【摘要】：至德二年(757),劍南道被分為東川和西川兩個藩鎮(zhèn),雙方在十年時間內經歷了“三分兩合”的曲折發(fā)展歷程,東川鎮(zhèn)的轄區(qū)才基本固定下來。東川鎮(zhèn)自立以后,走上了獨立發(fā)展的道路。東川鎮(zhèn)的地方官員主要包括節(jié)度使、使府僚佐、州刺史三類,他們在地方治理中占據十分重要的地位。作為一個順地藩鎮(zhèn),東川鎮(zhèn)地方官員的出身、任免、考課和遷轉情況具有自身的特點。在元和前和唐末兩個時段,東川鎮(zhèn)地方勢力的發(fā)展特別突出,大量土豪進入地方官僚系統(tǒng),如鮮于家族和嚴氏家族。東川鎮(zhèn)自身的實力弱小,在唐末的三川亂局中,只能依托于周邊強藩,來維持自身的獨立。東川鎮(zhèn)的地方長官積極地進行地方治理,主要體現(xiàn)在以下三個方面:第一,整編軍隊、平定盜寇,維護了轄區(qū)內的穩(wěn)定。第二,通過興修水利、減輕賦稅,促進了經濟發(fā)展。第三,大力推進文教事業(yè),改造民風民俗。當然,在地方治理的過程中,不可避免地存在著吏治腐敗問題,元稹所寫的《彈奏劍南東川節(jié)度使狀》即是對東川鎮(zhèn)內的吏治腐敗現(xiàn)象的深刻揭露。東西兩川本為一體,分立之后,雙方的關系變得十分復雜。東西兩川之間既有相互依存的一面,也有矛盾對立的一面。
