【摘要】：從2002年起,新常態(tài)一詞在歐美國(guó)家出現(xiàn),主要形容金融危機(jī)之后西方國(guó)家經(jīng)濟(jì)恢復(fù)的緩慢而痛苦的過(guò)程。2014年5月,習(xí)近平提出中國(guó)經(jīng)濟(jì)新常態(tài),向世界描述中國(guó)經(jīng)濟(jì)的一系列新表現(xiàn)。政商關(guān)系新常態(tài)也是其中一項(xiàng)新表現(xiàn)。其核心的因素就是經(jīng)濟(jì)運(yùn)行機(jī)制,包括政府、市場(chǎng)和企業(yè)的關(guān)系。政府和企業(yè)的關(guān)系不僅關(guān)系到經(jīng)濟(jì)的增長(zhǎng)模式,也決定了經(jīng)濟(jì)體制改革和經(jīng)濟(jì)轉(zhuǎn)型的成敗。全球化背景下,國(guó)家之間的競(jìng)爭(zhēng)已經(jīng)從比較優(yōu)勢(shì)的競(jìng)爭(zhēng)轉(zhuǎn)向政府規(guī)制的競(jìng)爭(zhēng)。所以研究在現(xiàn)階段經(jīng)濟(jì)和反腐高壓新常態(tài)下的政商關(guān)系,對(duì)我國(guó)經(jīng)濟(jì)的良好發(fā)展有著重要的意義。論文通過(guò)美日政商對(duì)比研究,將政商關(guān)系的模式分為市場(chǎng)主導(dǎo)型、政府主導(dǎo)型這兩種模式,通過(guò)美日對(duì)比發(fā)現(xiàn)最優(yōu)化的模式就是市場(chǎng)主導(dǎo)型,隨后分析美日經(jīng)濟(jì)實(shí)力強(qiáng)大下的政商關(guān)系可以給我國(guó)政商關(guān)系發(fā)展提供的借鑒,并對(duì)我國(guó)現(xiàn)階段政商關(guān)系進(jìn)行分析研究,存在的問(wèn)題有政府、企業(yè)和市場(chǎng)多方的不足。論文通過(guò)分析尋租、合作博弈模型對(duì)政商關(guān)系進(jìn)行對(duì)比研究,將政商合作作為完善政商關(guān)系的基礎(chǔ)。在對(duì)"僵尸企業(yè)"的成因分析中得出目前政商關(guān)系中的缺陷以及改革的方向。通過(guò)本課題的研究,來(lái)完善新常態(tài)下的政商關(guān)系中各自的定位。政府主要是促進(jìn)職能轉(zhuǎn)型、堅(jiān)持政企分開(kāi)、拓寬融資渠道和培育多方組織來(lái)完善政商關(guān)系;企業(yè)完善政商關(guān)系的角度是承擔(dān)社會(huì)責(zé)任、塑造企業(yè)文化和確保市場(chǎng)主體地位;市場(chǎng)最重要的是發(fā)揮其決定性作用,確保其職責(zé)和權(quán)利。通過(guò)多方作用力來(lái)搭建新常態(tài)下的政商關(guān)系。
[Abstract]:Since 2002, the term "new normal" has appeared in Europe and the United States, mainly describing the slow and painful process of economic recovery in western countries after the financial crisis. In May 2014, Xi Jinping proposed a new normal for China's economy.Describe to the world a series of new manifestations of China's economy.The new normal state of the relationship between government and business is also a new manifestation.Its core factor is the economic operation mechanism, including the government, the market and the enterprise relations.The relationship between government and enterprises is not only related to the economic growth model, but also determines the success or failure of economic system reform and economic transformation.Under the background of globalization, the competition among countries has changed from the competition of comparative advantage to the competition of government regulation.Therefore, it is of great significance to study the relationship between politics and business under the current economy and the new normal of anti-corruption high pressure for the good economic development of our country.Through the comparative study of American and Japanese politics and business, the paper divides the political and commercial relationship into two kinds of models: market leading and government leading. Through the comparison between the United States and Japan, it is found that the optimal model is market leading.Then it analyzes the relationship between government and business under the strong economic strength of the United States and Japan can provide reference for the development of our country's political and commercial relations, and analyzes and studies the current political and commercial relations in our country. The problems exist in the government, enterprises and markets.Through analyzing rent-seeking and cooperative game model, this paper makes a comparative study on the relationship between politics and business, and regards the cooperation of politics and business as the basis of perfecting the relationship between politics and business.In the analysis of the causes of zombie enterprises, the defects in the current relationship between government and business and the direction of reform are obtained.Through the study of this topic, to perfect the new normal in the relationship between government and business position.The government mainly promotes the function transformation, insists on separating the government from the enterprise, broadens the financing channel and cultivates the multi-party organization to perfect the political-business relationship, the angle of the enterprise consummating the political-business relationship is to bear the social responsibility, to mold the enterprise culture and to ensure the main position of the market.The most important thing for the market is to play its decisive role to ensure its responsibilities and rights.The relationship between government and business under the new normal condition is built by multiple forces.
