【摘要】：明清時期是中外海洋經(jīng)濟大發(fā)展時期，也是中外海洋社會大碰撞時期，中國邁向海洋，沿海漁民是開路先鋒。作為海洋經(jīng)濟的基礎(chǔ)，海洋漁業(yè)發(fā)展與沿海社會穩(wěn)定互為因果，相互影響。而浙江海洋漁業(yè)經(jīng)濟發(fā)展的形態(tài)更具有代表性。從國家對浙江海洋漁業(yè)發(fā)展管理制度的角度，不僅可以彌補漁業(yè)經(jīng)濟史料的不足，而且會讓我們更能把握浙江海洋漁業(yè)經(jīng)濟發(fā)展的特點。海洋漁業(yè)資源的公共性和生產(chǎn)的集體性，使任何時期的政府在管理海洋漁業(yè)方面面臨諸多挑戰(zhàn)和機遇。 本文從國家管理制度的角度出發(fā)，在對浙江海洋漁業(yè)生產(chǎn)進行整體把握的基礎(chǔ)上來討論明清中央和浙江地方政府出臺的一系列海洋漁業(yè)制度與海洋漁業(yè)經(jīng)濟發(fā)展之間的關(guān)系。主體共分四章，主要解決三個問題：一是浙江海洋漁業(yè)制度包含哪些內(nèi)容；二是浙江海洋漁業(yè)制度的演變路徑及影響因素；三是浙江海洋漁業(yè)制度的實施對地方海洋漁業(yè)經(jīng)濟發(fā)展特別是漁業(yè)中介組織的影響。正文第一章是對明清時期浙江海洋漁業(yè)生產(chǎn)狀況的整體把握，其后三章則分別回答以上三個問題。 浙江海洋漁業(yè)制度的內(nèi)容。通過對明清時期從中央到地方所出臺的海洋漁業(yè)制度的整體分析，可以發(fā)現(xiàn)，其內(nèi)容與政府對內(nèi)地農(nóng)民的管理制度既有共同之處，又有自身特點。浙江海洋漁業(yè)制度按照其實施客體，可分為對漁民、漁船和漁業(yè)區(qū)域的管理制度，每項制度下面又可加以細(xì)分。 漁業(yè)制度的演變路徑與影響因素。對浙江海洋漁業(yè)制度進行橫向分析我們可以看到其不同實施客體，而進行縱向分析，通過統(tǒng)計工具，按照時間順序?qū)χ贫瘸雠_的時間進行統(tǒng)計的話，我們可以發(fā)現(xiàn)浙江海洋漁業(yè)制度的變化有非常明顯的分期。通過對其中五個時期內(nèi)浙江海洋漁業(yè)制度變化的分析，我們發(fā)現(xiàn)，海洋氣候的變化、浙江沿海經(jīng)濟的發(fā)展及政治軍事沖突對浙江海洋漁業(yè)制度的影響是非常明顯的。這些因素在這五個時期內(nèi)單獨、同時或者交替出現(xiàn)，影響著浙江海洋漁業(yè)制度的走向。 漁業(yè)制度與經(jīng)濟發(fā)展。一般而言，制度的產(chǎn)生要晚于經(jīng)濟的發(fā)展，但制度生成之后對經(jīng)濟的促進作用是不言而喻的。浙江海洋漁業(yè)行幫組織從漁幫到公所，從漁團到漁業(yè)公司的每一次變革當(dāng)中，海洋漁業(yè)制度的規(guī)范作用無疑起到了非常大的作用。作為漁業(yè)非正式組織的行幫，，在國家海洋漁業(yè)正式制度的扶持下逐漸發(fā)展壯大，行幫的升級對海洋漁業(yè)經(jīng)濟的發(fā)展無疑是非常有利的。浙江海洋漁業(yè)制度通過行幫組織影響漁業(yè)生產(chǎn)方式及其規(guī)模。 在國家大力發(fā)展海洋經(jīng)濟的今天，對中國海洋史的研究變得極為重要和緊迫。海洋漁業(yè)史的研究受制于資料匱乏，一直是海洋史研究的薄弱環(huán)節(jié)。本文對于中國海洋史研究而言，具有補白意義。其次，本文從漁業(yè)生產(chǎn)、制度發(fā)展、漁業(yè)中介組織等角度，運用海洋生物學(xué)、制度經(jīng)濟學(xué)和管理學(xué)等學(xué)科理論進行新的探究，以求打開中國海洋史研究的新視野。此外，本文根據(jù)歷史發(fā)展而總結(jié)出來的有關(guān)浙江海洋漁業(yè)經(jīng)濟發(fā)展的特點，對當(dāng)代政府海洋漁業(yè)管理制度的出臺和實施有非常重要的參考價值。
[Abstract]:The period of Ming and Qing Dynasties is a period of great development of the Chinese and foreign marine economy , and it is a pioneer in the development of marine fishery in China and abroad . As the foundation of the marine economy , the development of marine fishery and the stability of the coastal society are the cause and effect , and the development of marine fishery economy in Zhejiang is more representative .

From the perspective of the national management system , this paper discusses the relationship between the marine fishery system and the economic development of marine fishery in the central and Zhejiang provinces of Ming and Qing , based on the overall understanding of the production of marine fishery in Zhejiang Province .
Second , the evolution path and influencing factors of Zhejiang ' s marine fishery system ;
Third , the implementation of Zhejiang marine fishery system has influenced the economic development of the local marine fishery , especially the fishery intermediary organizations . The first chapter is the overall understanding of the production situation of marine fishery in Zhejiang Province during the Ming and Qing period , and the third chapter answers the above three questions respectively .

According to the analysis of the marine fishery system from the central to the local area during the Ming and Qing dynasties , it can be found that the contents of the marine fishery system have both common and own characteristics with the government ' s management system of the inland farmers . The Zhejiang Ocean Fisheries Institution can be divided into the management system of the fishermen , fishing vessels and fishery zones according to the object of its implementation , and can be subdivided into each system .

Based on the analysis of the changes of marine fishery system in Zhejiang Province , we find that the changes of the marine fishery system in Zhejiang are very obvious . Through the analysis of the changes of marine fishery system in Zhejiang , we find that the development of Zhejiang coastal economy and the political and military conflicts are very obvious to Zhejiang marine fishery system .

The fishery system and the economic development . Generally speaking , the production of the system should be later than the development of the economy , but the promotion of the economy after the system formation is self - evident . As the bank of the fishery informal organization , from the fishing group to the fishery company every revolution , the normative role of the marine fishery system has undoubtedly played a very great role . As the bank of the fishery informal organization , the promotion of the tourism industry is undoubtedly very beneficial to the development of the marine fishery economy .

The research on the history of marine fishery has become very important and urgent . The study of the history of marine fishery has been a weak link in the study of marine history .
