【摘要】：省、設(shè)區(qū)市、縣機(jī)關(guān)事業(yè)單位每年度將年齡處于50周歲以內(nèi)的且沒有任何農(nóng)村基層工作經(jīng)驗(yàn)的黨員干部,按比例委派他們參加為期一年的駐村蹲點(diǎn)工作。2015年,福建省第一次委派的干部超過六千名,一律分配到班子軟弱分散、經(jīng)濟(jì)發(fā)展落后、換屆選舉難度大等農(nóng)村以及原中央蘇區(qū)、少數(shù)民族區(qū)及革命老區(qū)。根據(jù)福建省委要求,機(jī)關(guān)事業(yè)單位應(yīng)將優(yōu)秀干部給予委派,提高管理力度,通過激勵(lì)干部前往基層學(xué)習(xí)的方式培養(yǎng)良好的工作作風(fēng)。本文采用文獻(xiàn)研究法、案例研究法、問卷調(diào)查法等研究方法,以泉州市為研究對(duì)象,對(duì)駐村蹲點(diǎn)干部政策執(zhí)行進(jìn)行深入研究。首先分析泉州市駐村蹲點(diǎn)干部政策執(zhí)行現(xiàn)狀,指出泉州市駐村蹲點(diǎn)干部政策執(zhí)行存在的問題,主要有執(zhí)行方式單一、執(zhí)行內(nèi)容形式化、執(zhí)行目標(biāo)產(chǎn)生偏差、執(zhí)行效率偏低。其次剖析泉州市駐村蹲點(diǎn)干部政策執(zhí)行存在問題的原因,主要有制度本身的不完善、執(zhí)行者的激勵(lì)因素不同、主客體利益目標(biāo)的不一致、政策環(huán)境的原因。最后,提出完善泉州市駐村蹲點(diǎn)干部政策執(zhí)行的措施,主要包括進(jìn)一步完善駐村蹲點(diǎn)干部政策、積極推進(jìn)政策執(zhí)行機(jī)構(gòu)的制度建設(shè)、加強(qiáng)與目標(biāo)群體的互動(dòng)溝通、優(yōu)化制度實(shí)施的良好環(huán)境。
[Abstract]:The provincial, district, municipal, and county organs and institutions shall, every year, be party members and cadres who are within the age of 50 and do not have any rural grassroots work experience. In 2015, more than 6,000 cadres were appointed for the first time in Fujian Province, all of whom were assigned to weak and scattered teams and backward economic development. According to the request of the Fujian Provincial Party Committee, the organs and institutions should assign outstanding cadres and improve the management. Through encouraging cadres to study at the grass-roots level to cultivate a good style of work. This paper uses literature research, case study, questionnaire survey and other research methods, taking Quanzhou City as the research object. First of all, it analyzes the status quo of the policy implementation in Quanzhou, and points out the problems existing in the implementation of the policy, mainly in a single way. The implementation content is formalized, the execution goal is deviated, the execution efficiency is on the low side. Secondly, the reasons for the problems in the implementation of the policy of the cadres in the village of Quanzhou are analyzed, mainly the imperfection of the system itself. The motivating factors of the executors are different, the interests of the subject and the object are not consistent, and the reasons of the policy environment. Finally, the measures to improve the policy implementation of the cadres stationed in the village of Quanzhou City are put forward. It mainly includes further perfecting the policy of resident cadres, actively promoting the institutional construction of policy enforcement agencies, strengthening interaction with target groups, and optimizing the good environment for the implementation of the system.
