【摘要】：正在日俄戰(zhàn)爭之前,俄國于1898年就與清政府簽訂了《中俄會訂旅順大連灣租借條約》,俄國將"租借"來的旅順、大連灣(即遼東半島由普蘭店至貔子窩一線以南地區(qū)及東清鐵路附屬地)稱之為"關(guān)東州",并設(shè)關(guān)東州總督府進(jìn)行殖民統(tǒng)治。1899年沙皇敕令關(guān)東州總督府下設(shè)高于一般行政官員的民政、外交及財政三專員,實施殖民統(tǒng)治。司法行政事務(wù)由總督以沙皇名義委托民政專員兼理。盡管《中俄會訂旅順大連灣租借條
