【摘要】：自閉癥是廣泛性發(fā)育障礙的一種亞型,目前世界范圍內(nèi)并沒有特效的治療藥物,大部分自閉癥兒童需要父母的終生養(yǎng)護。近年來,我國“自閉癥”兒童越來越受到政府與社會關注,從對自閉癥兒童的診療納入醫(yī)保體系,到自閉癥兒童隨班就學的呼吁,小齡自閉癥患兒越來越引起社會重視,并有了較為完善的政府救助和康復體系。但對于大齡自閉癥患者未來之路,無論是家庭、政府還是社會,都還在艱難地探索中。目前國內(nèi)沒有專門針對這一群體的救助政策,關于大齡自閉癥的就業(yè)、教育、養(yǎng)護以及養(yǎng)老等方面的相關社會政策幾乎為空白階段,大多自閉癥家庭仍處在“自救”階段,大齡自閉癥的生存現(xiàn)狀令人堪憂,大齡自閉癥患者該何去何從已經(jīng)成為了一個急需解決的問題。隨著自閉癥兒童的年齡增長,國內(nèi)最早一批檢查出自閉癥的人士早已成年,目前對他們的照料都是家庭在負責,不但給家庭帶來了沉重的負擔,而且面對著他們父母的漸漸老去,他們的未來該何處安身仍是未知數(shù),大齡自閉癥患者的就業(yè)和托養(yǎng)方面急需國家出臺相關的政策。隨著“健康中國”國家戰(zhàn)略的提出,大齡自閉癥存在的問題必須得到妥善解決,本文站在社會支持視角之下,首先介紹我國大齡自閉癥群體生活現(xiàn)狀,然后結(jié)合案例深入分析我國大齡自閉癥群體的生活現(xiàn)狀存在的問題。其次,從政府財政支出、法制建設、社會關愛、文化觀念等方面分析影響我國自閉癥事業(yè)發(fā)展的制約因素。最后,針對現(xiàn)狀存在問題和制約因素,嘗試地從正式支持與非正式支持兩方面提出了完善我國大齡自閉癥患者社會保障的對策建議。
[Abstract]:Autism is a subtype of generalized developmental disorder. Currently, there are no special therapeutic drugs around the world. Most autistic children need their parents' life-long care. The government and the society pay more and more attention to the autistic children in our country. From the diagnosis and treatment of autistic children into the health care system, to the appeal of autistic children to go to school, the young autistic children pay more and more attention to the society. And there is a more complete government assistance and rehabilitation system. But for the future of older autistic people, whether it is the family, the government or society. At present, there is no special relief policy for this group in China, and the social policies on the employment, education, conservation and old-age care of older autism are almost blank. Most autistic families are still in the "self-help" stage, and the survival of older autism is worrying. What to do with older autistic children has become a problem that needs to be solved. With the age of autistic children, the first batch of autistic people in China have been for ages. It is not only a heavy burden for the family to take care of them at present, but also an uncertain future for their parents in the face of their old age. The employment and care of older autistic patients are in urgent need of relevant policies. With the development of the "healthy China" national strategy, the problems of older autism must be solved properly. This paper stands in the perspective of social support, first introduces the status of life of older autism groups in China, and then combined with a case study of the existing problems of the life of older autistic groups. Secondly. From the government expenditure, legal system construction, social care, cultural concepts and other aspects of affecting the development of autism in China. Finally, in view of the existing problems and constraints. This paper tries to put forward the countermeasures and suggestions to improve the social security of the aged autistic patients in China from the two aspects of formal and informal support.
