【摘要】：習(xí)近平總書記于2014年12月31日,在《全國政協(xié)新年茶話會(huì)上的講話》中指出,“問題是時(shí)代的聲音,人心是最大的政治”�！叭诵氖亲畲蟮恼巍标U明了“人心”在政治實(shí)踐中的重要性,說明了“人心向背”是一個(gè)黨能否獲取執(zhí)政權(quán)力、鞏固執(zhí)政地位和實(shí)現(xiàn)長期執(zhí)政的最根本的前提與決定性的因素,反映了“人心”是現(xiàn)時(shí)代的最大政治。這種表述直接、簡單、明白、有力量。“人心”是現(xiàn)時(shí)代的最大政治,遵循了馬克思主義群眾史觀關(guān)于“人民群眾是歷史的創(chuàng)造者”原理,遵循了中國傳統(tǒng)政治文化中關(guān)于“得民心者得天下”歷史規(guī)律,科學(xué)總結(jié)了中國共產(chǎn)黨奪取政權(quán)和長期執(zhí)政的“爭取人心”成功經(jīng)驗(yàn),具有豐富的思想內(nèi)涵,對我們有深刻的思想啟迪和行動(dòng)警示。本文第一部分的研究背景與研究意義主要是近幾年中國共產(chǎn)黨的群眾觀出現(xiàn)了更多的問題,形成此類問題的影響因素是什么,怎樣解決此類問題,倘若不解決面臨怎樣的危害,解決此類問題有哪些措施,解決這些問題有什么意義等等。在這樣的背景下,研究“人心向背”問題,實(shí)質(zhì)上就是繼續(xù)研究群眾路線的理論與實(shí)踐問題。本文第二部分的中共群眾觀的理論淵源說明了中國共產(chǎn)黨的群眾觀的理論來源,中國共產(chǎn)黨的群眾觀來源包括馬克思主義理論和中國傳統(tǒng)民本思想。本文第三部分的中共群眾觀的發(fā)展歷程系統(tǒng)地說明了中國共產(chǎn)黨的群眾觀點(diǎn)經(jīng)歷了毛澤東、鄧小平、江澤民、胡錦濤和習(xí)近平為中國共產(chǎn)黨主要領(lǐng)導(dǎo)人的五個(gè)階段及其相互關(guān)系及發(fā)展變化。本文第四部分的新時(shí)期群眾觀在實(shí)踐上面臨的挑戰(zhàn)主要分析了中國共產(chǎn)黨的群眾觀在新時(shí)期遇到的新情況、新問題和新挑戰(zhàn)。本文第五部分的以習(xí)近平為核心的中共領(lǐng)導(dǎo)集體對群眾觀的創(chuàng)新與發(fā)展重點(diǎn)論述了以習(xí)近平總書記為核心的黨中央對新時(shí)期遇到的新情況、新問題和新挑戰(zhàn)的勇敢擔(dān)當(dāng)與積極應(yīng)對。本部分共包括以習(xí)近平為核心的中共對群眾觀的新的表述和以習(xí)近平為核心的中共對群眾觀的新的實(shí)踐。關(guān)于以習(xí)近平為核心的中共對群眾觀的新的實(shí)踐這一部分,本文作者重點(diǎn)論述了習(xí)近平總書記的反腐倡廉思想與實(shí)踐和習(xí)近平總書記的精準(zhǔn)扶貧思想與實(shí)踐。習(xí)近平總書記關(guān)于群眾觀的論述與實(shí)踐博大精深,本文主要選取了反腐倡廉和精準(zhǔn)扶貧兩個(gè)方面予以說明,因?yàn)榉锤w現(xiàn)了限制國家的權(quán)力,而精準(zhǔn)扶貧體現(xiàn)了保障人民群眾的權(quán)利。
[Abstract]:General Secretary Xi Jinping pointed out in his speech at the New year's Tea Party of the National Committee of the Chinese people's political Consultative Conference on December 31st 2014, "problems are the voice of the times." "people's heart is the greatest politics". "people's heart is the biggest politics" expounds the importance of "people's heart" in political practice, and shows that "people's heart" is whether a party can obtain the ruling power. The most fundamental premise and decisive factor of consolidating the ruling position and realizing the long-term ruling state reflect that "people's heart" is the greatest politics of the present era. This statement is direct, simple and clear. "people's heart" is the greatest politics of the times, and follows the Marxist view of mass history that the people are the creators of history. It follows the historical law of "winning the hearts of the people" in the Chinese traditional political culture, and scientifically summarizes the successful experience of the Communist Party of China in seizing political power and taking power for a long time, which has rich ideological connotations. The first part of the research background and research significance is that in recent years, there have been more problems in the mass view of the Communist Party of China. What are the factors influencing the formation of such problems, how to solve them, and if not, what harm they face, and what measures can be taken to solve them. In such a context, the study of the "human heart" problem. In essence, it is to continue to study the theory and practice of the mass line. The second part of this paper explains the theoretical origin of the mass view of the Communist Party of China. The third part of this paper systematically explains the development course of the mass view of the Communist Party of China, which experienced Mao Zedong. Deng Xiaoping, Jiang Zemin.
