【摘要】：當(dāng)今的世界,國際金融危機(jī)的影響還在繼續(xù)深入,國際格局和國際秩序也正蘊含著深刻變化,各國面臨的發(fā)展問題依然嚴(yán)峻。具體來說,世界經(jīng)濟(jì)相對呈現(xiàn)低迷態(tài)勢、國際力量對比不斷進(jìn)行調(diào)整、國際秩序也進(jìn)入轉(zhuǎn)型的關(guān)鍵時期,同時,國際上大小沖突不間斷,地區(qū)熱點問題不停歇,個別國家不安分,屢次挑起爭端,使世界局勢險陷戰(zhàn)爭邊緣。從中國所處的亞太地區(qū)來看,隨著國際金融危機(jī)的持續(xù)發(fā)酵,與之具有“連鎖反應(yīng)”的社會、宗教、文化、民族等問題也日漸凸顯,加之中國的崛起和美國“重返亞太”和“亞太再平衡”戰(zhàn)略的提出,這些因子都在某種程度上加劇了亞太地區(qū)的“集體無安全感”。目前,無論是國際社會、區(qū)域組織還是個體單元,最為關(guān)注的問題仍是經(jīng)濟(jì)發(fā)展和國際安全。面對共同的和平與發(fā)展問題,中國政府在國際國內(nèi)雙重背景下推出了“一帶一路”,其在某種程度上為滿足“一帶一路”沿線國家對體系的結(jié)構(gòu)性需求,同時為整個系統(tǒng)地有效運行和滿足系統(tǒng)內(nèi)部需要提供了一股延續(xù)的力量�！耙粠б宦贰弊鳛樾碌臅r期中國對外開放升級版的“大戰(zhàn)略”,已經(jīng)基本完成頂層設(shè)計,正逐漸進(jìn)入到了具體的實施階段,并已經(jīng)取得了一些階段性成果,也表現(xiàn)出了良好的發(fā)展前景,有望成為中國處理與周邊國家、地區(qū)和世界關(guān)系以及發(fā)展國際區(qū)域合作的典范。然而,中國的“一帶一路”還處于“初級階段”,目前國內(nèi)學(xué)界對“一帶一路”的研究主要集中在綜述類研究、政策類研究、具體的實踐性案例方面的研究,而且這幾類問題的研究隨著國際形勢、合作進(jìn)程和阻力的出現(xiàn)而不斷扭轉(zhuǎn)而無法專注。相比而言,關(guān)于“一帶一路”的理論研究則鳳毛麟角,缺乏支撐其向前發(fā)展的規(guī)范理論和分析框架。就此,本文嘗試從一體化及相關(guān)理論的視角觀察和分析中國的“一帶一路”,為中國的“一帶一路”提供借鑒并提出假設(shè),即中國的“一帶一路”是“冷戰(zhàn)后一體化”的又一個表現(xiàn)形式,一體化理論在某種程度上可為中國“一帶一路”的未來路徑選擇提供一個參考。本文寫作框架如下:第一部分:系統(tǒng)地闡述了一體化理論的發(fā)展演變過程,主要是從理論研究和理論適用兩個方面進(jìn)行闡釋。第二部分:試析中國的“一帶一路”與一體化的關(guān)系。首先,對中國“一帶一路”提出的背景進(jìn)行分析,接下來闡述了“一帶一路”的內(nèi)涵和意義,以及此戰(zhàn)略提出后國際社會的反應(yīng)。其次,嘗試在一體化理論框架內(nèi)對其進(jìn)行解釋和分析。第三部分:按照一體化理論的發(fā)展脈絡(luò),對中國“一帶一路”的未來建構(gòu)進(jìn)行了具體的設(shè)想,主要從命運共同體、經(jīng)濟(jì)共同體和文化認(rèn)同感三方面展開。最后得出結(jié)論:理論的探索和研究作為實踐的一部分,不可忽視。正如諸多專家學(xué)者所說那樣,中國的“一帶一路”具有多維尺度,從不同的角度進(jìn)行分析往往會得出不同的結(jié)論。本文需要探知和闡明的是:一體化這一理論和它的實踐經(jīng)驗也可為中國的“一帶一路”建設(shè)提供某種思路。同時,從理論的角度思考,一體化這一理論也并非是一個解釋問題的固有的和不變的框架,它是一個不斷被建構(gòu)的概念和理論,也可在中國“一帶一路”的實踐中不斷地豐富和得到發(fā)展。
[Abstract]:In today's world, the international financial crisis is still deepening, international pattern and international order also implies a profound change, the development problem faced by all countries is still grim.
