【摘要】:三百年的工業(yè)文明以人類征服自然為主要特征。工業(yè)文明有兩大“利器”,一是科技革命,二是市場經(jīng)濟(jì)。科技革命使人類征服自然的能力產(chǎn)生飛躍,利用和改造自然的效率成倍提高,新技術(shù)、新產(chǎn)品等自然資源轉(zhuǎn)化物層出不窮。市場經(jīng)濟(jì)則使人類征服自然以實(shí)現(xiàn)自身福利最大化的動(dòng)力和制度安排達(dá)到極致,它導(dǎo)致遠(yuǎn)遠(yuǎn)超出人類基本需求的無節(jié)制的生產(chǎn)和消費(fèi),使得人類對自然界的索取幾乎達(dá)到極限。礦業(yè)高速發(fā)展的代價(jià)是生態(tài)破壞、環(huán)境污染及礦難高發(fā)等一系列不和諧問題,因而在國家大力推進(jìn)生態(tài)文明建設(shè),構(gòu)建和諧社會(huì)的過程中,和諧礦區(qū)建設(shè)至關(guān)重要。本文在和諧社會(huì)建設(shè)的背景下,以和諧礦區(qū)為研究主題,以重點(diǎn)礦業(yè)經(jīng)濟(jì)區(qū)為研究對象,圍繞其概念界定、評價(jià)體系構(gòu)建、各維度影響因素及建設(shè)對策展開;結(jié)合重點(diǎn)礦業(yè)經(jīng)濟(jì)區(qū)和諧礦區(qū)建設(shè)的特殊性,以可持續(xù)發(fā)展理論、生態(tài)文明理論、利益相關(guān)者理論為指導(dǎo),對其評價(jià)體系進(jìn)行構(gòu)建;通過案例分析和對比研究的方法,闡明國內(nèi)外和諧礦區(qū)建設(shè)的經(jīng)驗(yàn)與啟示;鑒于和諧礦區(qū)的模糊性與層次性,引入改進(jìn)的模糊綜合分析法對其進(jìn)行實(shí)證評價(jià);通過文獻(xiàn)分析,尋找資源產(chǎn)業(yè)依賴對經(jīng)濟(jì)、社會(huì)與智力系統(tǒng)的影響關(guān)系,并以多元回歸分析法進(jìn)行實(shí)證分析;采用定性比較分析對影響資源利用及環(huán)境效率的相關(guān)影響因素進(jìn)行了邏輯篩選,明確了提升資源利用及環(huán)境效率的相關(guān)戰(zhàn)略路徑;進(jìn)而從政府引導(dǎo)、企業(yè)主體及社會(huì)參與三個(gè)層面提出了提升重點(diǎn)礦業(yè)經(jīng)濟(jì)區(qū)和諧礦區(qū)水平的應(yīng)對之策。全文共九章,具體如下:第一章--緒論。本章主要介紹了本文的選題背景及意義,并對于本文相關(guān)的文獻(xiàn)進(jìn)行了綜述,最后,介紹了論文的研究思路、研究內(nèi)容、研究方法和主要的創(chuàng)新點(diǎn)。第二章--相關(guān)概念界定及理論基礎(chǔ)。首先,和諧礦區(qū)的基本內(nèi)涵是實(shí)現(xiàn)人與自然的和諧,確保人與人的和諧。和諧礦區(qū)建設(shè)就是要實(shí)現(xiàn)礦區(qū)經(jīng)濟(jì)社會(huì)發(fā)展的一般的均衡,融入礦區(qū)經(jīng)濟(jì)建設(shè)、政治建設(shè)、文化建設(shè)、社會(huì)建設(shè)、生態(tài)文明建設(shè)五位一體總體布局之中。其次,本文從《全國礦產(chǎn)資源規(guī)劃(2008--2015)》75個(gè)礦業(yè)經(jīng)濟(jì)區(qū)中,根據(jù)賦存特點(diǎn),鎖定優(yōu)勢礦種,按照分布格局,突出特色區(qū)域,參照發(fā)展階段,兼顧比例平衡,選取出30個(gè)典型礦業(yè)經(jīng)濟(jì)區(qū)作為研究對象。再者,重點(diǎn)礦業(yè)經(jīng)濟(jì)區(qū)和諧礦區(qū)建設(shè)主要涉及可持續(xù)發(fā)展理論、生態(tài)文明理論、利益相關(guān)者理論和企業(yè)社會(huì)責(zé)任理論。第三章--國內(nèi)外和諧礦區(qū)建設(shè)的現(xiàn)狀與經(jīng)驗(yàn)。首先,介紹了國外發(fā)達(dá)國家的礦地關(guān)系政策實(shí)踐,主要以加拿大、澳大利亞和美國為典型國家。雖然國外并無直接關(guān)于和諧礦區(qū)的表述,但就其本質(zhì)都是為了實(shí)現(xiàn)人與人及人與自然的和諧。其次,在國土資源部的推動(dòng)下,各地方政府也積極踐行和諧礦區(qū)建設(shè),尤其是青海、西藏等地資源開發(fā)往往與民族、宗教等問題交雜在一起,而山西作為中國的煤炭大省,具有極強(qiáng)的代表性,其和諧礦區(qū)建設(shè)對于推動(dòng)整個(gè)中國和諧礦區(qū)具有極強(qiáng)的啟示。