【摘要】：署理或委署原本運用于兩任官員交替和一任官員任內(nèi)的出缺代理,然而由于集權(quán)官僚體制運作的復(fù)雜性,署理在選拔優(yōu)秀人才、新設(shè)州縣官、督撫調(diào)動州縣官、世襲職位接替和忠烈死后奉贈中也得到了廣泛運用,逐漸成為一種重要的任官方式。但是署理沒有實授那樣有嚴格的制度規(guī)范與運作程序,在實踐中存在著署任官任期短、威望不夠、委署失當、投機鉆營盛行以及督撫侵蝕、變相利用委署權(quán)等弊端,這些弊端也加劇了清代的吏治腐敗和任官制度的紊亂。
[Abstract]:The acting or commission was originally used as a vacancy agent during the two alternate and one term of office. However, due to the complexity of the operation of the centralized bureaucracy, the acting is selecting outstanding talents, setting up new state and county officials, and regulating the transfer of state and county officials.Hereditary succession and loyal martyrs after the death of gifts were also widely used, gradually become an important way to hold office.However, the acting did not have the strict system, norms and operating procedures, and in practice there were shortcomings such as the short term of office, the lack of prestige, the misconduct of the commission, the prevalence of speculative drilling camps, the erosion of the governor, and the disguised use of the commission's power.These malpractices also aggravated the corruption of officials and the disorder of official system in Qing Dynasty.
