近代廣西邊防建設(shè)與邊疆地區(qū)經(jīng)濟發(fā)展探究（1885～1911）

【摘要】： 中法戰(zhàn)后,廣西邊防戰(zhàn)略地位突顯,政府加大了對該地區(qū)的邊防建設(shè)投入,地方官員對廣西邊防建設(shè)事業(yè)作出努力,圍繞邊防問題而做的相應(yīng)舉措對左江流域地區(qū)社會產(chǎn)生了一定影響,有力促進了該區(qū)域社會的發(fā)展。 論文以1885～1911年廣西壯族地區(qū)的邊防問題為中心,從清廷當(dāng)時所面臨的邊事態(tài)勢出發(fā),考察此時期廣西邊疆地區(qū)的戰(zhàn)略地位、社會狀況以及經(jīng)濟發(fā)展情況,隨后對此時期內(nèi)的邊防建設(shè)的主要內(nèi)容進行綜合闡述。以此為基礎(chǔ),結(jié)合壯族區(qū)域社會中政治、社會、文化、區(qū)域關(guān)系和民族交往等方面的內(nèi)容,探討近代邊防建設(shè)對邊疆地區(qū)經(jīng)濟發(fā)展的影響。一方面,探究邊防建設(shè)與壯族區(qū)域社會經(jīng)濟發(fā)展的互動關(guān)系。另一方面,力圖從多維視角來審視壯族區(qū)域社會經(jīng)濟的發(fā)展,冀望切合時代發(fā)展主題,為地區(qū)社會的當(dāng)代發(fā)展提供有益參照。 第一部分著重考察中法戰(zhàn)爭后的邊事態(tài)勢,廣西邊防屬于西南國防重要組成部分,中法戰(zhàn)爭后邊事緊張局勢氛圍籠罩下,廣西邊防地位更是凸顯重要,清政府邊防戰(zhàn)略方針漸趨調(diào)整轉(zhuǎn)移,各級官員對廣西邊防問題亦趨重視,籌劃制定廣西邊防建設(shè)的總體規(guī)劃。 第二部分介紹廣西邊防交通建設(shè)的主要內(nèi)容,張之洞、蘇元春、張鳴岐等地方大員勵精圖治,進行規(guī)模宏大的國防交通建設(shè),開發(fā)邊疆,發(fā)展經(jīng)濟。交通為軍事之要略,水、路交通建設(shè)是廣西邊防建設(shè)的主要內(nèi)容。本部分從陸路建設(shè)、水路建設(shè)、交通建設(shè)影響三大方面進行敘述。修筑軍路千里,陸路交通設(shè)施得以改進;引進新式輪船,水路航道不斷開拓。交通設(shè)施的改善,對邊疆經(jīng)濟的發(fā)展產(chǎn)生巨大影響。 第三部分著重考察政府邊防建設(shè)具體相關(guān),對左江流域地區(qū)社會歷史情勢的分析,討論邊防問題與區(qū)域社會經(jīng)濟的相互關(guān)系。移民實邊、鼓勵墾荒,開設(shè)圩市、鼓勵經(jīng)商等一系列舉措的實施,給邊疆民眾傳統(tǒng)生活帶來沖擊,促進了邊境生產(chǎn)的發(fā)展和邊貿(mào)經(jīng)濟的繁榮。隨著政府經(jīng)濟措施深入發(fā)展,邊疆農(nóng)業(yè)、工業(yè)、商業(yè)、金融業(yè)、郵電通訊等行業(yè)得以不同于傳統(tǒng)形式的迅速發(fā)展,邁開近代化進程步伐,對左江流域地區(qū)的發(fā)展具有深遠意義。 第四部分論述邊防建設(shè)對桂越邊貿(mào)的影響。首先對政府邊貿(mào)意識與職能進行探討,對中越兩國邊貿(mào)態(tài)度從“懷柔遠仁”、“恩賜以示體恤,使其倍加感戴”到“尤需維持小民生計,以期商務(wù)漸旺”的轉(zhuǎn)變,簽訂一系列商務(wù)章程并開始設(shè)置商務(wù)機構(gòu);隨后論述中越對汛制度,邊防督辦及對汛制度的更迭過程,對汛的確立使得對外交涉、邊地建設(shè)、邊地經(jīng)濟獲取積極有效發(fā)展;一系列促進邊貿(mào)措施的實行,促進桂越邊貿(mào)的發(fā)展。
[Abstract]:After the war between China and France, the strategic position of Guangxi's border defense was highlighted. The government increased investment in border defense construction in the region, and local officials made efforts in Guangxi's border defense construction. The corresponding measures made around the border defense problems have a certain influence on the society in the Zuo River basin area and have promoted the development of the regional society. Taking the frontier problems of Guangxi Zhuang nationality area from 1885 to 1911 as the center, starting from the situation of border affairs faced by the Qing Dynasty at that time, the paper investigates the strategic position, social situation and economic development of Guangxi frontier area in this period. Then the main contents of the border defense construction in this period were comprehensively expounded. On the basis of this, combining with the political, social, cultural, regional relations and ethnic exchanges in the regional society of Zhuang nationality, this paper probes into the influence of the construction of frontier defense on the economic development of frontier areas in modern times. On the one hand, it explores the interactive relationship between frontier defense construction and regional social and economic development of Zhuang nationality. On the other hand, it tries to examine the development of the regional social economy of Zhuang nationality from a multidimensional perspective, hoping to fit the theme of the development of the times and to provide a useful reference for the