【摘要】：本文是在前賢研究的基礎(chǔ)上,對金朝宰相制度進(jìn)行全面的研究,通過考察金朝宰相制度的來源和演變,金朝宰相的任免,金朝宰相職權(quán)的行使,金朝宰相間、宰相與左右司和六部、宰相與其他中央機(jī)構(gòu)的關(guān)系,金朝宰相與皇帝的關(guān)系,揭示金朝宰相制度的歷史作用、特點、歷史地位。本文共分為緒論、正文、結(jié)語三個部分,正文分五章�，F(xiàn)按照行文順序?qū)Ρ疚牡闹饕獌?nèi)容和論點概述如下。 第一部分,緒論。這一部分首先對基本概念進(jìn)行了界定,然后對選題原因和價值進(jìn)行了分析,接著對學(xué)術(shù)界的研究現(xiàn)狀作了述評,繼而對創(chuàng)新點和難點進(jìn)行了總結(jié),并闡釋本文的研究思路。 第二部分,正文,共分五章。 第一章分兩節(jié),闡述了金朝宰相制度的來源和演變。金朝宰相制度有兩個來源,其一是女真舊制,其二是唐、宋、遼三朝的宰相制度。金朝宰相制度經(jīng)過了長期的演變過程,在各階段有所不同。第二章分六節(jié),考察了金朝宰相的任免情況。第一節(jié)統(tǒng)計了了金朝宰相的人數(shù)。金朝宰相的實際任職人數(shù),是159。第二節(jié)闡述了金朝宰相選任的決策過程,認(rèn)為金朝宰相任命的最終決策權(quán),是掌握在皇帝手中的。第三節(jié)考察了金朝宰相的出身,從入仕途徑、前任職務(wù)、民族宗族、地域分布對金朝宰相的出身進(jìn)行了全面的考察。第四節(jié)考察了金朝宰相的升職和降職。金朝宰相任職過程中,以逐級升遷為主。金朝宰相職位的升遷,在各民族間有明顯差別。第五節(jié)考察了金朝宰相的任職時間。一般情況下,皇帝通過宰相的任免保持宰相群體中女真宰相人數(shù)上的相對優(yōu)勢地位。第六節(jié)考察了金朝宰相的去職情況。金朝宰相的去職,有出任其他職官、削職為民、致仕和死亡四種情況。 第三章分兩節(jié),考察了金朝宰相職權(quán)的行使情況。第一節(jié)考察了金朝宰相議政權(quán)的行使情況。宰相對皇帝的匡輔,是通過行使權(quán)力實現(xiàn)的,其途徑是御前奏事和議事,尚書省會議,主持百官集議和個人疏奏、咨詢、諫諍、封駁,集中百官的意見,參與中央的決策,糾正皇帝的過失。第二節(jié)考察了金朝宰相行政權(quán)的行使情況。宰相通過行政權(quán)的行使,包括發(fā)布詔令、監(jiān)督執(zhí)行、親自處理政務(wù)和兼任其他職務(wù),把皇帝的決策貫徹到中央各職能部門和地方路府州縣,實現(xiàn)對天下的治理。 第四章分六節(jié),考察了金朝宰相間、宰相與左右司六部、宰相與其他中央機(jī)構(gòu)的關(guān)系。第一節(jié)考察了金朝宰相間的關(guān)系。金朝宰相群體,是由皇帝控制的,首相具有一定地位的,宰相集體負(fù)責(zé)的群體。第二節(jié)考察了金朝宰相與左右司的關(guān)系。金朝時,左右司令史和左右司官負(fù)責(zé)具體政務(wù)的處理,宰相監(jiān)督左右司官和左右司令史,皇帝通過左右司對宰相進(jìn)行一定程度的牽制。第三節(jié)考察了金朝宰相與六部的關(guān)系。宰相通過六部官員推行政令,通過賞罰監(jiān)督六部工作�；实墼谠紫嗯c六部的關(guān)系中發(fā)揮了一定作用,六部經(jīng)常對宰相表現(xiàn)出一定的獨立性。第四節(jié)考察了金朝宰相與樞密院的關(guān)系。金朝宰相與樞密院的關(guān)系是相輔相成的關(guān)系。宰相與皇帝共議軍事和領(lǐng)兵出征。第五節(jié)考察了金朝宰相與臺諫的關(guān)系。臺諫監(jiān)察和彈劾宰相,宰相對臺諫有任命和獎懲的權(quán)力。臺諫與宰相斗爭的結(jié)果,是皇帝權(quán)力的集中和加強。第六節(jié)考察了金朝宰相與近侍的關(guān)系。近侍收集信息和傳達(dá)旨令,承擔(dān)其他任務(wù),有穩(wěn)定的預(yù)政途徑。宰相力量逐漸減弱,近侍力量則逐漸增強,是一個基本的趨勢。 第五章分兩節(jié),闡述了金朝宰相與皇帝的關(guān)系。第一節(jié)揭示了金朝宰相制度在政務(wù)運行中的位置。金朝宰相制度是政務(wù)運行的樞紐。第二節(jié)考察了金朝皇帝對宰相的控制機(jī)制。行政、軍事、監(jiān)察等各種權(quán)力,宰相不能兼而有之,皇帝因而集權(quán)于己。各個方面的權(quán)力掌握在女真人手中,他們能夠保證皇權(quán)的穩(wěn)定。宰相多級多員,首相職位遞降,皇帝駕馭方便�；实弁ㄟ^多種途徑收集信息和傳達(dá)政令,防止宰相控制信息傳播途徑�；实弁ㄟ^限制進(jìn)士任相,防止進(jìn)士形成監(jiān)督和限制皇權(quán)的集團(tuán)性力量。