【摘要】：20世紀70年代末80年代初，世界范圍內(nèi)以政府改革為中心的公共管理改革風(fēng)起云涌，將管理行政開始向公共管理階段過渡，政府機構(gòu)改革開始向服務(wù)型政府轉(zhuǎn)變。網(wǎng)絡(luò)信息化發(fā)展的今天，在科學(xué)發(fā)展觀的指導(dǎo)下，網(wǎng)絡(luò)輿論監(jiān)督作為一種新型的監(jiān)督方式，對我國服務(wù)型政府構(gòu)建產(chǎn)生了極為深遠的影響，充分發(fā)揮網(wǎng)絡(luò)監(jiān)督的積極影響，提高政府的公信力，實現(xiàn)政府服務(wù)過程中的善治，促進服務(wù)型政府精神的塑造。同時發(fā)揮網(wǎng)絡(luò)輿論監(jiān)督的橋梁作用，推進我國行政體制改革，加快政府職能的定位和轉(zhuǎn)變，，促進公共決策的科學(xué)性和民主性，化解社會矛盾，維護社會的和諧穩(wěn)定和國家的長治久安。實現(xiàn)網(wǎng)絡(luò)輿論監(jiān)督與我國服務(wù)型政府的良性互動，對抑制網(wǎng)絡(luò)輿論監(jiān)督的消極影響和尋求克服網(wǎng)絡(luò)輿論監(jiān)督消極影響的路徑，有著極其重要的意義。 在當(dāng)前社會轉(zhuǎn)型期的大背景下，如何處理好網(wǎng)絡(luò)輿論監(jiān)督與我國服務(wù)型政府間的良性互動，克服網(wǎng)絡(luò)輿論監(jiān)督帶來的負面性，變得尤為重要，尤其在網(wǎng)絡(luò)輿論監(jiān)督出現(xiàn)的越位、侵權(quán)，有損政府形象以致造成政府公信力下降的問題，阻礙服務(wù)型政府政治體制改革目標的實現(xiàn)等方面。本文運用實證分析法和文獻綜述法，借鑒國內(nèi)外專家學(xué)者理論成果和學(xué)科知識的基礎(chǔ)上，從多方面分析網(wǎng)絡(luò)輿論監(jiān)督與我國服務(wù)型政府的關(guān)系，尋求解決網(wǎng)絡(luò)輿論監(jiān)督在服務(wù)型政府構(gòu)建中的路徑選擇。首先從提高政府對網(wǎng)絡(luò)輿論的理念的灌輸和引導(dǎo)；加強對網(wǎng)絡(luò)輿論的整合和回應(yīng)；要采取技術(shù)手段對網(wǎng)絡(luò)信息進行有效的控制。其次，正確有效引導(dǎo)網(wǎng)絡(luò)輿論監(jiān)督，促成政府的善治；此外，可以通過整合網(wǎng)絡(luò)輿論監(jiān)督資源，來彌補政府在社會管理的管理不足；建立政府與民眾之間的良性互動，利用網(wǎng)絡(luò)輿論監(jiān)督推動政府的善治；弘揚和諧文化主弦律，加強網(wǎng)絡(luò)倫理道德建設(shè)。最后，建立完善網(wǎng)絡(luò)輿論監(jiān)督法制建設(shè)和監(jiān)管體系。加強網(wǎng)絡(luò)輿論監(jiān)督法制建設(shè)；構(gòu)建客觀科學(xué)的網(wǎng)絡(luò)輿論監(jiān)督評價標準體系。這些建議有一定的實踐指導(dǎo)價值，可供網(wǎng)絡(luò)輿論監(jiān)督與我國服務(wù)型政府在良性互動時借鑒。 文章分為六部分： 第一部分分析了網(wǎng)絡(luò)輿論監(jiān)督與我國服務(wù)型政府建設(shè)兩個問題的研究背景及意義�？v觀其國內(nèi)外的研究現(xiàn)狀，確定其研究思路與研究方法。 第二部分闡述了網(wǎng)絡(luò)輿論監(jiān)督基本理論與服務(wù)型政府的概念、價值取向，推進網(wǎng)絡(luò)輿論監(jiān)督與我國服務(wù)型政府的良性互動。 第三部分分析如何發(fā)揮網(wǎng)絡(luò)輿論監(jiān)督對我國服務(wù)型政府構(gòu)建的積極影響，不斷推進我國政治體制改革和執(zhí)政水平提高。 第四部分從網(wǎng)絡(luò)輿論監(jiān)督對我國服務(wù)型政府構(gòu)建的消極影響入手，尋找網(wǎng)絡(luò)輿論監(jiān)督自身出現(xiàn)的問題以及造成的不良后果。 第五部分闡述服務(wù)型政府構(gòu)建中克服網(wǎng)絡(luò)輿論監(jiān)督消極影響的路徑選擇，正確引導(dǎo)網(wǎng)絡(luò)輿論監(jiān)督更好地促進我國服務(wù)型政府建設(shè)。 第六部分實證分析，通過分析當(dāng)前網(wǎng)絡(luò)輿論監(jiān)督對我國服務(wù)型政府建設(shè)的影響，提供一定的操作意見和實踐指導(dǎo)價值。
[Abstract]:At the end of 1970s and early 80s, with the government reform as the center of the public management reform in the world will be raging like a storm, the administration began the transition to the public management, the reform of government institutions began to shift to service-oriented government. With the development of network today, Scientific Outlook on Development under the guidance of the network supervision of public opinion as a new mode of supervision, the in our country the construction of service-oriented government is extremely far-reaching influence, give full play to the positive impact of the network supervision, improve the credibility of the government, the process of government services in good governance, promote the service building of service-oriented government spirit. At the same time play a role of bridge network supervision of public opinion, promoting China's administrative system reform, accelerate the government function the localization and transition, promote public scientific and democratic decision-making, to resolve social conflicts, maintain social harmony and stability and the country's long period of stability. Nowadays, the positive interaction between online public opinion supervision and service oriented government in China is of great importance for restraining the negative influence of network public opinion supervision and seeking the way to overcome the negative influence of network public opinion supervision.
In the background of the social transformation, how to handle the interaction with our service-oriented government network supervision, to overcome the negative effect brought by the network supervision of public opinion, has become particularly important, especially in the network supervision of offside, tort, damage the government image so as to cause the decline of the government credibility problem. The article is divided into six parts:
The first part analyzes the research background and significance of the two problems of Internet public opinion supervision and the construction of service oriented government in China.
The second part expounds the basic theory of network public opinion supervision and the concept and value orientation of service oriented government, and promotes the benign interaction between network public opinion supervision and China's service-oriented government.
The third part analyzes how to give full play to the positive influence of Internet public opinion supervision on the construction of service-oriented government in China, and constantly push forward the reform of our political system and the improvement of our ruling level.
The fourth part starts with the negative influence of network public opinion supervision on the construction of service-oriented government in China, and finds out the problems and adverse consequences of Internet public opinion supervision.
The fifth part expounds the path selection to overcome the negative influence of network public opinion supervision in the construction of service-oriented government, correctly guides the supervision of network public opinion, and better promotes the construction of service-oriented government in China.
The sixth part is empirical analysis. By analyzing the influence of current network public opinion supervision on the construction of service-oriented government in China, it provides some operational advice and practical guidance value.
