【摘要】：社會主義公民道德建設(shè)是一項重要的系統(tǒng)工程,伴隨社會進程始終,必須利用各種組織資源和社會力量。社會主義公民道德建設(shè)的發(fā)展進程反映一個國家的文明程度,關(guān)乎一個國家的榮辱興衰和未來的發(fā)展。加強社會主義公民道德建設(shè),提升公民的道德素質(zhì)是全面建成小康社會的重要前提和組成部分。要實現(xiàn)中華民族偉大復(fù)興的中國夢,就必須使全民道德素質(zhì)得以提升。政府是執(zhí)行國家權(quán)力、統(tǒng)治并管理國家公共事務(wù)的執(zhí)行機關(guān)。政府有廣義和狹義之分,廣義的政府是國家的立法機關(guān)、行政機關(guān)等公共機關(guān)的總和。狹義的政府是指一個國家的行政機關(guān)。本文采用狹義的政府概念。政府是維護國家安全、消除社會隱患、促進科學(xué)技術(shù)進步、提高國民生產(chǎn)能力的特殊機構(gòu)。政府的特殊性決定了政府在社會主義公民道德建設(shè)方面發(fā)揮著其他組織不可替代的作用。政府職能是政府必須承擔(dān)的責(zé)任,當(dāng)前我國政府職能已經(jīng)擴大到社會主義公民道德建設(shè)領(lǐng)域,政府職能道德化是政府職能的必然要求。目前,我國的社會主義公民道德建設(shè)雖然取得了一定的成就,《公民道德建設(shè)實施綱要》已經(jīng)頒布,中國特色的公民道德理論體系正在形成,道德模范的示范作用正在逐步深入人心,社會主義公民道德建設(shè)水平整體呈上升趨勢。但是,仍然存在很多不容忽視的問題。本文從政府責(zé)任的視域針對我國目前的社會主義公民道德建設(shè)中存在的問題進行了分析、提出了一定的對策。本文圍繞政府責(zé)任視域下的社會主義公民道德建設(shè)的主題,共分四個部分加以闡述。第一部分:相關(guān)概念和理論基礎(chǔ)。首先闡釋“政府責(zé)任”及其相關(guān)概念,再闡明“公民道德”與“社會主義公民道德建設(shè)”的概念。其次,闡釋社會主義公民道德建設(shè)與“以德治國”方略、社會主義公民道德建設(shè)與社會主義核心價值觀的相關(guān)理論關(guān)系。第二部分:主要闡釋社會主義公民道德建設(shè)與政府責(zé)任之間的內(nèi)在關(guān)系。政府是社會主義公民道德建設(shè)的推動者,政府是社會主義公民道德規(guī)范的制定者,政府是社會主義公民道德秩序的構(gòu)建者,政府是自身工作人員職業(yè)道德的建設(shè)者。第三部分:對我國社會主義公民道德建設(shè)的現(xiàn)狀進行分析,首先肯定我國社會主義公民道德建設(shè)所取得的成就,具有中國特色的社會主義道德理論體系正在形成,社會整體道德素質(zhì)明顯伴隨時代發(fā)展進步而不斷提升。但是我國社會主義公民道德建設(shè)中存在的政府責(zé)任問題亟待解決,政府對社會主義公民道德建設(shè)理論有待完善,政府在社會主義公民道德建設(shè)中的道德實踐能力較弱,政府公務(wù)人員自身道德素質(zhì)存在一定偏差,社會主義公民道德建設(shè)的理論環(huán)境和實踐環(huán)境建設(shè)進程緩慢。社會主義公民道德建設(shè)中的政府責(zé)任問題的成因有內(nèi)因和外因兩個方面,內(nèi)部原因是部分政府公務(wù)人員的職業(yè)道德缺失和政府道德規(guī)范供給不足,外部原因則是道德建設(shè)方式缺乏社會廣泛認同和局部道德領(lǐng)域無序。第四部分:社會主義公民道德建設(shè)包括理論建設(shè)和實踐建設(shè)兩個層面。從理論與實踐的層面去研究我國社會主義公民道德建設(shè)中政府責(zé)任問題解決的路徑,是研究本篇論文的重要內(nèi)容。我國政府應(yīng)從社會主義公民道德理論建設(shè)和社會主義公民道德實踐建設(shè)兩個層面出發(fā),進一步優(yōu)化社會主義公民道德建設(shè)的理論環(huán)境,進一步健全社會主義公民道德建設(shè)的理論體系,進一步完善社會主義公民道德建設(shè)的實踐舉措,進一步提高政府自身的道德實踐能力,從而有效地將社會主義公民道德建設(shè)的理論建設(shè)和實踐建設(shè)有機結(jié)合,加快我國社會主義公民道德建設(shè)的整體進程。
[Abstract]:The moral construction of socialist citizens is an important systematic project. Along with the social process, all kinds of organizational resources and social forces must be used. The development process of socialist citizen moral construction reflects the civilization degree of a country, the rise and fall of a country's honor and disgrace and the future development. To improve the moral quality of the citizens is an important prerequisite and part of a well-off society in an all-round way. To realize the Chinese dream of the great rejuvenation of the Chinese nation, the moral quality of the whole people must be promoted. The government is the implementation of the state power, the rule and management of the state public affairs. The government has a broad and narrow sense of the government, and a broad government. It is the sum of the state legislature, the administrative organ and other public organs. The narrow sense of government refers to the administrative organ of a country. This article adopts a narrow sense of government. The government is a special institution to safeguard national security, eliminate social hidden dangers, promote scientific and technological progress, and improve national production capacity. The government's particularity determines the government in society. The moral construction of the citizen is playing an irreplaceable role in other organizations. The government function is the responsibility that the government must bear. At present, the function of the government has been extended to the field of socialist moral construction. The moral function of the government is the inevitable requirement of the government function. A certain achievement has been achieved. The implementation outline of the construction of civic morality has been promulgated. The system of citizen moral theory with Chinese characteristics is being formed. The exemplary role of moral model is gradually being