【摘要】：宋代地方官府中的胥吏是官府事務(wù)運(yùn)行的基礎(chǔ),是活躍在地方官周邊的重要人群,同時(shí)也是地方官府與民眾溝通聯(lián)系的重要媒介。北宋中期隨著役法的變革,地方官府的胥吏逐漸專職化,從而成為地方政治中相對(duì)獨(dú)立的新力量。他們憑借其介于官民之間的身份特征,以及熟悉官府事務(wù)、條法,及在信息溝通過程中的中介位置,不但控制著官府的文書運(yùn)行過程,基層的各種信息都要經(jīng)過其手方能為地方官獲悉,同時(shí)還影響到朝廷、官府政令的傳布過程,在地方官與民眾之間往往能左右逢源,既為地方官所依賴,也是地方豪強(qiáng)積極籠絡(luò)的對(duì)象。地方官對(duì)胥吏既有依賴的一面,同時(shí)也不斷試圖對(duì)胥吏加以約束,防止其對(duì)信息渠道的壟斷、阻滯。
[Abstract]:The petty officials in the local government offices in the Song Dynasty were the basis for the operation of government affairs, an important crowd active around the local officials, and also an important medium for the local officials to communicate with the public. With the reform of the law of service in the middle of Northern Song Dynasty, the petty officials of the local government gradually became full-time and became a relatively independent new force in local politics. By virtue of their identity between the officials and the people and their familiarity with government affairs, laws, and intermediary positions in the process of information communication, they not only control the operation of official documents, At the grass-roots level, all kinds of information can only be learned by local officials through their hands, and at the same time, it also affects the process of spreading orders of the government and the government, which often leads to the right and wrong between the local officials and the people, and is relied upon by the local officials. It is also the object of local Haoqiang's active attraction. Local officials not only rely on petty officials, but also try to restrain petty officials from monopolizing and blocking information channels.