第四章--重點(diǎn)礦業(yè)經(jīng)濟(jì)區(qū)和諧礦區(qū)評價(jià)體系設(shè)計(jì)。由于重點(diǎn)礦業(yè)經(jīng)濟(jì)區(qū)和諧礦區(qū)評價(jià)具有涵蓋面廣、數(shù)據(jù)雜亂等特點(diǎn),因此本文依托某項(xiàng)目組,通過聚焦法搭建對表征重點(diǎn)礦業(yè)經(jīng)濟(jì)區(qū)和諧礦區(qū)狀況的相關(guān)指標(biāo)進(jìn)行了遴選與確認(rèn),共篩選出涵蓋5個(gè)對象的25個(gè)指標(biāo)。本文強(qiáng)調(diào)采用改進(jìn)的模糊綜合評價(jià)法,即通過網(wǎng)絡(luò)層次分析法(ANP)和熵值法相結(jié)合分別獲取主準(zhǔn)則層和分準(zhǔn)則層的權(quán)重值,而通過模糊C-均值聚類算法(FCM)獲取對應(yīng)的隸屬度矩陣。此外,需要注意的是本文所涉及的評價(jià)樣本中涵蓋了時(shí)間維度,本文采用理想點(diǎn)矩陣的方法來獲取時(shí)間維度的權(quán)重。第五章--重點(diǎn)礦業(yè)經(jīng)濟(jì)區(qū)和諧礦區(qū)評價(jià)。中國重點(diǎn)礦業(yè)經(jīng)濟(jì)區(qū)和諧度總體處于較低水平,但是隨著近年來可持續(xù)發(fā)展、綠色礦山和和諧礦區(qū)建設(shè)的不斷推進(jìn),加之社會(huì)對于礦區(qū)和諧的要求逐步提高,總體保持了較快幅度的增長水平,并在近年來達(dá)到一般水平。總體來看,在考慮時(shí)間權(quán)重的情況下,社會(huì)子系統(tǒng)環(huán)境子系統(tǒng)智力子系統(tǒng)資源子系統(tǒng)經(jīng)濟(jì)子系統(tǒng)。近年來,經(jīng)濟(jì)系統(tǒng)得分開始超過智力子系統(tǒng),并在2014年差異達(dá)到顯著,從而取代智力子系統(tǒng)與社會(huì)子系統(tǒng)和環(huán)境子系統(tǒng)進(jìn)入第一集團(tuán),而資源子系統(tǒng)與智力子系統(tǒng)則處于第二集團(tuán)。第六章一重點(diǎn)礦業(yè)經(jīng)濟(jì)區(qū)資源產(chǎn)業(yè)依賴對經(jīng)濟(jì)發(fā)展的影響。在重點(diǎn)礦業(yè)經(jīng)濟(jì)區(qū)中,“資源詛咒”的現(xiàn)象確實(shí)存在,資源依賴性越強(qiáng),地區(qū)經(jīng)濟(jì)發(fā)展越緩慢。并且這一影響通過一系列更具體的途徑來實(shí)現(xiàn),主要包括減少技術(shù)創(chuàng)新,對外開放程度,制造業(yè)投入和政府干預(yù)程度。在經(jīng)濟(jì)增長的各影響因素中,物質(zhì)資本投資對經(jīng)濟(jì)增長的推動(dòng)作用最為顯著而穩(wěn)健,技術(shù)創(chuàng)新水平、對外開放程度和制造業(yè)投入也表現(xiàn)出一定程度的積極影響,但人力資本投資的正向影響在其他因素的沖擊下缺乏穩(wěn)健性,而政府干預(yù)則顯著抑制了經(jīng)濟(jì)增長。第七章--重點(diǎn)礦業(yè)經(jīng)濟(jì)區(qū)生態(tài)效率路徑選擇。成熟型重點(diǎn)礦業(yè)經(jīng)濟(jì)區(qū)生態(tài)效率提升的路徑共有五條,經(jīng)濟(jì)發(fā)展水平與環(huán)保投資起著較為重要的作用;實(shí)現(xiàn)衰退型重點(diǎn)礦業(yè)經(jīng)濟(jì)區(qū)生態(tài)效率提升的路徑共有四條,其中高經(jīng)濟(jì)發(fā)展水平是衰退型重點(diǎn)礦業(yè)經(jīng)濟(jì)區(qū)生態(tài)效率提升的必要條件;提升再生型重點(diǎn)礦業(yè)經(jīng)濟(jì)區(qū)生態(tài)效率的條件組合有三種,而在這三種模式中,優(yōu)化產(chǎn)業(yè)結(jié)構(gòu)、提升科技教育投入和環(huán)保支出是再生型重點(diǎn)礦業(yè)經(jīng)濟(jì)區(qū)的重中之重;提升成長型重點(diǎn)礦業(yè)經(jīng)濟(jì)區(qū)生態(tài)效率的路徑有五種模式,而這其中,提升礦區(qū)的通達(dá)性,或優(yōu)化產(chǎn)業(yè)結(jié)構(gòu)對于成長型重點(diǎn)礦業(yè)經(jīng)濟(jì)區(qū)顯得尤為重要。