【摘要】：非公有制企業(yè)黨建是我國基層黨建的重要組成部分,隨著基層黨建的不斷推進(jìn)與發(fā)展,非公有制企業(yè)黨建的地位和作用日益凸顯。在新常態(tài)背景下,非公有制經(jīng)濟(jì)逐步壯大,非公有制企業(yè)黨建已成為我們黨當(dāng)前面臨且亟待解決的重要課題。習(xí)近平同志指出,非公企業(yè)是發(fā)展社會主義市場經(jīng)濟(jì)的重要力量,非公企業(yè)黨建工作在整個(gè)黨建工作中越來越重要,我們必須把非公企業(yè)黨建扎實(shí)抓好。當(dāng)前,我國正處于“十三五”規(guī)劃的關(guān)鍵時(shí)期,對于黨的基層組織,尤其是非公企業(yè)黨建工作提出新的挑戰(zhàn)。新常態(tài)下,如何做好更高質(zhì)量的非公企業(yè)黨建工作,引導(dǎo)非公經(jīng)濟(jì)穩(wěn)定健康發(fā)展,對于我們能否實(shí)現(xiàn)“兩個(gè)一百年”的奮斗目標(biāo)至關(guān)重要。文章主要采用理論分析和實(shí)證研究相結(jié)合的方法,對非公企業(yè)黨建的理論與實(shí)踐作出一定探索,旨在不斷提升我國非公企業(yè)黨建的科學(xué)化水平,促進(jìn)非公經(jīng)濟(jì)健康發(fā)展。首先,對“新常態(tài)”“非公有制企業(yè)黨建”等核心概念進(jìn)行科學(xué)界定,以馬克思主義經(jīng)典作家的企業(yè)黨建學(xué)說和中國共產(chǎn)黨歷代領(lǐng)導(dǎo)人關(guān)于非公企業(yè)黨建相關(guān)理論作為理論基礎(chǔ)。其次,通過對非公企業(yè)黨建特殊性分析,特別是與國有企業(yè)、集體企業(yè)黨建工作相比較,總結(jié)出非公企業(yè)黨建的獨(dú)特之處。同時(shí)回顧非公企業(yè)黨建的歷史,把我國非公企業(yè)黨建的發(fā)展歷程分成局部探索、快速推進(jìn)、全面展開和創(chuàng)新發(fā)展四個(gè)階段,從而理清其發(fā)展脈絡(luò)。再次,現(xiàn)實(shí)分析非公企業(yè)黨建工作,客觀論述新常態(tài)下加強(qiáng)非公企業(yè)黨建的必要性,找出當(dāng)前制約非公企業(yè)黨建工作的難點(diǎn)問題并分析其原因。與此同時(shí),以遼寧省為例,重點(diǎn)梳理在新常態(tài)下遼寧省開展非公企業(yè)黨建工作的創(chuàng)新做法、取得的成效以及面臨的挑戰(zhàn)。最后,在了解新常態(tài)下非公企業(yè)黨建的指導(dǎo)思想及總體要求的基礎(chǔ)上,嘗試提出有利于加強(qiáng)非公企業(yè)黨建工作的具體對策措施。
[Abstract]:Party building in non-public enterprises is an important part of the party building at the grass-roots level in China. With the continuous promotion and development of the party building at the grass-roots level, the position and role of the party building in non-public enterprises are increasingly prominent. Under the background of the new normal, the non-public economy is gradually expanding, and the construction of the party in the non-public enterprises has become an important subject that our party faces and needs to be solved urgently. Comrade Xi Jinping pointed out: Non-public enterprises are an important force in the development of the socialist market economy, and the party building work of non-public enterprises is becoming more and more important in the whole party building work, and we must do a good job in the party building of non-public enterprises. At present, our country is in the key period of the 13th Five-Year Plan, which poses a new challenge to the Party's grass-roots organizations, especially the non-public enterprises. Under the new normal, how to do a better job of party building in non-public enterprises and guide the steady and healthy development of non-public economy is very important for us to realize the goal of "two hundred years". This paper mainly adopts the method of combining theoretical analysis and empirical research to explore the theory and practice of party building in non-public enterprises in order to continuously improve the scientific level of party building in non-public enterprises and promote the healthy development of non-public economy. First of all, the core concepts such as "new normal" and "party building in non-public enterprises" are scientifically defined. On the basis of Marxist classical writers' theory of party building in enterprises and the theories of the leaders of the Communist Party of China on the party building of non-public enterprises. Secondly, through the analysis of the particularity of the party construction in non-public enterprises, especially the comparison with the Party building work of state-owned enterprises and collective enterprises, the unique features of the party construction in non-public enterprises are summarized. At the same time, reviewing the history of party building in non-public enterprises, the development course of party building in non-public enterprises in our country is divided into four stages: partial exploration, rapid development, all-round development and innovation, so as to clarify its development context. Thirdly, it analyzes the party construction work in non-public enterprises, discusses the necessity of strengthening the party construction in non-public enterprises under the new normal, finds out the difficult problems that restrict the party construction work in non-public enterprises and analyzes the reasons. At the same time, taking Liaoning Province as an example, this paper focuses on combing the innovative practices, achievements and challenges of developing the party building work of non-public enterprises in Liaoning Province under the new normal condition. Finally, on the basis of understanding the guiding ideology and the overall requirements of the party construction in non-public enterprises under the new normal state, this paper tries to put forward some concrete countermeasures and measures conducive to strengthening the party building work in non-public enterprises.
