【摘要】：傳統(tǒng)結(jié)論認(rèn)為,添差官的出現(xiàn)是宋朝官吏冗濫的結(jié)果或表現(xiàn)。其實(shí),就宋代地方添差官的設(shè)置而言,是宋神宗為了便于推行改革措施或解決政務(wù)之需。宋哲宗朝大批變革派被貶為地方添差監(jiān)當(dāng)官、宗室添差地方官制度出臺、歸朝和歸明人添差地方官的出現(xiàn),使地方添差官的性質(zhì)復(fù)雜化。宋徽宗將宗室添差地方官分為厘務(wù)和不厘務(wù)兩類,地方添差官性質(zhì)分化、數(shù)量增加,且逐漸遍及州縣。南宋為了激勵(lì)將士英勇作戰(zhàn),將退役兵官、離軍將佐、十三處立戰(zhàn)功人相繼安置為地方添差官,歸正、歸附者可多次添差地方官,使地方添差官數(shù)量進(jìn)一步增加。南宋添差通判大多厘務(wù)且置公廨,后逐步演變?yōu)榈胤焦倭艑?shí)體的重要組成部分。地方添差官演變過程折射出宋代不同時(shí)期的時(shí)代特色。
[Abstract]:The traditional conclusion is that the appearance of adding bad officials is the result of excessive redundancy of officials in Song Dynasty. In fact, as far as the setting up of local officials in Song Dynasty is concerned, it is the need of Song Shenzong to carry out reform measures or to solve government affairs. In the Song Dynasty, a large number of revolutionary schools were dismissed as local officials, and the system of local officials was introduced. The appearance of the local officials in the Qing Dynasty and the Ming Dynasty complicated the nature of the local officials. The Song Huizong divided the local officials into two types: local officials and local officials. The number of local officials increased and gradually spread throughout the prefectures and counties. In the Southern Song Dynasty, in order to encourage the soldiers and men to fight bravely, the retired soldiers and soldiers were discharged from the army, and thirteen soldiers were placed as local officials one after another. Those who were attached to the army could add the local officials many times, so as to increase the number of local officials. In the Southern Song Dynasty, most of the cases were served by the mixed Court, which gradually evolved into an important part of the local bureaucratic entity. The evolution of local officials reflects the characteristics of the times in different periods of the Song Dynasty.
