【摘要】:節(jié)水是新疆水利建設(shè)的永恒主題,大力推廣農(nóng)業(yè)高效節(jié)水灌溉技術(shù)及提高農(nóng)業(yè)高效節(jié)水灌溉系統(tǒng)的有效利用率是加快推進新疆水利現(xiàn)代化進程的必然選擇。隨著經(jīng)濟社會發(fā)展,新疆水資源開發(fā)與利用已達極限,水危機已成為制約新疆可持續(xù)發(fā)展的首要問題。農(nóng)業(yè)高效節(jié)水發(fā)展事關(guān)新疆經(jīng)濟社會可持續(xù)發(fā)展的命脈,而農(nóng)業(yè)高效節(jié)水灌溉技術(shù)長效利用又是新疆農(nóng)業(yè)高效節(jié)水發(fā)展的關(guān)鍵。近年來,雖然新疆農(nóng)業(yè)高效節(jié)水建設(shè)成效顯著,但農(nóng)業(yè)節(jié)灌技術(shù)運行管理模式不夠完善、管護資金不足,農(nóng)業(yè)節(jié)水服務(wù)體系不健全,農(nóng)業(yè)節(jié)水補償激勵機制未建立,農(nóng)業(yè)生產(chǎn)經(jīng)營方式需轉(zhuǎn)變等問題日益突出,造成農(nóng)業(yè)高效節(jié)水灌溉技術(shù)利用效益和效率不高。因此,研究新疆農(nóng)業(yè)高效節(jié)水灌溉技術(shù)長效利用問題,不僅在理論上有意義,而且在實踐上可以為促進新疆農(nóng)業(yè)高效節(jié)水灌溉技術(shù)利用長效機制形成、推進水利現(xiàn)代化進程和加快新疆“新絲路”經(jīng)濟帶核心區(qū)建設(shè)提供借鑒。目前前人對農(nóng)業(yè)節(jié)水技術(shù)推廣問題進行了大量研究,并取得了一定成果。但從研究側(cè)重來看,主要體現(xiàn)在重微觀農(nóng)戶角度輕宏觀系統(tǒng)角度、重農(nóng)業(yè)高效節(jié)水灌溉技術(shù)推廣建設(shè)輕農(nóng)業(yè)節(jié)水灌溉系統(tǒng)管理,尤其是對農(nóng)業(yè)高效節(jié)水灌溉系統(tǒng)管理與長效利用的系統(tǒng)研究尚不多見。鑒于此,本文應(yīng)用農(nóng)戶行為理論和制度變遷理論,結(jié)合已有國內(nèi)外研究成果,首先,分析了新疆農(nóng)業(yè)高效節(jié)水灌溉技術(shù)利用狀況;其次,運用二元Logistic回歸模型選取影響新疆農(nóng)業(yè)高效節(jié)水灌溉技術(shù)長效利用的重要因素,并通過實地調(diào)研分析了不同區(qū)域影響因素的差異性,找出關(guān)鍵共性問題;再次,借鑒國外和新疆的成功經(jīng)驗,歸納總結(jié)出農(nóng)業(yè)高效節(jié)水灌溉技術(shù)長效利用的邊界條件;最后,初步建立新疆農(nóng)業(yè)高效節(jié)水灌溉技術(shù)長效利用機制;谝陨涎芯,提出了新疆農(nóng)業(yè)高效節(jié)水灌溉技術(shù)長效利用的若干對策建議。全文研究內(nèi)容主要分以下六大部分:第一部分是文章研究框架與綜述部分,包括第1、2章內(nèi)容。主要從農(nóng)業(yè)高效節(jié)水灌溉技術(shù)長效利用概念界定、5大部分研究內(nèi)容設(shè)計等方面搭建以新疆農(nóng)業(yè)高效節(jié)水灌溉系統(tǒng)長效利用為目標的研究框架。研究綜述除在相關(guān)理論綜述的基礎(chǔ)上,還涉及了國內(nèi)外農(nóng)業(yè)高效節(jié)水灌溉技術(shù)長效利用的實踐內(nèi)容。從已有文獻研究視角上,國內(nèi)外學(xué)者關(guān)于農(nóng)戶節(jié)水行為影響因素的研究以靜態(tài)截面數(shù)據(jù)分析為主,多年跟蹤動態(tài)研究較少,尚未形成系統(tǒng)化研究;研究內(nèi)容上,國內(nèi)外學(xué)者側(cè)重農(nóng)戶節(jié)水行為影響因素較多,對農(nóng)業(yè)高效節(jié)水灌溉技術(shù)運行管理方面的內(nèi)容研究較少;研究方法上,主要側(cè)重農(nóng)戶節(jié)水行為影響因素方面的模型研究,存在一定的局限性。第二部分是新疆農(nóng)業(yè)高效節(jié)水建設(shè)與利用現(xiàn)狀分析,包括第3章內(nèi)容。從初步探索、快速發(fā)展和升級轉(zhuǎn)型三階段介紹新疆農(nóng)業(yè)高效節(jié)水發(fā)展歷程。從農(nóng)業(yè)高效節(jié)水灌溉技術(shù)類型、推廣面積與地域分布、推廣模式、建設(shè)投資等方面分析新疆農(nóng)業(yè)高效節(jié)水建設(shè)現(xiàn)狀。通過典型縣市實地調(diào)查分析新疆農(nóng)業(yè)高效節(jié)水灌溉技術(shù)利用狀況。第三部分是新疆農(nóng)業(yè)高效節(jié)水灌溉技術(shù)長效利用影響因素分析,包括第4章內(nèi)容。通過建立農(nóng)業(yè)高效節(jié)水灌溉技術(shù)長效利用因素集合,分析影響因素與農(nóng)戶節(jié)水行為關(guān)系,在此基礎(chǔ)上,運用二元Logistic回歸模型選取影響新疆農(nóng)業(yè)高效節(jié)水灌溉技術(shù)長效利用的重要因素。通過北疆、東疆和南疆分區(qū)實地調(diào)研,從農(nóng)戶特征、要素稟賦、應(yīng)用管理和政策制度四方面分析了不同區(qū)域影響因素的差異性,找出制約新疆農(nóng)業(yè)高效節(jié)水灌溉技術(shù)長效利用的關(guān)鍵共性問題。第四部分是新疆農(nóng)業(yè)高效節(jié)水灌溉技術(shù)長效利用條件分析,包括第5章內(nèi)容。從推廣主體多元化、推廣體制一體化、推廣隊伍專業(yè)化、推廣資金多樣化、經(jīng)營主體組織化、推廣結(jié)構(gòu)合理化和推廣信息便利化七個方面闡述國外發(fā)達國家典型模式具體做法。從組織架構(gòu)、職責(zé)人工和管理方式等方面闡述新疆農(nóng)民合作社、農(nóng)業(yè)節(jié)水服務(wù)公司、物業(yè)化管理和農(nóng)民用水者協(xié)會四種成功模式的運行機制。通過國外發(fā)達國家和新疆典型模式比較與成功范例啟示,歸納總結(jié)出新疆農(nóng)業(yè)高效節(jié)水灌溉技術(shù)長效利用的可行條件:良好的擴散環(huán)境、完善的管理模式和積極的政策制度。第五部分是新疆農(nóng)業(yè)高效節(jié)水灌溉技術(shù)長效利用機制構(gòu)建,包括第6章內(nèi)容。根據(jù)界定的可行條件,初步提出了新疆農(nóng)業(yè)高效節(jié)水灌溉技術(shù)長效利用機制的理論框架。從模式內(nèi)涵、運作機制、服務(wù)供給體系、推行激勵體系、推行保障體系、績效管理體系六大方面詳細闡述了農(nóng)業(yè)高效節(jié)水灌溉技術(shù)長效利用機制的具體內(nèi)容。第六部分是研究結(jié)論與對策建議,包括第7、8章內(nèi)容。根據(jù)研究結(jié)果,從農(nóng)業(yè)高效節(jié)水管理體制、生產(chǎn)經(jīng)營方式、財政扶持政策、運行管護模式試點建設(shè)以及運行管理績效獎懲制度五方面提出了推動新疆農(nóng)業(yè)高效節(jié)水灌溉技術(shù)長效利用的政策建議。
