【摘要】：江蘇省的內(nèi)外洋四至界限非常清楚,大羊山與小羊山之間是江、浙兩省的外洋分界線;位于北緯35°附近的車(chē)牛山島是江蘇與山東外洋的分界線;江蘇的內(nèi)洋的基線為海岸線和崇明島岸線;江南的內(nèi)外洋交界線大致在匯頭、崇明島東端、廖角嘴一線附近;外洋的外緣線則是帆船行走的航線,與現(xiàn)在上海至青島的航線重疊。為了確保長(zhǎng)江海口和帆船航線的安全,雍正、乾隆時(shí)期逐漸建立了比較嚴(yán)密的巡洋制度。匯頭以東的外洋歸蘇松鎮(zhèn)中、左、右、奇四營(yíng)和吳淞、川沙二營(yíng)共同管轄,佘山迤北的外洋歸狼山鎮(zhèn)狼右營(yíng)、掘港營(yíng)等巡緝。蘇松鎮(zhèn)水師對(duì)于長(zhǎng)江�？诟浇膬�(nèi)洋和外洋進(jìn)行了嚴(yán)密的分巡、總巡和督巡。我們從江蘇巡洋的重要事例中也可以看到這種巡洋制度從建立到基本完善,再到逐漸廢弛的過(guò)程。
[Abstract]:The outer and outer oceanic boundary of Jiangsu Province is very clear, between Dayang Mountain and Xiaoyang Mountain is the outer ocean boundary of Jiangsu and Zhejiang provinces, and the Chuniu Mountain Island located near 35 擄N is the dividing line between Jiangsu and Shandong. The baselines of the inner ocean in Jiangsu are the coastline and the shore line of Chongming Island; the outer and outer ocean lines in the south of the Yangtze River are roughly in Huitou, the eastern end of Chongming Island, near the line of Liao Jiaozui; and the outer margin of the ocean is the route used by sailboats. And now Shanghai to Qingdao routes overlap. In order to ensure the safety of Haikou and sailboat routes of the Yangtze River, Yongzheng, Qianlong period gradually established a more strict system of ocean patrol. The outer ocean east of Huitou belongs to Su Song Town, left, right, Qisi Battalion and Wusong, Chuansha two Battalion jointly under the jurisdiction. Su Song Town Water Division for the Yangtze River near Haikou and the foreign ocean carried out a close sub-patrol, general patrol and inspector patrol. We can also see from the important examples of Jiangsu's oceanic patrol system from the establishment to the basic perfection, and then to the gradual abandonment of the process.
