【摘要】：黨的十八大提到“美麗中國(guó)”的全新觀點(diǎn),闡述了尊重自然、順應(yīng)自然、保護(hù)自然的生態(tài)文明概念,生態(tài)文明的建設(shè)成為社會(huì)主義建設(shè)總布局中不可缺少的“一位”。不過(guò),若想達(dá)成“美麗中國(guó)”的要求,改善鄉(xiāng)村環(huán)境是必不可少的過(guò)程之一。在2013年的中央一號(hào)文件里,首次提出需要一起建設(shè)“美麗鄉(xiāng)村”的長(zhǎng)遠(yuǎn)目標(biāo),更深層次地開展農(nóng)村環(huán)境建設(shè)、生態(tài)保護(hù)與綜合整治進(jìn)程。響應(yīng)中央號(hào)召,G省H市開啟了 “美麗鄉(xiāng)村”的建設(shè),整治農(nóng)村居住環(huán)境,推動(dòng)農(nóng)村精神文明建設(shè)。本文共分為六章。第一章為緒論,主要闡述了選擇G省H市建設(shè)“美麗鄉(xiāng)村”為題的背景和意義,并就國(guó)內(nèi)國(guó)外的研究現(xiàn)狀進(jìn)行了整理和評(píng)述,將本文的研究方法和研究特色也進(jìn)行了介紹。第二章闡述了美麗鄉(xiāng)村的概念、社會(huì)主義新農(nóng)村建設(shè)理論和建設(shè)綠色化現(xiàn)代山水城市理論的主要理論基礎(chǔ)以及“五位一體”中的“生態(tài)文明”戰(zhàn)略思想,為本文提供了有力的理論支撐。第三章介紹了G省H市建設(shè)美麗鄉(xiāng)村的概況,介紹了 G省H市建設(shè)美麗鄉(xiāng)村的工作成效,并將清水治污、清潔先行、綠滿家園的三大措施作了詳細(xì)的展開。第四章構(gòu)成本文的主要部分之一,將G省H市建設(shè)美麗鄉(xiāng)村中存在的問(wèn)題進(jìn)行了剖析,例如基礎(chǔ)設(shè)施建設(shè)不完備、管理流于形式、資金保障力度不夠大等。第五章從國(guó)內(nèi)研究現(xiàn)狀上介紹了我國(guó)成功的鄉(xiāng)村建設(shè)經(jīng)驗(yàn),又介紹了歐美日韓等發(fā)達(dá)國(guó)家在鄉(xiāng)村建設(shè)方面的有關(guān)經(jīng)驗(yàn),為本文的研究提供了經(jīng)驗(yàn)支撐。最后一章是本文的重點(diǎn)壓軸部分,從基礎(chǔ)設(shè)施建設(shè)、建管結(jié)合、拓寬資金來(lái)源和渠道、宣傳引導(dǎo)、整治熱點(diǎn)項(xiàng)目等五大方面闡述了促進(jìn)G省H市美麗鄉(xiāng)村建設(shè)的對(duì)策建議。本文通過(guò)實(shí)踐和理論相結(jié)合,環(huán)環(huán)相扣,實(shí)現(xiàn)了對(duì)G省H市建設(shè)美麗鄉(xiāng)村建設(shè)的研究,希望能在此基礎(chǔ)上為G省H市的鄉(xiāng)村改造提供一些可行之處,為推動(dòng)農(nóng)村生態(tài)文明建設(shè)和踐行“美麗中國(guó)”的夢(mèng)想出一把力。
[Abstract]:The 18th National Congress of the Communist Party of China referred to the new viewpoint of "beautiful China" and expounded the concept of ecological civilization which respects nature, conforms to nature and protects nature. The construction of ecological civilization has become an indispensable "one" in the overall layout of socialist construction. However, improving the rural environment is one of the essential processes to meet the demands of a beautiful China. In the No. 1 document of the Central Committee in 2013, it was the first time that the long-term goal of building a "beautiful village" together was put forward, and the process of environmental construction, ecological protection and comprehensive improvement of rural areas should be carried out in a deeper level. In response to the call of the Central Committee, H City of Gan Province opened the construction of "beautiful countryside", renovated the rural living environment, and promoted the construction of rural spiritual civilization. This paper is divided into six chapters. The first chapter is the introduction, which mainly expounds the background and significance of choosing "beautiful village" as the topic of "beautiful village" construction in H city of G province, and makes a review of the present research situation at home and abroad, and also introduces the research methods and characteristics of this paper. The second chapter expounds the concept of beautiful countryside, the main theoretical basis of the theory of building new socialist countryside and the theory of building green modern landscape city, and the strategic thought of "ecological civilization" in "five in one". It provides a powerful theoretical support for this paper. The third chapter introduces the general situation of the construction of beautiful villages in H city of G province, introduces the achievements of the construction of beautiful villages in H city of G province, and carries out in detail the three measures of clean water pollution control, cleanliness first, and green land. The fourth chapter is one of the main parts of this paper. It analyzes the problems existing in the construction of beautiful villages in H city of G province, such as incomplete infrastructure construction, mere management, insufficient fund guarantee and so on. The fifth chapter introduces the successful rural construction experience of our country from the current situation of domestic research, and introduces the relevant experiences of the developed countries such as Europe, America, Japan and South Korea in rural construction, which provides the empirical support for the research of this paper. The last chapter is the key part of this paper, from the infrastructure construction, the combination of construction and management, widening the sources and channels of funds, propaganda and guidance, renovation of hot projects and other five aspects of promoting the G Province H City beautiful rural construction countermeasures and suggestions. Through the combination of practice and theory, this paper realizes the research on the construction of beautiful villages in H city of G province, hoping to provide some feasible places for the rural reconstruction of H city in G province on this basis. To promote the construction of rural ecological civilization and practice the dream of "beautiful China" to contribute.
