【摘要】：當(dāng)前中國社會(huì)已經(jīng)進(jìn)入信息化時(shí)代,科技進(jìn)步日新月異,互聯(lián)網(wǎng)、云計(jì)算、大數(shù)據(jù)等現(xiàn)代信息技術(shù)深刻改變著我們的思維、生產(chǎn)、生活和學(xué)習(xí)方式,地方志產(chǎn)生和存在的社會(huì)環(huán)境也發(fā)生了根本的變化。目前鄭州市正處于都市區(qū)建設(shè)和全面深化改革的關(guān)鍵時(shí)期,地方志部門如何運(yùn)用現(xiàn)代科學(xué)技術(shù)和網(wǎng)絡(luò),更好地服務(wù)鄭州市政府的決策部署、服務(wù)都市區(qū)建設(shè)要求、服務(wù)鄭州市民的生活,也是鄭州市地方志部門現(xiàn)在急需研究的重要現(xiàn)實(shí)課題。本文通過對鄭州市地方志系統(tǒng)信息化建設(shè)的現(xiàn)狀、存在問題及發(fā)展方向的研究,在鄭州市地方志系統(tǒng)信息化建設(shè)與全國、其他比較成功的省份、河南省內(nèi)其他優(yōu)秀地區(qū)的做法的對比基礎(chǔ)之上,通過實(shí)際調(diào)查研究和對比分析,挖掘鄭州市地方志信息化建設(shè)存在的問題,并進(jìn)一步找出制約鄭州市地方志信息化建設(shè)的因素。最后,通過對大量文獻(xiàn)資料的分析與提煉,分析國家政策導(dǎo)向與地方志工作變革模式,參考各區(qū)域地方志信息化建設(shè)經(jīng)驗(yàn)教訓(xùn),結(jié)合政府信息化建設(shè)實(shí)施的特點(diǎn),使用泰勒科學(xué)管理理論、企業(yè)再造理論,對鄭州市地方志信息化建設(shè)提出可行性對策,提出“一個(gè)體系,四個(gè)保障”的建設(shè)思路,“一個(gè)體系”指的是地方志信息化服務(wù)體系,“四個(gè)保障”包括長效資金保障、規(guī)劃標(biāo)準(zhǔn)保障、體制機(jī)制保障和人才隊(duì)伍保障。
[Abstract]:At present, Chinese society has entered the information age, with the rapid development of science and technology. Modern information technologies, such as the Internet, cloud computing, big data and so on, have profoundly changed our thinking, production, life and learning style. The social environment in which local chronicles came into being and existed has also undergone fundamental changes. At present, Zhengzhou is in the critical period of metropolitan construction and comprehensive deepening of reform. How to use modern science and technology and network to better serve the decision making arrangements of Zhengzhou municipal government and the requirements of urban construction. Serving the life of Zhengzhou citizens is also an important practical subject that Zhengzhou Local Records Department urgently needs to study. Based on the research on the present situation, existing problems and development direction of the information construction of Zhengzhou Local Records system, this paper studies the informatization construction of Zhengzhou Local Records system and other provinces that are more successful. Based on the comparison of the practices of other excellent areas in Henan Province, the problems existing in the informatization construction of Zhengzhou Local Records are excavated through actual investigation and comparative analysis, and the factors restricting the informatization construction of Zhengzhou Local Records are further found out. Finally, through the analysis and refinement of a large amount of literature, this paper analyzes the national policy orientation and the reform mode of local chronicle work, referring to the experiences and lessons of the informatization construction of the local chronicles in various regions, and combining the characteristics of the implementation of the government informatization construction. By using Taylor's scientific management theory and enterprise reengineering theory, the author puts forward feasible countermeasures for the construction of Zhengzhou Local Records Informatization, and puts forward the construction idea of "one system, four guarantees". "one system" refers to the information service system of local chronicles. The four guarantees include long-term fund guarantee, planning standard guarantee, system mechanism guarantee and talent force guarantee.
