǔn)劃分以及分期設(shè)計四個部分。第四章節(jié)的成因探討,從轉(zhuǎn)型的非全面,媒介參與的多面性,機(jī)制體制構(gòu)建的不完善,公眾構(gòu)建系統(tǒng)的非均衡出發(fā)論證了社會轉(zhuǎn)型場域中,公共恐慌事件的演變發(fā)生。第五章為多元治理模式的建構(gòu),主要包括多元主體框架、過程框架、系統(tǒng)框架的建構(gòu)設(shè)計。
[Abstract]:Today's world is a time of opportunity and challenge, crisis and risk. Ulrich Baker, in his book risk Society, points out: "if the driving force of class society can be summed up in one sentence: I am hungry!" Then the collective character of the risk society can be summed up in another sentence: I am afraid! " In the period of social transformation, the crisis has become a severe challenge to the Chinese society. It is the only way to solve the problem that the internal operating mechanism and effective countermeasures of the crisis are explored and studied continuously. The study of public panic events in the transitional period is a specific research on public panic events in the field of public crisis management. The research focus and main content selection are divided into three parts: one is the structural analysis of the public panic events in the transition period, the other is to explore the formation of the causes in the field of social transformation. Finally, it constructs the multi-governance mode of public panic event in the transition period. The article mainly adopts the qualitative research method, the article structure is divided into five chapters. The first chapter introduces the background and significance of the research on public panic events in the transitional period, and writes a review of the research at home and abroad. The second chapter is the related concepts and theories, from the public crisis, public panic events and public crisis governance related concepts and theories, laying the foundation for the following in-depth. The third chapter is the focus of this paper, mainly the analysis of the overall structure of the public panic events in the transition period, including historical development, characteristics analysis, classification criteria and the design of four parts. The fourth chapter discusses the causes of formation, from the transformation of non-comprehensive, media participation in many aspects, the construction of the mechanism system is not perfect, the public construction of the system of non-equilibrium, the social transformation field, the evolution of public panic events. The fifth chapter is the construction of multi-governance model, including multi-subject frame, process frame and system frame.
