【摘要】:公務(wù)員作為現(xiàn)代政府的重要組成部分,其人格特征和行為動機(jī)直接關(guān)系著公務(wù)員激勵機(jī)制的設(shè)計和改革。一方面,政府機(jī)構(gòu)有著明顯的權(quán)威等級,在這種權(quán)威體制下工作的公務(wù)員會對權(quán)威有一種特殊的態(tài)度:服從權(quán)威又渴望獲得權(quán)威——即權(quán)威人格;另一方面,政府部門作為公共部門,"公共"二字使得公務(wù)員的行為動機(jī)會呈現(xiàn)出一定的利他主義色彩,公共服務(wù)動機(jī)則是解釋公務(wù)員行為動機(jī)的一種強(qiáng)有力理論。本文以江蘇省部分公務(wù)員(包括監(jiān)獄系統(tǒng)和非監(jiān)獄系統(tǒng))為調(diào)查問卷樣本,結(jié)合個案訪談,通過因子分析、描述性統(tǒng)計和線性回歸分析對公務(wù)員的權(quán)威人格、公共服務(wù)動機(jī)進(jìn)行了測量,并證明了公務(wù)員權(quán)威人格對公共服務(wù)動機(jī)有正向的影響。全文共五章:第一部分為緒論,主要介紹了文章的主題及核心概念界定;第二章為理論綜述,對權(quán)威人格、公共服務(wù)動機(jī)及權(quán)威體制作了較為全面的總結(jié)和歸納,為研究假設(shè)的提出提供充分的理論依據(jù);第三章為研究設(shè)計,闡述研究假設(shè)、樣本的設(shè)計、收集及數(shù)據(jù)處理方法;第四章為實證分析,通過數(shù)據(jù)結(jié)果分析權(quán)威人格、公共服務(wù)動機(jī)的狀況及權(quán)威人格對公共服務(wù)動機(jī)的影響作用情況;第五章為研究結(jié)論及不足,在總結(jié)上文實證結(jié)果的基礎(chǔ)上提出建議,同時指出本研究的不足與改進(jìn)之處。實證結(jié)果顯示,本研究的公務(wù)員權(quán)威人格程度較高,且在監(jiān)獄系統(tǒng)/非監(jiān)獄系統(tǒng)中、男/女中、領(lǐng)導(dǎo)/非領(lǐng)導(dǎo)職務(wù)中呈現(xiàn)顯著的差異;公務(wù)員公共服務(wù)動機(jī)水平較高,且在監(jiān)獄系統(tǒng)/非監(jiān)獄系統(tǒng)、領(lǐng)導(dǎo)/非領(lǐng)導(dǎo)職務(wù)、碩士/本科中存在顯著差異;公務(wù)員的權(quán)威人格對公共服務(wù)動機(jī)有正向的影響作用,權(quán)威人格越高,公共服務(wù)動機(jī)越高。這與中國權(quán)威體制的若干特點(diǎn)有關(guān),"家長本位"的政治傳統(tǒng)和儒家文化、"上下分治"的治理模式及一統(tǒng)教化的政治觀念制度能夠解釋上述的實證結(jié)果。通過以上結(jié)論,可以換一個視角看待權(quán)威人格,它在特定制度下可能會產(chǎn)生積極的作用;如何進(jìn)一步提高公務(wù)員公共服務(wù)動機(jī),其實可以回歸到公務(wù)員激勵機(jī)制這一議題上來,如何根據(jù)中國特色來設(shè)計切實有效的激勵機(jī)制是今后改革的重點(diǎn)。
[Abstract]:As an important part of modern government, civil servants' personality characteristics and behavior motivation are directly related to the design and reform of civil servants' incentive mechanism. On the one hand, government agencies have a clear level of authority. Civil servants who work under this system of authority will have a special attitude towards authority: obedience to authority and yearning for authority-namely authority personality; On the other hand, as a public sector, the word "public" makes the behavior motivation of civil servants show certain altruism. Public service motivation is a powerful theory to explain the behavior motivation of civil servants. This paper takes some civil servants in Jiangsu Province (including prison system and non-prison system) as the questionnaire sample, combined with a case interview. Through factor analysis, descriptive statistics and linear regression analysis, we measure the authoritative personality and public service motivation of civil servants. It proves that the authority personality of civil servants has positive influence on the motivation of public service. The paper consists of five chapters: the first part is the introduction, mainly introduces the theme of the article and the definition of the core concepts; The second chapter is a theoretical overview, the authority personality, public service motivation and authority system to make a more comprehensive summary and induction, for the research hypothesis to provide a sufficient theoretical basis; The third chapter is the research design, the research hypothesis, the sample design, the collection and the data processing method; Chapter 4th is an empirical analysis, through the results of the data to analyze the authoritative personality, the status of public service motivation and the influence of authoritative personality on public service motivation; Chapter 5th is the conclusion and deficiency of the study, on the basis of summing up the empirical results above, put forward some suggestions, at the same time pointed out the shortcomings and improvements of this study. The empirical results show that this study has a high degree of authoritative personality of civil servants. And in the prison system / non-prison system, male / female, leadership / non-leadership positions showed significant differences; The level of public service motivation of civil servants is high, and there are significant differences in the prison system / non-prison system, leadership / non-leadership positions, master / undergraduate; The higher the authoritative personality, the higher the public service motivation, which is related to the characteristics of China's authoritative system. The "patriarchal" political tradition and Confucian culture, the governance model of "upper and lower division and rule" and the political concept system of unifying education can explain the above empirical results. We can change the perspective of authoritative personality, which may play a positive role in a particular system. How to further improve the public service motivation of civil servants can be returned to the issue of civil servant incentive mechanism. How to design an effective incentive mechanism according to Chinese characteristics is the focus of the future reform.
