【摘要】：羅卜藏丹津事件后,為了削弱和碩特蒙古的勢力,強化清朝中央時青海蒙藏民族的控制,清朝在政治上實行了蒙藏分治和"扶番抑蒙"的政策,其結(jié)果是經(jīng)歷雍正、乾隆、嘉慶到道光元年,青海蒙古族不僅人口銳減、牧地日縮,且民眾流離失所,生活極度貧困;而藏族則人口與牲畜數(shù)量劇增,蒙藏兩族從清初期的"蒙強藏弱"變?yōu)?藏強蒙弱"。為了拓寬生存空間,自嘉慶朝開始,居住在黃河以南的藏族各部就不斷向黃河以北遷徙。這既沖擊著清朝劃定的"北蒙南番"的居住格局,也使蒙藏地區(qū)社會局勢動蕩不寧。那彥成基于當(dāng)時情勢,制定了一套嚴密的經(jīng)濟封鎖政策以保證青海蒙藏社會的穩(wěn)定。
[Abstract]:In order to weaken the power of Heshuote Mongolia and strengthen the control of the Mongolian-Tibetan people in Qinghai during the central Qing Dynasty, the Qing Dynasty politically implemented the policy of dividing Mongolia and Tibet and "helping to suppress Mongolia." the result was the experience of Yongzheng and Qianlong. From Jiaqing to the first year of Daoguang, the Mongolian population in Qinghai not only decreased sharply, the pastoral land shrank, but also the people were displaced and lived in extreme poverty, while the Tibetan population and livestock increased dramatically, and the Mongolian and Tibetan ethnic groups changed from "strong and weak" to "strong and weak" in the early Qing Dynasty. In order to expand the living space, the Tibetan people living in the south of the Yellow River have been migrating to the north of the Yellow River since the Jiaqing Dynasty. This not only impinged on the living pattern of North Mongolia and South Fan defined by Qing Dynasty, but also made the social situation of Mongolia and Tibet unstable and restless. Based on the situation at that time, Na Yancheng formulated a strict economic blockade policy to ensure the stability of Mongolian and Tibetan society in Qinghai.
