【摘要】：近年來,政府和社會資本合作(Public Private Partnership,PPP)模式在我國基礎設施建設中得到大力發(fā)展,而收費公路PPP項目在交通運輸基礎設施PPP模式的推廣應用中處于優(yōu)先地位。收費公路PPP項目投資大且特許經(jīng)營期長,設立合理的投資回報機制以保障政府和社會資本的合理利益是收費公路PPP項目實施中的重要問題,也是保障其順利發(fā)展的關鍵。為此,本文對收費公路PPP項目的投資回報機制進行研究。首先,研究收費公路PPP項目投資回報機制的內涵和制定流程。本文結合PPP模式的實踐經(jīng)驗和收費公路PPP項目投資回報的特點,分析指出收費公路PPP項目投資回報機制需要體現(xiàn)的內容。在此基礎上,本文先提出收費公路PPP項目投資回報機制的內涵,即收費公路PPP項目投資回報機制由項目風險的識別、分擔和評價,項目投資回報分配方法和項目損益分擔方法等三部分組成,并分析各部分的功能及其相互聯(lián)系;再提出與之對應的收費公路PPP項目投資回報機制的制定流程。其次,研究收費公路PPP項目的風險識別、風險分擔和項目風險評價方法。本文基于文獻分析法歸納出PPP項目的風險因素,結合我國收費公路PPP項目的特點,分析得出收費公路PPP項目的風險因素。在基于文獻分析法分析歸納出PPP項目的風險分擔方式的基礎上,依據(jù)PPP項目的風險分擔原則和我國收費公路PPP項目的特點,分析得出收費公路PPP項目的風險分擔方案。在收費公路PPP項目的風險評價上,提出模糊綜合評價與人工神經(jīng)網(wǎng)絡集成的收費公路PPP項目智能風險評價模型,并驗證了其有效性。然后,研究收費公路PPP項目的投資回報分配方法。投資回報分配方法包括投資回報分配模型以及應對社會資本道德風險的懲罰機制兩方面內容。從政府能否確定社會資本的服務表現(xiàn)偏好的角度,提出社會資本服務表現(xiàn)偏好能確定時和社會資本服務表現(xiàn)偏好不能確定時的兩種基于博弈的投資回報分配模型。并且,提出應對社會資本道德風險的政府設置懲罰機制的決策分析,為政府設置懲罰機制的決策及方法提供建議。再次,研究收費公路PPP項目基于風險共擔和收益共享的損益分擔方法�；陲L險共擔收益共享原則,提出能應對收費公路PPP項目風險影響的損益分擔模型,并根據(jù)實物期權理論分析損益分擔模型的期權價值及其對政府和社會資本的投資決策的影響。針對收費公路PPP項目常見的建設材料價格變化風險和運營期間CPI變化風險,依據(jù)收費公路PPP項目損益分擔模型提出應對這兩個風險影響的損益分擔方法。最后,采取數(shù)值模擬方法分析收費公路PPP項目投資回報機制的應用,驗證了收費公路PPP項目投資回報機制內涵的合理性和收費公路PPP項目投資回報機制制定流程的應用可行性。
[Abstract]:In recent years, the public Private partnership model of government and social capital has been greatly developed in the infrastructure construction of our country. The PPP project of toll road is a priority in the popularization and application of PPP mode of transportation infrastructure. The PPP project of toll road has a large investment and long franchise period. To establish a reasonable return on investment mechanism to protect the reasonable interests of government and social capital is an important issue in the implementation of toll road PPP project, and is also the key to ensure its smooth development. This paper studies the return on investment mechanism of toll road PPP project. First of all. This paper studies the connotation and formulation process of the return on investment mechanism of toll road PPP project. This paper combines the practical experience of PPP model and the characteristics of the return on investment of PPP project of toll road. This paper points out the content of the return on investment mechanism of the toll road PPP project. On this basis, this paper first puts forward the connotation of the return on investment mechanism of the toll road PPP project. That is the toll road PPP project investment return mechanism consists of three parts: project risk identification, sharing and evaluation, project investment return allocation method and project profit and loss sharing method. And analyze the function of each part and its interrelation; Then put forward the corresponding toll road PPP project investment return mechanism of the formulation process. Secondly, the study of toll road PPP project risk identification. Risk sharing and project risk assessment methods. This paper summarizes the risk factors of PPP project based on the literature analysis, combined with the characteristics of PPP project of toll road in China. The risk factors of the toll road PPP project are analyzed. Based on the literature analysis, the risk sharing method of the PPP project is concluded. According to the principle of risk sharing of PPP project and the characteristics of PPP project of toll road in our country, the risk sharing scheme of PPP project of toll road is analyzed, and the risk evaluation of PPP project of toll road is discussed. This paper presents an intelligent risk assessment model for toll road PPP project integrated with fuzzy comprehensive evaluation and artificial neural network, and verifies its effectiveness. This paper studies the investment return allocation method of toll road PPP project. The investment return allocation method includes two aspects: investment return allocation model and punishment mechanism to deal with the moral hazard of social capital. The angle of service performance preference of capital. This paper puts forward two kinds of investment return allocation models based on game when social capital service performance preference can be determined and social capital service performance preference can not be determined. Put forward to deal with the social capital moral hazard of the government to set up punishment mechanism decision-making analysis, for the government to set up punishment mechanism decision-making and methods to provide advice. Again. Based on the principle of risk-sharing and revenue-sharing, a profit and loss sharing model is proposed to deal with the risk impact of toll road PPP project based on risk-sharing and revenue-sharing. According to the real option theory, this paper analyzes the option value of the profit and loss sharing model and its influence on the investment decision of the government and social capital. Aiming at the common risk of construction material price change and operation period of toll road PPP project. CPI change risk. According to the profit and loss sharing model of toll road PPP project, this paper puts forward the profit and loss sharing method to deal with these two risks. Finally, the application of return on investment mechanism of toll road PPP project is analyzed by numerical simulation method. The rationality of the connotation of the investment return mechanism of the toll road PPP project and the feasibility of making the investment return mechanism of the toll road PPP project are verified.
