【摘要】： 明清地方行政制度一直以來都備受學界關注,但研究重點主要集中在高層政區(qū)和基層政區(qū),對處于地方行政體系中的中間級別的行政組織,尤其是“道”的研究相對薄弱。而“道”自明代以來,在地方行政體系中扮演著重要的角色,在中央與地方行政管理運作中占據(jù)著無可替代的地位,而各類型“道”中尤以轄區(qū)的分巡道、分守道、兵備道更為重要。 本文通過對明清時期江西省“道”制演變的個案展開,從現(xiàn)有明代江西地方志中整理出各道行署建置情況,結合其它史料考證了分巡道、分守道、兵備道的起源。進而梳理了明清時期江西省分巡、分守、兵備各道的沿革,總結了道的發(fā)展趨勢和特點。此外,結合明清時期流民運動、督撫制度的變革、明清之變局來分析“道”制的演變及其在不同的歷史時期中央和地方所賦予的職權,并透過明清江西省各道的設置與裁革來看中央與地方在地方行政中的博弈。以明清江西之一省管窺中華地方行政之變化,以期對前人研究有所補漏。
[Abstract]:The local administrative system of the Ming and Qing dynasties has been paid much attention by scholars, but the research focus is mainly on the high-level administrative district and the grass-roots administrative district, and the research on the administrative organization at the middle level in the local administrative system, especially the "Tao", is relatively weak. "Dao" has played an important role in the local administrative system since the Ming Dynasty and occupied an irreplaceable position in the operation of central and local administration. The military reserve is more important. Based on the case study of the evolution of "Dao" system in Jiangxi Province during the Ming and Qing dynasties, this paper sorted out the construction of the local records of Jiangxi Province in the Ming Dynasty, and combined with other historical data, verified the origin of the division of the road, the defense of the road, and the preparation of the army. And then combed the history of Jiangxi Province in Ming and Qing dynasties, summarized the development trend and characteristics of Tao. In addition, in combination with the movement of displaced people in the Ming and Qing dynasties and the reform of the governor and governing system, the changes in the Ming and Qing dynasties were used to analyze the evolution of the "Tao" system and the powers conferred by the central and local authorities in different historical periods. The game between the central and local governments in the local administration is seen through the setting and adjudication of Jiangxi Province in the Ming and Qing dynasties. In the Ming and Qing dynasties, one of Jiangxi provinces peeped into the changes of Chinese local administration in order to make up for the previous studies.