第八章--重點(diǎn)礦業(yè)經(jīng)濟(jì)區(qū)和諧礦區(qū)建設(shè)建議。和諧礦區(qū)建設(shè)是一個(gè)復(fù)雜的系統(tǒng)性工程,單靠政府、企業(yè)或者第三方的力量是不可能實(shí)現(xiàn)的。這不僅僅是由于各自的力量不夠,更因?yàn)楹椭C礦區(qū)建設(shè)的成果是惠及各方的,因而需要各方都參與其中。本文認(rèn)為和諧礦區(qū)建設(shè)中政府應(yīng)該發(fā)揮引導(dǎo)作用,提供制度引導(dǎo);企業(yè)作為市場主體,應(yīng)該通過社會(huì)責(zé)任進(jìn)行積極響應(yīng);同時(shí)調(diào)動(dòng)第三方的積極性,使其參與其中。第九章---研究結(jié)論與研究展望。本章對全文的主要結(jié)論和研究局限進(jìn)行總結(jié),并對未來的研究進(jìn)行展望。在本文的寫作中,可能取得了如下創(chuàng)新點(diǎn):從理論上看,本文在和諧社會(huì)建設(shè)的大背景下,系統(tǒng)對重點(diǎn)礦業(yè)經(jīng)濟(jì)區(qū)和諧礦區(qū)評價(jià)及建設(shè)進(jìn)行了研究,為和諧社會(huì)相關(guān)理論的拓展做出了有益嘗試;搭建起涵蓋經(jīng)濟(jì)、社會(huì)、資源、環(huán)境與智力有機(jī)結(jié)合的評價(jià)體系,為和諧社區(qū)評價(jià)提供了有利支撐,為后續(xù)實(shí)證研究打下了堅(jiān)實(shí)的基礎(chǔ);進(jìn)一步深化與拓展了資源產(chǎn)業(yè)依賴對經(jīng)濟(jì)、社會(huì)與智力系統(tǒng)影響的研究,尤其是本文基于重點(diǎn)礦業(yè)經(jīng)濟(jì)區(qū)的樣本研究更具有特殊性,更貼近資源產(chǎn)業(yè)依賴的本質(zhì)屬性:對影響資源利用與環(huán)境保護(hù)效率的影響因素進(jìn)行了要素組合,理清了各要素交互下的結(jié)果,為相關(guān)研究提供了有益借鑒。從方法上看,一方面針對和諧礦區(qū)模糊性與層次性的特點(diǎn),運(yùn)用改進(jìn)的模糊綜合評價(jià)法對其履行現(xiàn)狀進(jìn)行評價(jià)。具體而言,以網(wǎng)絡(luò)層次法獲取主準(zhǔn)則層的權(quán)重,以熵值法獲取分準(zhǔn)則層與指標(biāo)層的權(quán)重,同時(shí)采用模糊C均值聚類獲取各指標(biāo)的隸屬矩陣,并對各維度的得分進(jìn)行了配對樣本t檢驗(yàn),一從而有效區(qū)分出各維度和諧度;另一方面,考慮到選取重點(diǎn)礦業(yè)經(jīng)濟(jì)區(qū)作為樣本可能存在的小樣本特性,同時(shí)各要素之間可能存在一定的交互作用,因而本文引入定性比較分析進(jìn)行路徑選擇。從政策上看,考慮到和諧礦區(qū)起步相對較晚,而且礦業(yè)發(fā)展總體受政策的作用相對較大,政府相對而言扮演了較為重要的作用,因而本文認(rèn)為和諧礦區(qū)建設(shè)中政府應(yīng)該發(fā)揮引導(dǎo)作用,企業(yè)作為市場主體,應(yīng)該通過社會(huì)責(zé)任進(jìn)行積極響應(yīng),同時(shí)調(diào)動(dòng)第三方的積極性,使其參與其中。
[Abstract]:Industrial civilization is characterized by mankind ' s conquest of nature in three hundred years . The industrial civilization has two great advantages , one is the science and technology revolution , the second is the market economy . The science and technology revolution makes mankind conquer nature ' s ability to conquer nature .
Combined with the particularity of the construction of the harmonious mining area in the key mining economic zone , the evaluation system is constructed based on the theory of sustainable development , the theory of ecological civilization and the stakeholder theory ;