第三節(jié)按階段闡述了金朝宰相與皇帝關(guān)系的具體情況。 最后一部分是結(jié)語,在總結(jié)全文的基礎(chǔ)上,闡述金朝宰相制度的歷史作用、特點、歷史地位。金朝時期,宰相在皇帝和百官間議事和行政,行使職權(quán),尚書省是政務(wù)運行的樞紐。金朝宰相制度的特點之一,是宰相多級多員,種族交參,堅持女真至上的原則。金朝宰相制度的特點之二,是宰相機(jī)構(gòu)是尚書一省,議政和執(zhí)行合一,政令制定和執(zhí)行方便。金朝宰相制度的特點之三,是皇帝控制宰相,堅持君主臣輔和君定臣行,實行君主集權(quán)。金朝宰相制度是中國古代宰相制度史上的一環(huán),具有重要的地位。
[Abstract]:On the basis of the previous research , this paper makes a comprehensive study on the system of Jin dynasty , through investigating the source and evolution of the system , the relation between the prime minister and the prime minister , the relationship between the prime minister and other central institutions , the relationship between the prime minister and the emperor , and the historical role , characteristics and historical position of the Jin dynasty .
Part one , Introduction . This part firstly defines the basic concept , then analyzes the reason and value of the problem , then makes a comment on the research situation of the academic circle , then summarizes the innovation points and difficulties , and explains the research thinking in this paper .
The second part , the text , is divided into five chapters .
In the first chapter , the origin and evolution of the Jin Dynasty prime minister system are described . One of the two sources is the old system of Jin Dynasty .
The first section examines the exercise of the power of the prime minister . The first section examines the exercise of the emperor ' s prime minister . The prime minister has exercised power to realize the power of the emperor . The second section examines the exercise of the administrative right of the emperor . The second section examines the exercise of the administrative right of the emperor . The prime minister , through the exercise of administrative power , includes issuing an imperial decree , supervising the execution , personally dealing with government affairs and other functions , and carrying out the decision of the emperor to the central functional departments and the local prefectures and counties to realize the governance of the world .
