【摘要】：正唐代,兵部是全國最高軍事行政機(jī)構(gòu),至宋代,兵部大權(quán)旁落,軍權(quán)轉(zhuǎn)歸樞密院,樞密院成為中央最高軍事指揮機(jī)構(gòu)。宋太祖鑒于五代樞密使權(quán)力過大,壓倒相權(quán),嚴(yán)重威脅皇權(quán)之教訓(xùn),對(duì)樞密院進(jìn)行分割,將其直接統(tǒng)兵權(quán)劃給三衙(殿前司、侍衛(wèi)親軍馬軍司、侍衛(wèi)親軍步軍司),三衙崛起,升為中央最高統(tǒng)兵機(jī)構(gòu)。樞密院掌兵籍、虎符,有發(fā)兵之權(quán),而不統(tǒng)兵;三衙有握兵之權(quán),而不能發(fā)兵。兩者互相牽制。樞密院、三衙侵奪了兵部大部之權(quán),但