Through case analysis and comparative study , this paper expounds the experience and inspiration of harmonious mining area at home and abroad .
In view of the fuzzy and hierarchical nature of the harmonious mining area , an improved fuzzy comprehensive analysis method is introduced to make an empirical evaluation .
Through the literature analysis , the author finds out the relationship between the resource industry dependence on the economic , social and intellectual system , and carries on the empirical analysis by the multiple regression analysis method ;
A qualitative comparative analysis is used to screen the influencing factors which affect the utilization of resources and the efficiency of the environment , and the relevant strategic path for improving the utilization of resources and the efficiency of the environment is clarified .
In this paper , the author introduces the background and significance of the harmonious mining area in the mining area . This paper further deepened and expanded the research on the influence of resource industry on economy , society and intellectual system , especially on the sample study of key mining economic zone .
On the other hand , taking into consideration the small sample characteristics which may exist in the selected key mining economic zone as the sample , there may be some interaction among the elements , so the paper introduces qualitative comparative analysis to make the path selection . From the policy , considering that the harmonious mining area starts relatively late , and the development of the mining industry is relatively large , the government plays a more important role . Therefore , this paper believes that the government should play a leading role in the construction of the harmonious mining area , and the enterprise should respond positively to the social responsibility through social responsibility , and arouse the enthusiasm of the third party , so that it is involved .
