【摘要】：中國(guó)青年志愿者海外服務(wù)計(jì)劃,又名“中國(guó)援外青年志愿者項(xiàng)目”(簡(jiǎn)稱“海外計(jì)劃”),是2002年由團(tuán)中央和商務(wù)部共同發(fā)起實(shí)施的一項(xiàng)長(zhǎng)期重點(diǎn)項(xiàng)目,旨在配合國(guó)家外交戰(zhàn)略和服務(wù)受援助國(guó)家人民的需求。從2002年5月至2016年9月,中國(guó)共向亞非拉23個(gè)國(guó)家派出了 679名海外青年志愿者,23個(gè)國(guó)家中有5個(gè)亞洲國(guó)家、16個(gè)非洲國(guó)家和1個(gè)美洲國(guó)家。 2005年8月4日,政府首次向埃塞俄比亞派出12名青年志愿者進(jìn)行中文教學(xué)、沼氣開發(fā)、農(nóng)業(yè)和醫(yī)療衛(wèi)生等方面的服務(wù),它標(biāo)志著中國(guó)青年志愿者赴非服務(wù)項(xiàng)目正式開啟。2006年,中國(guó)政府在中非合作論壇北京峰會(huì)上承諾三年內(nèi)向非洲派遣300名青年志愿者,至此,中國(guó)青年志愿者赴非服務(wù)項(xiàng)目正式上升到國(guó)家意志與戰(zhàn)略的高度,進(jìn)入規(guī)模派遣階段。至今,中國(guó)已向埃塞俄比亞、塞舌爾、津巴布韋和毛里求斯等16個(gè)非洲國(guó)家派遣了共464名青年志愿者,累計(jì)33次。作為中國(guó)公共外交的新途徑和中國(guó)對(duì)外援助的新方式,中國(guó)青年志愿者赴非服務(wù)項(xiàng)目增進(jìn)了中非友誼,促進(jìn)了受援助國(guó)家的發(fā)展,展現(xiàn)了中國(guó)負(fù)責(zé)任的國(guó)家形象。非洲成為海外計(jì)劃的主要對(duì)象,中國(guó)青年志愿者赴非服務(wù)項(xiàng)目作為公共外交的新方式,發(fā)揮了積極的作用。因此,本文將中國(guó)青年志愿者赴非服務(wù)項(xiàng)目作為探討對(duì)象,通過四大章節(jié)對(duì)海外計(jì)劃的相關(guān)內(nèi)容以及赴非服務(wù)項(xiàng)目的基本情況、作用和不足進(jìn)行梳理論述,并且針對(duì)不足提出自己的意見建議。本文內(nèi)容主要有五大部分:第一部分主要介紹論文的研究意義及研究目的,通過查閱大量的文獻(xiàn)資料,梳理國(guó)內(nèi)外關(guān)于海外計(jì)劃和赴非服務(wù)項(xiàng)目的研究情況,形成完整的文獻(xiàn)綜述,了解研究成果及其問題。同時(shí),理清研究思路,制定相應(yīng)研究方法。第二部分主要進(jìn)行概念界定和梳理,對(duì)海外計(jì)劃的含義、實(shí)施方式等進(jìn)行論述。第三部分主要分析中國(guó)青年志愿者赴非服務(wù)項(xiàng)目開展的原因和具體情況,對(duì)中國(guó)青年志愿者赴非服務(wù)項(xiàng)目的基本情況有清晰的了解。第四部分主要在第三部分基礎(chǔ)上來分析中國(guó)青年志愿者赴非服務(wù)項(xiàng)目的特點(diǎn)和作用。最后一部分,分析中國(guó)青年志愿者赴非服務(wù)項(xiàng)目的不足,并針對(duì)不足提出建議。
[Abstract]:The overseas Service Program for Chinese Young volunteers, also known as the Chinese Youth Volunteer Program for Foreign Aid, is a long-term key project jointly launched by the CPC Central Committee and the Ministry of Commerce in 2002. Designed to meet the needs of national diplomatic strategies and services for the people of the countries assisted... from May 2002 to September 2016, China has sent 679 young volunteers from overseas to 23 countries in Asia, Africa and Latin America, of which 5 are in Asia, 16 in Africa and 1 in America. In August 4th 2005, The government sent 12 young volunteers to Ethiopia for the first time to provide services in the areas of Chinese teaching, biogas development, agriculture and health care. It marked the official opening of a Chinese youth volunteer service program in Africa. On 2006, At the Beijing Summit of the Forum on China-Africa Cooperation, the Chinese Government pledged to send 300 young volunteers to Africa within three years. At this point, Chinese young volunteers have formally risen to the height of national will and strategy in non-African service projects. To date, China has sent 464 young volunteers to 16 African countries, including Ethiopia, Seychelles, Zimbabwe and Mauritius. A total of 33 times. As a new way of China's public diplomacy and a new way of China's foreign aid, Chinese young volunteers went to Africa to promote friendship between China and Africa and promote the development of recipient countries. Africa has become the main target of overseas programs, and Chinese young volunteers have played a positive role in visiting Africa as a new form of public diplomacy. In this paper, the Chinese young volunteers to non-service projects as the object of discussion, through four chapters of the overseas program and the basic situation of non-service projects, role and shortcomings are discussed. There is a clear understanding of the basic situation of Chinese young volunteers going to non-service projects. Part 4th mainly analyzes the characteristics and functions of Chinese young volunteers in non-service projects on the basis of the third part. This paper analyzes the shortage of Chinese young volunteers in non-service projects, and puts forward some suggestions.
