【摘要】：近十年間,我國城市化進程不斷加快,城市社會轉(zhuǎn)型升級不斷加深,由此引發(fā)的城市病問題也紛紛暴露出來,其中城市的公共安全問題是尤其不能忽視的重點問題。隨著城市結(jié)構(gòu)的智慧升級,現(xiàn)有的公共安全應(yīng)急管理模式已經(jīng)不足以有效的解決日益嚴峻的城市公共安全問題。深圳作為人口、經(jīng)濟的特大城市,又有著毗鄰香港的獨特區(qū)位,除了面臨著一般的公共安全危機外,更面臨著繁重復(fù)雜的公共安全應(yīng)急管理任務(wù)。因此探索和構(gòu)建科學(xué)高效的城市公共安全應(yīng)急管理體系已經(jīng)是迫在眉睫的緊要任務(wù),是實現(xiàn)城市可持續(xù)發(fā)展的重要課題。本文以智慧城市為視角,以深圳市為模型,旨在通過智慧城市智慧安全管理新理念來解決智慧城市的公共安全問題。政府可借助物聯(lián)網(wǎng)、云計算等新一代信息技術(shù)工具,借助全面的感知、深度融合和智能協(xié)同的運作方式,實現(xiàn)城市公共安全的智慧管理。這樣才能從根本上改變城市公共安全應(yīng)急管理模式,優(yōu)化城市的運行機制,實現(xiàn)科學(xué)高效的公共安全管理。本文以文獻分析法、比較分析法等研究方法,對深圳市公共安全應(yīng)急管理現(xiàn)狀進行闡述,分析出目前深圳市公共安全應(yīng)急管理體系中的缺陷和漏洞,包括處理突發(fā)安全事件存在滯后性,公共安全信息傳輸不暢,公共安全應(yīng)急管理整體聯(lián)動性欠缺,政府職能部門間的責任推諉,缺乏針對智慧安全的保障機制等。在分析問題產(chǎn)生的原因的同時,結(jié)合發(fā)達國家智慧城市先進的公共安全管理經(jīng)驗,提出深圳市公共安全應(yīng)急管理體系建設(shè)的意見和建議,希望能夠優(yōu)化目前深圳市公共安全管理的效率和質(zhì)量,營造智慧、安全、和諧、幸福的城市生活環(huán)境。
[Abstract]:In recent ten years, the process of urbanization in China has been speeding up, the urban social transformation and upgrading has been deepened, and the problems of urban diseases have been exposed one after another. Among them, the public safety of the city is the most important problem which can not be ignored. With the upgrading of the urban structure, the wisdom of the urban structure is upgraded. The existing public safety emergency management model is not enough to effectively solve the increasingly serious urban public safety problems. Shenzhen as a population and economic mega-city has a unique location adjacent to Hong Kong. In addition to the general public security crisis. Therefore, it is urgent to explore and build a scientific and efficient urban public security emergency management system. It is an important task to realize the sustainable development of the city. This paper takes the wisdom city as the visual angle and the Shenzhen city as the model. The aim of this paper is to solve the public safety problems of intelligent cities through the new concept of intelligent city security management. The government can use the Internet of things cloud computing and other new generation of information technology tools with the help of comprehensive perception. In order to fundamentally change the emergency management mode of urban public safety and optimize the operation mechanism of the city, the intelligent management of urban public safety can be realized by deep fusion and intelligent cooperative operation. In this paper, literature analysis, comparative analysis and other research methods are used to explain the current situation of emergency management of public safety in Shenzhen. Analysis of the current public security emergency management system in Shenzhen defects and loopholes, including the handling of unexpected security incidents there is lag, public safety information transmission is not smooth, public security emergency management overall lack of interaction. In the analysis of the causes of the problems, combined with the advanced public safety management experience of the developed countries. This paper puts forward some suggestions and suggestions on the construction of emergency management system for public safety in Shenzhen, hoping to optimize the efficiency and quality of public safety management in Shenzhen at present, and to create an intelligent, safe, harmonious and happy urban living environment.
