非洲內(nèi)陸國—海港交通運輸通道效率實證研究

當(dāng)前,內(nèi)陸經(jīng)濟(jì)體已經(jīng)受到全球的廣泛關(guān)注。在非洲,近三分之一的國家是內(nèi)陸國家,其貿(mào)易成本普遍高于中轉(zhuǎn)國,這已成為非洲內(nèi)陸國對外貿(mào)易和經(jīng)濟(jì)增長的嚴(yán)重障礙。一方面,由于領(lǐng)土不與海洋接壤,加上落后的基礎(chǔ)設(shè)施狀況,致使運輸費用高昂;另一方面,在貨物進(jìn)出口過程中過度的依賴過境鄰國的運輸體系,大量的行政管理流程(包括繁瑣的通關(guān)手續(xù)、商品跨越國界需要通過的路障以及迂回運輸?shù)龋⿲?dǎo)致了貿(mào)易成本的增加,從而限制了非洲內(nèi)陸國商品在國際市場的競爭力。上述因素嚴(yán)重制約了非洲內(nèi)陸國家的經(jīng)濟(jì)發(fā)展。因此,確定最佳的過境模式和通道,實現(xiàn)高效率的過境運輸,以解決內(nèi)陸新興經(jīng)濟(jì)體面臨的具體問題,改善非洲內(nèi)陸國家當(dāng)前的貿(mào)易運輸狀況,具有重要意義。目前,大量研究已經(jīng)揭示了過境運輸系統(tǒng)和貿(mào)易成本對非洲內(nèi)陸國家的重要性。然而,盡管一些研究討論了目前非洲對外貿(mào)易所面臨的問題,但對非洲內(nèi)陸國家過境運輸通道效率的綜合分析還相對較少。其中,從內(nèi)陸國家的運輸基礎(chǔ)設(shè)施、海關(guān)和貿(mào)易便利化、跨境合作、港口和碼頭操作等方面對過境運輸系統(tǒng)的效率和績效進(jìn)行評價的研究更為稀少。針對上述問題,本文以國際已公布的數(shù)據(jù)庫(即聯(lián)合國商品貿(mào)易統(tǒng)計數(shù)據(jù)庫、世界銀行商業(yè)數(shù)...
