【摘要】：官告是中國古代社會中國家授予官吏的一種憑證。官告最早出現(xiàn)于東晉時期，歷經(jīng)隋唐五代，傳入宋朝。官告院是管理官告的專門機構，出現(xiàn)于唐朝后期，被宋代沿襲。官告院自北宋前期建立后不斷變化的，在宋神宗元豐改制中被撤銷，宋徽宗時期恢復重建，為后世諸朝所沿用。北宋前期的的官告院官員稱“提舉官告院”或“判官告院”，宋徽宗朝之后改為“主管官告院”。官告院主官在北宋前期由知制誥和京朝官擔任，政和三年（1113）之后，以京官出任。官告院除了負責本部門的工作，還能夠參政議政。官告院的官員和吏人，，如果出現(xiàn)失職、貪污腐敗等情況，會受到懲處。官告院的附屬機構綾紙庫，掌管修寫各式官告所需綾紙及收納受告人所交朱膠、綾紙錢。綾紙錢的收取與免費，在宋代經(jīng)歷了不斷的反復。官告制度，唐朝開始完備。宋代的官告制度，宋太祖朝初創(chuàng)，經(jīng)過宋真宗、宋仁宗、宋徽宗三朝，最終形成。官告由綾紙、軸頭、裝飾等基本部分組成，各有等級，體現(xiàn)了森嚴的等級制度。官告不僅反映出了統(tǒng)治者任用官吏的過程，而且通過其內容，我們還可以知道該官吏職權、等級高低、俸祿等等。官告的發(fā)放需要時間，如果遇到特殊情況，可以簡化程序，從速辦理。
[Abstract]:Official complaint is a kind of certificate that the state granted to officials in ancient Chinese society. It first appeared in the Eastern Jin Dynasty. After the Sui, Tang and five dynasties, it was introduced into the Song Dynasty. It was a special institution of the management of the official complaint, which appeared in the late Tang Dynasty. Since the establishment of the early Northern Song Dynasty, the Yuan Yuan system of Shenzong was abolished, and the reconstruction of Huizong period was carried out. The officials of the early Northern Song Dynasty called "presenting the officials to sue the Yuan" or "the judges sued the Yuan". After the Song Dynasty, Huizong changed to "in charge of the court".
