科舉制與公務(wù)員錄用制比較研究

【摘要】:科舉制作為我國古代一項(xiàng)選撥官吏的制度,影響深遠(yuǎn)。不論是西方文官制度還是我國公務(wù)員錄用制度,都有著科舉考試的影子。雖然公務(wù)員錄用制度與科舉制根植于不同社會(huì)土壤中,但是卻有著“公開考試、擇優(yōu)錄取”的相似精神。那么有著相似精神的科舉制能否給予我們某些啟示來完善公務(wù)員錄用制度。因此本文研究目的在于從科舉制度上吸取精華、警惕腐朽內(nèi)容,對(duì)目前公務(wù)員考錄出現(xiàn)的問題有所借鑒。采用的研究方法為比較研究法和文獻(xiàn)研究法。本文共六部分。第一部分緒論,包括選題背景與意義、相關(guān)文獻(xiàn)綜述以及科舉制與公務(wù)員錄用制簡要界定。第二部分首先介紹科舉制出現(xiàn)前的選官制度,繼而分別概括科舉制與公務(wù)員錄用制的歷史演變。通過比較,總結(jié)兩者相似之處。第三部分比較科舉考試與公務(wù)員錄用考試主要內(nèi)容,分別從考生來源與報(bào)考資格、考試實(shí)施、考試錄取結(jié)果三方面進(jìn)行。第四部分分析兩種制度的社會(huì)影響,主要內(nèi)容包括教育影響、社會(huì)心理影響以及相關(guān)總結(jié)。第五部分進(jìn)一步分析科舉制的現(xiàn)實(shí)意義與啟示,以及如何以此完善公務(wù)員錄用制度。第六部分為結(jié)論,總結(jié)研究成果,對(duì)公務(wù)員錄用制度的未來發(fā)展作出展望,實(shí)現(xiàn)建造一支全心全意為人民服務(wù)、為社會(huì)主義國家建設(shè)服務(wù)的高素質(zhì)公務(wù)員隊(duì)伍的目標(biāo)。
[Abstract]:The imperial examination system, as a system of selecting officials in ancient China, has a far-reaching impact on both the western civil service system and the employment system of civil servants in our country. Although the civil service recruitment system and the imperial examination system are rooted in different social soils, there are "public examinations". Whether the imperial examination system with similar spirit can give us some enlightenment to perfect the civil servant employment system. Therefore, the purpose of this study is to draw the essence from the imperial examination system and guard against decadent content. The research methods are comparative research and literature research. The first part is the introduction, including the background and significance of the topic. The second part introduces the official selection system before the imperial examination system appeared, and then summarizes the historical evolution of the imperial examination system and the civil servant employment system respectively. The third part compares the main contents of the imperial examination and the civil servant recruitment examination, respectively from the source of candidates and the qualifications, the implementation of the examination, Part 4th analyzes the social impact of the two systems, including educational impact, social psychological impact and related summary. 5th part further analyzes the practical significance and enlightenment of the imperial examination system. And how to perfect the civil servant employment system. 6th as the conclusion, summarize the research results, make a prospect to the future development of the civil servant employment system, and realize the construction of a dedicated service for the people. The goal of the high-quality civil servants who serve the construction of socialist country.
