【摘要】:在大數(shù)據(jù)時(shí)代,政府?dāng)?shù)據(jù)開放已經(jīng)成為當(dāng)前政府工作的重要內(nèi)容。政府作為社會(huì)上公共數(shù)據(jù)資源最大的持有者,將數(shù)據(jù)資源向社會(huì)公眾無條件、無償?shù)倪M(jìn)行開放,不僅可以提高政府的透明度和責(zé)任意識(shí),從而增強(qiáng)公眾對(duì)政府機(jī)構(gòu)的信任,同時(shí)也能夠促進(jìn)數(shù)據(jù)資源的增值利用,發(fā)揮公共數(shù)據(jù)的經(jīng)濟(jì)價(jià)值和政治價(jià)值,激發(fā)社會(huì)的進(jìn)步與創(chuàng)新。從國(guó)際視野來看,政府?dāng)?shù)據(jù)開放已經(jīng)成為一種潮流,越來越多的國(guó)家和組織機(jī)構(gòu)加入到政府?dāng)?shù)據(jù)開放的運(yùn)動(dòng)之中,制定相應(yīng)的數(shù)據(jù)開放計(jì)劃,落實(shí)數(shù)據(jù)開放行動(dòng),并積極建立國(guó)家或是地方政府?dāng)?shù)據(jù)開放門戶網(wǎng)站。相對(duì)于國(guó)際上其他國(guó)家的開放政府?dāng)?shù)據(jù)進(jìn)程來講,我國(guó)起步較晚,至今還未建立國(guó)家層面的統(tǒng)一數(shù)據(jù)開放平臺(tái),只是一些地方政府己經(jīng)開始在進(jìn)行開放政府?dāng)?shù)據(jù)的實(shí)踐,推出了地方性的開放數(shù)據(jù)平臺(tái)。2015年9月,國(guó)務(wù)院印發(fā)《大數(shù)據(jù)發(fā)展行動(dòng)綱要》指出,要在“2018年底前,建成國(guó)家政府?dāng)?shù)據(jù)統(tǒng)一開放平臺(tái)”。到目前為止,中國(guó)的開放政府?dāng)?shù)據(jù)實(shí)踐相對(duì)于國(guó)際開放政府?dāng)?shù)據(jù)的最佳實(shí)踐來說還處于起步階段。因此,如何評(píng)估現(xiàn)有的中國(guó)政府?dāng)?shù)據(jù)開放門戶網(wǎng)站,找出與國(guó)際開放政府?dāng)?shù)據(jù)最佳實(shí)踐之間的差距,對(duì)于中國(guó)開放政府?dāng)?shù)據(jù)的進(jìn)一步發(fā)展至關(guān)重本論文以政府?dāng)?shù)據(jù)開放為研究背景,梳理開放政府、政府?dāng)?shù)據(jù)、數(shù)據(jù)開放之間的概念關(guān)系,以開放政府理論、信息架構(gòu)理論、用戶體驗(yàn)原理與網(wǎng)站可用性等為理論基礎(chǔ)。借鑒國(guó)際政府?dāng)?shù)據(jù)開放的標(biāo)準(zhǔn)原則,參考國(guó)際國(guó)內(nèi)政府?dāng)?shù)據(jù)開放評(píng)估項(xiàng)目的理論與實(shí)踐經(jīng)驗(yàn),立足于國(guó)內(nèi)政府信息公開轉(zhuǎn)型創(chuàng)新的迫切要求,基于標(biāo)桿管理方法分析研究美國(guó)與英國(guó)的政府?dāng)?shù)據(jù)開放網(wǎng)站作為最佳實(shí)踐,深入剖析政府?dāng)?shù)據(jù)開放網(wǎng)站的核心服務(wù)功能。在分析研究政府?dāng)?shù)據(jù)開放網(wǎng)站績(jī)效評(píng)價(jià)構(gòu)成的基礎(chǔ)上,以“平臺(tái)服務(wù)架構(gòu)”、“關(guān)鍵數(shù)據(jù)集”、“數(shù)據(jù)管理與服務(wù)功能”、“公眾參與”四個(gè)維度為一級(jí)指標(biāo),以政府?dāng)?shù)據(jù)開放網(wǎng)站為評(píng)價(jià)對(duì)象,最終構(gòu)建一套政府?dāng)?shù)據(jù)開放網(wǎng)站績(jī)效評(píng)價(jià)指標(biāo)體系,并運(yùn)用可拓層次分析法對(duì)指標(biāo)進(jìn)行賦權(quán)。最后利用已經(jīng)構(gòu)建好的評(píng)價(jià)指標(biāo)體系,以北京市政府?dāng)?shù)據(jù)資源網(wǎng)和上海市政府?dāng)?shù)據(jù)服務(wù)網(wǎng)作為評(píng)價(jià)目標(biāo),總結(jié)出二者的建設(shè)現(xiàn)狀,以此發(fā)現(xiàn)我國(guó)政府?dāng)?shù)據(jù)開放網(wǎng)站建設(shè)的不足之處,找出與國(guó)際最佳實(shí)踐之間的差距,并提出系統(tǒng)性的改進(jìn)策略。
[Abstract]:In the era of big data, open government data has become an important part of the work of the government. The current government holder as a social public data resources, data resources to the public without conditions, free to open, not only can improve the transparency of the government and the sense of responsibility, so as to enhance the public trust of government agencies, at the same time to promote the appreciation of the use of data resources, develop the public data economic and political values, inspire social progress and innovation. Compared with open government data in other countries. From the principle of international open government data standard, theory and practice experience of domestic and international open government data assessment project, based on the urgent demand in the domestic government information disclosure innovation transformation, benchmarking analysis the United States and the British government website based on open data as a best practice, in-depth analysis of open government data website core service function. Based on analysis of research on open government data website performance evaluation, to "service platform architecture", "key data set", "data management and service function", "public participation" in four the dimensions of the first class index, to open government data website as the evaluation object, finally construct a set of open government data website performance evaluation index system, and With the extension of AHP on index weighting. Finally has constructed the evaluation index system of Beijing municipal government data resources and data services network of Shanghai municipal government as the evaluation target, summarizes the present situation of the construction of the two, in order to find deficiencies on the website construction in our government data, and find out international best practice gap, and put forward the improvement strategy of the system.