[Abstract]:Water saving is the eternal theme of water conservancy construction in Xinjiang. Vigorously promoting the efficient agricultural water-saving irrigation technology and improving the effective utilization rate of agricultural efficient water-saving irrigation system is an inevitable choice to accelerate the modernization process of Xinjiang's water conservancy. With the development of the economy and society, the development and utilization of water resources in Xinjiang has reached its limit, and the water crisis has become the primary problem that restricts the sustainable development of Xinjiang. The development of high efficient and water-saving agriculture is closely related to the lifeblood of Xinjiang's economic and social sustainable development. And the long-term utilization of agricultural efficient and water-saving irrigation technology is the key to the development of high efficient and water-saving agriculture in Xinjiang. In recent years, although the construction of efficient water-saving agriculture in Xinjiang has achieved remarkable results, but the mode of operation and management of agricultural water-saving irrigation technology is not perfect, and lack of funds, water-saving agricultural service system is not perfect, not the establishment of agricultural water-saving compensation incentive mechanism, need to change the way of agricultural production and operation problems have become increasingly prominent, resulting in efficiency and the utilization efficiency of agricultural water saving irrigation technology is not high. Therefore, the study of Xinjiang agricultural efficient water-saving irrigation technology of long-term utilization, not only has the significance in theory, but also for the long-term mechanism to promote Xinjiang agricultural water saving irrigation technology, promote the formation of the process of water conservancy modernization and accelerate Xinjiang "Silk Road Economic Zone core area construction can provide reference in practice. At present, a lot of research has been carried out on the popularization of agricultural water-saving technology, and some achievements have been made. But from the research focus, mainly reflected light macro system in heavy micro angle, the agricultural water saving irrigation technology to promote the construction of light agricultural water-saving irrigation system management, especially the systematic research on water-saving irrigation system management and sustainable utilization is still rare. In view of this, the application of farmer behavior theory and institutional change theory, combined with the research results at home and abroad, firstly, analysis of Xinjiang agricultural water saving irrigation technology utilization; secondly, the use of two important factors Logistic regression model selection influence long-term utilization of Xinjiang agricultural water-saving irrigation techniques, and the differences of the factors affecting different regions through the analysis of investigation, find out the key problems; again, foreign and Xinjiang's successful experience, summed up the sustainable utilization of agricultural water saving irrigation technology in the boundary conditions; finally, the initial establishment of Xinjiang agricultural water-saving irrigation techniques using long-acting mechanism. Based on the above research, some countermeasures and suggestions for the long-term utilization of agricultural efficient and water-saving irrigation technology in Xinjiang are put forward. The main content of the full text is divided into six parts: the first part is the research framework and the summary of the article, including first, second chapters. Mainly from the definition of agricultural efficient water-saving irrigation technology and the 5 parts of the research content design, we set up a research framework aiming at the long-term utilization of Xinjiang's efficient water-saving irrigation system. In addition to the summary of relevant theories, the research review also involves the practical content of the long-term utilization of agricultural efficient and water-saving irrigation technology at home and abroad. From the perspective of the existing literature on the domestic and foreign scholars on Farmers' water-saving behavior