論《貞觀政要》中的廉政思想及其現(xiàn)代價(jià)值

【摘要】： 《貞觀政要》是一部影響深遠(yuǎn)的政論性歷史文獻(xiàn),被譽(yù)為“帝王之學(xué)”。近幾年,學(xué)術(shù)界對(duì)《貞觀政要》的關(guān)注和研究日漸增多,但對(duì)其中的廉政思想的研究還不夠深入,缺乏系統(tǒng)性。本論文針對(duì)前人研究的缺陷,采取歷史的視角,將《貞觀政要》中的廉政思想放到中國(guó)古代廉政思想發(fā)展演變的長(zhǎng)河中,系統(tǒng)分析其產(chǎn)生背景、思想來(lái)源、具體內(nèi)容、歷史影響及現(xiàn)代價(jià)值。 首先,分析貞觀廉政思想存在的背景。探討《貞觀貞要》中的廉政思想必須將其歸于當(dāng)時(shí)的社會(huì)歷史環(huán)境下,主要包括四個(gè)方面：一是歷史背景,唐太宗君臣親睹隋朝的滅亡,深刻感受到民眾力量的可畏,以史為鑒,戒驕戒逸；二是社會(huì)背景,貞觀初期,國(guó)家剛安定,長(zhǎng)期戰(zhàn)亂使人口銳減,社會(huì)經(jīng)濟(jì)凋敝,急需休養(yǎng)生息；三是太宗克己自律,一批直諫之臣大力輔佐,形成了清廉儉約的政治氛圍；四是社會(huì)心理背景,貞觀君臣普遍懷有深深的歷史憂患意識(shí),安不忘危,治不忘亂,從而勤勉理政,清廉自律。 其次,分析《貞觀政要》中廉政思想的來(lái)源。中國(guó)古代政治思想的產(chǎn)生發(fā)展演變具有很強(qiáng)的歷史傳承性,貞觀廉政思想是其中的有機(jī)組成部分。因此,筆者首先對(duì)古代廉政思想的源流進(jìn)行考察,在此基礎(chǔ)上探討貞觀廉政思想的來(lái)源。筆者認(rèn)為其來(lái)源主要包括三個(gè)方面：儒家“仁義重民”思想,道家“清凈無(wú)為”思想,儒道之外各家各派的廉政思想。 再次,分析《貞觀政要》中廉政思想的內(nèi)容。《貞觀政要》中廉政思想的具體內(nèi)容包括六個(gè)部分：修身內(nèi)省,克己自律；廉由君始,眾臣克遵；用人重德,尤要廉直；以民為本,于民修養(yǎng)；從諫如流,規(guī)避奢縱；精簡(jiǎn)機(jī)構(gòu),裁減冗員。貞觀時(shí)期通過(guò)一系列制度設(shè)計(jì)使廉政獲得強(qiáng)有力的保障。主要制度有相互制約與監(jiān)督的三省制,封駁制度,監(jiān)察制度,考課制度等。同時(shí),貞觀君臣深刻認(rèn)識(shí)到“滇終”的重要性,時(shí)刻警醒自己,防微杜漸,慎始如終。這為貞觀廉政提供了堅(jiān)固的思想保障。 最后,分析《貞觀政要》中廉政思想的歷史影響及現(xiàn)代價(jià)值。貞觀廉政思想是促成貞觀之治的重要原因,深刻影響后世的治朝理政,對(duì)當(dāng)今中國(guó)的廉政建設(shè)也有非常重要的借鑒意義。我們要以古為鑒,加強(qiáng)廉政思想建設(shè),完善廉政制度建設(shè),包括健全權(quán)力監(jiān)督制度,加強(qiáng)民眾監(jiān)督,借鑒科舉制度以完善公務(wù)員制度,加強(qiáng)法制建設(shè)等。
[Abstract]:Chastity is a deeply influential historical document of political theory, which is praised as "the study of emperors". In recent years, the academic circles pay more and more attention and research to Chastika, but the research on the idea of clean government is not deep enough and systematic. In view of the defects of previous studies, this paper takes the historical perspective, puts the clean government thought in the "Chastity View" into the long river of the development and evolution of the ancient Chinese clean government thought, and systematically analyzes its background, ideological source, concrete content. Historical influence and Modern value. First of all, it analyzes the background of the existence of the clean government thought of Zhenguan. To probe into the idea of a clean and honest government in "the Chastity View of Virtue", we must attribute it to the social and historical environment of that time. It mainly includes four aspects: first, the historical background, Tang Taizong's monarch and courtiers saw the demise of the Sui Dynasty, and they deeply felt the forbidding power of the people. Take history as a mirror, guard against pride and escape; second, the social background, the early period of virginity, the state was just stable, the long war had sharply reduced the population, the social economy was in dire need of recuperation, and the third was Taizong's self-discipline, and a group of admonishing ministers strongly assisted. The fourth is the social and psychological background, the chastity monarch generally has a deep sense of historical distress, not to forget danger, not to forget chaos, thus diligent management, clean and self-discipline. Secondly, analyze the source of clean government thought in Chastika. The emergence, development and evolution of ancient Chinese political thought have a strong historical heritage, among which the idea of clean government is an organic part. Therefore, the author first investigates the origin of the thought of clean government in ancient times, and then probes into the origin of the thought of clean government. The author thinks that its source mainly includes three aspects: the Confucian thought of "benevolence and righteousness and the importance of the people", the thought of Taoism "being clean and not doing", and the thoughts of clean and clean government of all parties outside Confucianism and Taoism. Thirdly, it analyzes the contents of the honest and honest thought in the political dignitaries of Zhenguan. The concrete contents of the honest and honest thoughts in the political dignitaries include six parts: self-cultivation, self-discipline, honesty from the beginning of the monarch, obedience from all officials, honesty and integrity, especially honesty and straightness in employing people, and taking the people as the basis. Training in the people; from the flow of advice, avoid extravagance; streamline the organization, redundant staff. During the period of virginity, a series of institutional designs made a strong guarantee for a clean government. The main systems include three provinces system of mutual restriction and supervision, blocking system, supervision system, examination system and so on. At the same time, chastity monarch deeply realized the importance of "Dian end", always alert himself, guard against the gradual development, cautious beginning as the end. This provides a strong ideological guarantee for virginity and integrity. Finally, it analyzes the historical influence and modern value of clean government thought in Chastika. The thought of clean government is an important reason to promote the governance of virginity. It has a very important significance for reference to the construction of clean government in China. We should learn from the ancient times, strengthen the ideological construction of clean government, perfect the construction of the clean government system, including the power supervision system, strengthen the public supervision, use the imperial examination system for reference to perfect the civil servant system, strengthen the legal system construction, and so on.
