【摘要】：在大數據時代,政府數據開放已經成為當前政府工作的重要內容。政府作為社會上公共數據資源最大的持有者,將數據資源向社會公眾無條件、無償的進行開放,不僅可以提高政府的透明度和責任意識,從而增強公眾對政府機構的信任,同時也能夠促進數據資源的增值利用,發(fā)揮公共數據的經濟價值和政治價值,激發(fā)社會的進步與創(chuàng)新。從國際視野來看,政府數據開放已經成為一種潮流,越來越多的國家和組織機構加入到政府數據開放的運動之中,制定相應的數據開放計劃,落實數據開放行動,并積極建立國家或是地方政府數據開放門戶網站。相對于國際上其他國家的開放政府數據進程來講,我國起步較晚,至今還未建立國家層面的統(tǒng)一數據開放平臺,只是一些地方政府己經開始在進行開放政府數據的實踐,推出了地方性的開放數據平臺。2015年9月,國務院印發(fā)《大數據發(fā)展行動綱要》指出,要在“2018年底前,建成國家政府數據統(tǒng)一開放平臺”。到目前為止,中國的開放政府數據實踐相對于國際開放政府數據的最佳實踐來說還處于起步階段。因此,如何評估現有的中國政府數據開放門戶網站,找出與國際開放政府數據最佳實踐之間的差距,對于中國開放政府數據的進一步發(fā)展至關重本論文以政府數據開放為研究背景,梳理開放政府、政府數據、數據開放之間的概念關系,以開放政府理論、信息架構理論、用戶體驗原理與網站可用性等為理論基礎。借鑒國際政府數據開放的標準原則,參考國際國內政府數據開放評估項目的理論與實踐經驗,立足于國內政府信息公開轉型創(chuàng)新的迫切要求,基于標桿管理方法分析研究美國與英國的政府數據開放網站作為最佳實踐,深入剖析政府數據開放網站的核心服務功能。在分析研究政府數據開放網站績效評價構成的基礎上,以“平臺服務架構”、“關鍵數據集”、“數據管理與服務功能”、“公眾參與”四個維度為一級指標,以政府數據開放網站為評價對象,最終構建一套政府數據開放網站績效評價指標體系,并運用可拓層次分析法對指標進行賦權。最后利用已經構建好的評價指標體系,以北京市政府數據資源網和上海市政府數據服務網作為評價目標,總結出二者的建設現狀,以此發(fā)現我國政府數據開放網站建設的不足之處,找出與國際最佳實踐之間的差距,并提出系統(tǒng)性的改進策略。
[Abstract]:In the era of big data, open government data has become an important part of the work of the government. The current government holder as a social public data resources, data resources to the public without conditions, free to open, not only can improve the transparency of the government and the sense of responsibility, so as to enhance the public trust of government agencies, at the same time to promote the appreciation of the use of data resources, develop the public data economic and political values, inspire social progress and innovation. From the international perspective, open government data has become a trend, more and more countries and organizations involved in open government data movement, making data open plan, implement the data open action, and actively create a national or local government open data portal. Compared with open government data in other countries. Therefore, how to evaluate the existing government data open portals, to find out and open government data international best practice for the further development of Chinese gap. Open government data is very important for this thesis to open government data as the research background, combing the open government, open government data, the relationship between the concept of data Department to open government information theory, schema theory, user experience and website usability principle as the theoretical basis. From the principle of international open government data standard, theory and practice experience of domestic and international open government data assessment project, based on the urgent demand in the domestic government information disclosure innovation transformation, benchmarking analysis the United States and the British government website based on open data as a best practice, in-depth analysis of open government data website core service function. Based on analysis of research on open government data website performance evaluation, to "service platform architecture", "key data set", "data management and service function", "public participation" in four the dimensions of the first class index, to open government data website as the evaluation object, finally construct a set of open government data website performance evaluation index system, and With the extension of AHP on index weighting. Finally has constructed the evaluation index system of Beijing municipal government data resources and data services network of Shanghai municipal government as the evaluation target, summarizes the present situation of the construction of the two, in order to find deficiencies on the website construction in our government data, and find out international best practice gap, and put forward the improvement strategy of the system.