research on the influencing factors of static cross-sectional data analysis, dynamic tracking research for many years, has not yet formed a systematic study; the research content, scholars focus more on impact factors of farmers' water-saving behavior, research content of agricultural water saving irrigation technology in operation and management less; the research method, research model mainly focuses on the influence factors of farmers' water-saving behavior, there are some limitations. The second part is the analysis of the current situation of agricultural efficient water saving construction and utilization in Xinjiang, including third chapters. From the three stages of preliminary exploration, rapid development and upgrading, the development process of agricultural efficient water saving in Xinjiang is introduced. From the aspects of agricultural efficient water-saving irrigation technology types, promotion area and geographical distribution, promotion mode and construction investment, this paper analyzes the present situation of Xinjiang's agriculture efficient water-saving construction. Through the field investigation of typical counties and cities, the utilization of high efficient and water-saving irrigation technology in Xinjiang is analyzed. The third part is the analysis of factors affecting the long-term utilization of agricultural efficient water saving irrigation technology in Xinjiang, including fourth chapters. By establishing a set of long term utilization factors of agricultural efficient water-saving irrigation technology, the relationship between influencing factors and farmers' water-saving behavior was analyzed. Based on that, the two yuan Logistic regression model was used to select the important factors that affect the long-term utilization of Xinjiang's high efficient water-saving irrigation technology. Through the north, East and south area of field research, from the four aspects of household characteristics, factor endowments, application management and policy system analyzes the differences of the factors in different regions, find out the key problems restricting the sustainable utilization of Xinjiang agricultural water-saving irrigation technology. The fourth part is the analysis of the long-term utilization conditions of the agricultural efficient and water-saving irrigation technology in Xinjiang, including fifth chapters. This paper expounds the specific practices of the typical models of the developed countries from seven aspects: the promotion of the main body, the promotion of system integration, the promotion of team specialization, the diversification of the funds, the organization of the business entities, the rationalization of the promotion structure and the promotion of information convenience. The operation mechanism of four successful modes of Xinjiang farmer cooperatives, agricultural water-saving service companies, property management and farmers' water users associations is expounded from the aspects of organization structure, responsibilities, labor and management mode. By comparing the typical models of foreign developed countries and Xinjiang and the inspiration from successful examples, the feasible conditions for long-term utilization of Xinjiang's efficient and water-saving irrigation technology are summarized: good diffusion environment, perfect management mode and active policy system. The fifth part is the construction of long-term efficient utilization mechanism of agricultural efficient water saving irrigation technology in Xinjiang, including sixth chapters. According to the feasible conditions defined, the theoretical framework of the long effective utilization mechanism of agricultural efficient and water-saving irrigation technology in Xinjiang is preliminarily proposed.