contemporary development of the regional society. The first part focuses on the border situation after the Sino-French war. Guangxi border defense is an important part of southwest national defense. Under the atmosphere of tension after the Sino-French war, the status of Guangxi border defense is even more important. The strategic policy of border defense of Qing government was gradually adjusted and transferred, and officials at all levels paid more attention to the problems of border defense in Guangxi, and planned to formulate the overall plan for the construction of frontier defense in Guangxi. The second part introduces the main contents of Guangxi border defense traffic construction, Zhang Zhidong, Su Yuanchun, Zhang Mingqi and other local officials, such as the best efforts to carry out large-scale national defense traffic construction, the development of frontier areas, and economic development. Traffic is the main content of border defense construction in Guangxi. This part from land construction, waterway construction, traffic construction impact three major aspects are described. Construction of military roads thousands of miles, land transport facilities were improved; the introduction of new ships, waterways continue to open up. The improvement of transportation facilities has a great impact on the development of frontier economy. The third part focuses on the concrete correlation of government border defense construction, analyzes the social and historical situation in Zuojiang River Basin, and discusses the relationship between border defense problems and regional social economy. The implementation of a series of measures, such as emigration, encouraging reclamation, setting up fair market, encouraging business and so on, brought impact to the traditional life of frontier people, and promoted the development of border production and the prosperity of border trade economy. With the further development of government economic measures, the frontier agriculture, industry, commerce, financial industry, post and telecommunications industry can be different from the traditional forms of rapid development, starting the pace of modernization process, the development of the Zuo River Basin has far-reaching significance. The fourth part discusses the influence of border defense construction on border trade between Guangxi and Vietnam. First of all, the government's border trade consciousness and function are discussed. The change of the border trade attitude of China and Vietnam from "Huairou Yuan Ren", "grace shows compassion, makes it feel more comfortable" to "especially need to maintain the livelihood of small people, with a view to the prosperity of business". Sign a series of business regulations and start to set up business institutions; Then it discusses the change process of the flood system, frontier defense supervision and flood system between China and Vietnam, and the establishment of flood season makes the negotiation of foreign countries, the construction of border areas, and the positive and effective development of frontier economy. A series of measures to promote border trade and promote the development of border trade between Guangxi and Vietnam.
