【摘要】：我國(guó)在未富先老的背景下就進(jìn)入到老齡化時(shí)代。民辦養(yǎng)老產(chǎn)業(yè)的興起和發(fā)展,是我們應(yīng)對(duì)人口老齡化的關(guān)鍵。結(jié)合理論指導(dǎo),對(duì)山西省民辦養(yǎng)老產(chǎn)業(yè)的發(fā)展進(jìn)行深入分析。山西省如何迎接"銀色浪潮”的到來(lái),如何推動(dòng)民辦養(yǎng)老產(chǎn)業(yè)的特色發(fā)展,滿足養(yǎng)老人群的需求,是我們?cè)诿髅褶k養(yǎng)老產(chǎn)業(yè)發(fā)展道路中需要應(yīng)對(duì)的實(shí)際問(wèn)題。第一章主要是老齡化背景下,民辦養(yǎng)老產(chǎn)業(yè)的研究綜述。緒論由研究意義、文獻(xiàn)綜述、研究方法和創(chuàng)新點(diǎn)三個(gè)部分組成。通過(guò)各種途徑,利用網(wǎng)絡(luò)、圖書館等查閱大量文獻(xiàn)資料,結(jié)合文獻(xiàn)研究法、調(diào)查研究法、定性與定量相結(jié)合的研究方法、對(duì)比分析法進(jìn)行研究。第二章民辦養(yǎng)老產(chǎn)業(yè)發(fā)展的理論基礎(chǔ)。在一開始表述了養(yǎng)老產(chǎn)業(yè)的概念,民辦養(yǎng)老產(chǎn)業(yè)的概念尚無(wú)確定標(biāo)準(zhǔn),本文以筆者角度進(jìn)步一闡明民辦養(yǎng)老產(chǎn)業(yè)的概念。同時(shí)涉及到的理論基礎(chǔ)有:發(fā)展觀理論;社會(huì)主義和諧社會(huì)理論;人權(quán)理論;需求理論。第三章是山西省民辦養(yǎng)老產(chǎn)業(yè)實(shí)證調(diào)研。本章節(jié)從網(wǎng)上搜集和實(shí)際的調(diào)研獲取信息,從以下幾方面:資金扶持情況;人才隊(duì)伍建設(shè)情況;融資貸款情況;建設(shè)用地和設(shè)施配備情況四個(gè)方面提供了真實(shí)可靠的詳實(shí)資料,為山西省太原市以及其他地市的民辦養(yǎng)老產(chǎn)業(yè)的發(fā)展提供參考數(shù)據(jù)。第四章山西省民辦養(yǎng)老產(chǎn)業(yè)發(fā)展現(xiàn)狀。根據(jù)第三章搜集的數(shù)據(jù),總結(jié)歸納出全國(guó)以及山西省在老齡化、民辦養(yǎng)老產(chǎn)業(yè)的發(fā)展情況和民辦養(yǎng)老主要方式。第五章山西省民辦養(yǎng)老產(chǎn)業(yè)發(fā)展存在的問(wèn)題。區(qū)別于公立養(yǎng)老,民辦養(yǎng)老有其自身的缺陷,也有著與公立養(yǎng)老不能相比較的劣勢(shì)。從六個(gè)方面指出當(dāng)前發(fā)展遇到的問(wèn)題,能更清晰的看到民辦養(yǎng)老產(chǎn)業(yè)所處的困境。第六章國(guó)內(nèi)外的成功經(jīng)驗(yàn)。主要借鑒國(guó)內(nèi)外的政策、經(jīng)驗(yàn)。國(guó)內(nèi)以江蘇省和海南省為例,探索其初具規(guī)模的產(chǎn)業(yè)鏈模式。國(guó)外以美國(guó)、日本為例,在養(yǎng)老這一重大民生問(wèn)題上,有著本國(guó)特有的模式,方法。對(duì)民辦養(yǎng)老產(chǎn)業(yè)的發(fā)展提供參考依據(jù)。第七章做出相應(yīng)的對(duì)策和建議。本章和第五章是本文的重點(diǎn),二者形成對(duì)應(yīng)關(guān)系。問(wèn)題和對(duì)策形成統(tǒng)一性,使得對(duì)策更有針對(duì)性,可行性。研究的創(chuàng)新之處從社會(huì)意義的角度入手,在民辦養(yǎng)老產(chǎn)業(yè)出現(xiàn)的大背景下,將理論和山西省的實(shí)際發(fā)展情況相結(jié)合,通過(guò)對(duì)山西民辦養(yǎng)老產(chǎn)業(yè)相關(guān)領(lǐng)域的實(shí)證調(diào)研,了解山西省民辦養(yǎng)老產(chǎn)業(yè)的現(xiàn)狀以及存在的問(wèn)題,通過(guò)發(fā)揮自己的主觀能動(dòng)性,針對(duì)現(xiàn)實(shí)存在的一些問(wèn)題,為山西省民辦養(yǎng)老產(chǎn)業(yè)更好的發(fā)展提出建設(shè)性意見。
[Abstract]:China has entered an aging age under the background of being old before becoming rich.The rise and development of private pension industry is the key to the aging of our population.Combined with theoretical guidance, the development of private pension industry in Shanxi Province is analyzed.How to meet the "silver wave" in Shanxi Province, how to promote the characteristic development of the private pension industry, and how to meet the needs of the aged population are the practical problems that we should deal with in exploring the road of the development of the private pension industry.The first chapter is a review of private pension industry under the background of aging.The introduction consists of three parts: research significance, literature review, research methods and innovation points.Through various ways, using network, library and so on to consult a large amount of literature materials, combined with the literature research method, investigation research method, qualitative and quantitative research method, comparative analysis method to study.The second chapter