deeply rooted in the hearts of the people. The overall level of the moral construction of the socialist citizens is on the rise. However, there are still a lot of problems that can not be ignored. This article is from the government's responsibility. The field of view analyzes the existing problems in the construction of socialist citizen morality in China, and puts forward some countermeasures. In this paper, the theme of the construction of socialist citizen morality under the view of government responsibility is divided into four parts. The first part: related concept and theoretical basis. First, the "government responsibility" is explained. And its related concepts, and then clarifies the concept of "citizen morality" and "socialist citizen moral construction". Secondly, it explains the relationship between socialist citizen moral construction and the "rule of virtue", the relationship between socialist citizen moral construction and socialist core values. The second part mainly explains the socialist civic morality. The internal relationship between construction and government responsibility. The government is the promoter of the moral construction of the socialist citizens, the government is the builder of the moral norms of the socialist citizens, the government is the builder of the moral order of the socialist citizens, the government is the builder of the professional ethics of its own staff. The third part: the socialist civic morality of our country The present situation of the construction is analyzed. First, it affirms the achievements made by the socialist moral construction of our socialist citizens. The socialist moral theory system with Chinese characteristics is forming, and the overall moral quality of the society is obviously accompanied by the development and progress of the times. However, the government responsibility in the moral construction of the socialistic citizens of our country is the government's responsibility The problem needs to be solved urgently. The government's theory of moral construction of socialist citizens needs to be improved. The moral practice ability of the government in the construction of socialist civic morality is weak. There is a certain deviation between the moral quality of the government officials and the slow process of building the theoretical and practical environment for the construction of socialist citizens' morality. The cause of the government responsibility in the construction of Germany has two aspects: internal cause and external cause. The internal reason is the lack of professional ethics of some government officials and the lack of government moral standards. The external reason is that the moral construction way is lack of extensive social identification and partial moral field. The fourth part: the construction of socialist civic morality. It includes two aspects of theoretical construction and practical construction. It is an important content to study the solution of the problem of government responsibility in the construction of socialist civic morality in China from the theory and practice level. The government should build two aspects of the construction of socialist civic morality theory and the construction of social moral practice of socialistic citizens. To further optimize the theoretical environment of the moral construction of socialist citizens, further improve the theoretical system of the moral construction of socialist citizens, further improve the practical measures of the moral construction of socialist citizens, and further improve the moral practice ability of the government itself, so as to effectively build the theory of the construction of socialist citizens' morality. We must combine practice with practice and speed up the overall process of building socialist citizen morality in China.
