【摘要】：唐開元前,關(guān)中的京師與近畿州構(gòu)成了一個(gè)共域性的畿內(nèi)政區(qū)群。功能特殊,行政、監(jiān)察特異,賦役負(fù)擔(dān)沉重,地域資源分配失衡是這一時(shí)期畿內(nèi)政區(qū)的主要特點(diǎn)。唐玄宗開元年間通過州郡等第改革及新定次赤縣活動(dòng),確立了畿內(nèi)在全國政治核心區(qū)的地位,擴(kuò)大了畿內(nèi)政區(qū)的地域范圍,促進(jìn)了畿內(nèi)政區(qū)的文教與科舉優(yōu)勢(shì)的發(fā)展,強(qiáng)化了畿內(nèi)的防御及協(xié)調(diào)管理能力。但農(nóng)民生計(jì)艱難、賦役負(fù)擔(dān)沉重,以及未能建立起足以控御天下的軍事力量,是唐代前期畿內(nèi)政區(qū)改革未能解決的兩大問題。
[Abstract]:Before Tang Kaiyuan, the capital of Guanzhong and Kinki prefecture constituted a common regional group of internal affairs areas. They had special functions, special administration, special supervision, and heavy burdens of duty. The imbalance in the distribution of regional resources was the main feature of the internal affairs region in this period. During the period of Kaiyuan, Tang Xuanzong established the status of the Kinki region in the political core area of the whole country through the activities of the state and county reform and the newly designated Chek County, and expanded the regional scope of the region. It has promoted the development of the advantages of culture, education and imperial examinations in the region of Guinea, and strengthened the defense and coordination and management capabilities of Guinea. However, the peasants' livelihood was difficult, the burden of taxes was heavy, and they failed to establish a military force capable of controlling and controlling the world. In the early Tang Dynasty, the reform of internal affairs area failed to solve the two major problems.