is the theoretical basis of the development of private pension industry.In the beginning, the concept of old-age industry is described, and the concept of private pension industry has not been defined. This paper expounds the concept of private pension industry from the perspective of the author.At the same time, the theoretical basis is: the theory of development; the theory of socialist harmonious society; the theory of human rights; the theory of demand.The third chapter is the private pension industry in Shanxi Province empirical investigation.This chapter obtains the information from the online collection and the actual investigation, from the following several aspects: the fund supports the situation, the talented person troop construction situation, the financing loan situation, the construction land and the facility equips the situation four aspects to provide the true reliable detailed information,It provides reference data for the development of private pension industry in Taiyuan and other prefectures of Shanxi Province.The fourth chapter is the current situation of private pension industry in Shanxi Province.According to the data collected in the third chapter, the paper summarizes the development of the aging, private pension industry and the main ways of private pension in the whole country and Shanxi Province.Chapter five: problems in the development of private pension industry in Shanxi Province.Different from the public pension, the private pension has its own defects, but also has a disadvantage which can not be compared with the public pension.This paper points out the problems encountered in the current development from six aspects, and can more clearly see the plight of the private pension industry.Chapter VI: successful experience at home and abroad.Mainly draw lessons from domestic and foreign policies, experience.Take Jiangsu Province and Hainan Province as examples to explore its initial scale industrial chain model.Taking the United States and Japan as an example, foreign countries have their own unique models and methods on the major livelihood issue of the aged.Provide reference for the development of private pension industry.The seventh chapter makes the corresponding countermeasure and suggestion.This chapter and the fifth chapter are the focus of this article, they form a corresponding relationship.The problem and the countermeasure form the unity, make the countermeasure more pertinence, feasibility.The innovation of the research starts from the angle of social significance, under the background of the emergence of the private pension industry, combining the theory with the actual development of Shanxi Province, through the empirical investigation on the related fields of Shanxi private pension industry.To understand the present situation and existing problems of the private pension industry in Shanxi Province, through exerting its subjective initiative and aiming at some problems in reality, the author puts forward constructive suggestions for the better development of the private pension industry in Shanxi Province.
