【摘要】： 社會贍養(yǎng)，是指通過政府或個人出資出物創(chuàng)辦社會保障機(jī)構(gòu)來贍養(yǎng)需要救助的人們。贍養(yǎng)是社會的一項功能，它是社會正常運(yùn)轉(zhuǎn)不可或缺的一個重要部分。贍養(yǎng)的對象主要是喪失勞動能力、難以維持生存的人群。近代的中國處于社會歷史的轉(zhuǎn)型階段，受到巨大的外來沖擊，并且由此引起了內(nèi)部的劇烈震蕩。湖南，中國的一個內(nèi)陸省份，勢必也在這個范圍之內(nèi)。近代湖南的贍養(yǎng)功能，一方面，受整個社會的影響，是整個近代中國社會贍養(yǎng)功能的一個剪影：同時，也表現(xiàn)出較強(qiáng)的地域特征，有較強(qiáng)的湖湘特色。近代湖南社會動蕩不安，人民的正常生活受到干擾，社會的無告之民數(shù)量多，規(guī)模大，社會贍養(yǎng)在此背景下顯得尤其重要。1840年以后，湖南的社會贍養(yǎng)無論從思想、手段還是救濟(jì)方式、程度等方面都已走上了近代化的歷程，擺脫了傳統(tǒng)消極救濟(jì)模式，走上了積極救濟(jì)的道路，雖然達(dá)不到現(xiàn)代水準(zhǔn)，但是它畢竟是社會的“調(diào)節(jié)器”，對解決弱勢群體的生存問題、緩和社會矛盾等方面起了促動作用。由贍養(yǎng)所引發(fā)的一系列政府職能機(jī)構(gòu)的設(shè)置、社會團(tuán)體組織的形成，以及社會新風(fēng)尚的形成，、社會習(xí)俗的改變、思維觀念的變化等都推動了近代湖南社會的變遷。本文分七部分： 引言部分：概況選題意義、研究動態(tài)和本文的主要觀點創(chuàng)新； 第二部分：闡述社會贍養(yǎng)的概念、內(nèi)涵、外延和傳統(tǒng)湖南社會贍養(yǎng)的運(yùn)行狀況； 第三部分：分四個時期考察近代湖南社會贍養(yǎng)的基本狀況和演化脈絡(luò)； 第四部分：概況近代湖南社會贍養(yǎng)的特點，一是近代湖南對社會贍養(yǎng)的需求大，社會救助的次數(shù)發(fā)生頻繁；二是近代湖南社會贍養(yǎng)的起步要比沿海城市晚；三是近代湖南社會贍養(yǎng)的修復(fù)作用不明顯，救助程度不深，但整體上還是朝著近代化、科學(xué)化的方向發(fā)展；四是近代湖南社會贍養(yǎng)呈機(jī)構(gòu)多元化、經(jīng)費籌集手段多樣化的特點；五是近代湖南社會贍養(yǎng)程度地區(qū)間發(fā)展不平衡： 第五部分：分析近代湖南社會贍養(yǎng)呈上述變化勢態(tài)及特點的原因； 第六部分：探討近代湖南社會贍養(yǎng)對近代湖南社會變遷的作用。文章認(rèn)為與近代社會贍養(yǎng)緊密相關(guān)的社會變遷有三個突出的方面：第一，，促使政府加大對社會公共事務(wù)管理的關(guān)注力度：第二促使近代湖南社會組織機(jī)構(gòu)發(fā)生變化；第三近代湖南社會贍養(yǎng)對于改變社會風(fēng)氣，張揚(yáng)人道主義精神，促進(jìn)社會穩(wěn)定和提高社會文明程度的有著不可磨滅的作用； 結(jié)語部分：對文章作簡單的概況，論述研究近代湖南社會贍養(yǎng)的對當(dāng)代社會贍養(yǎng)的借鑒意義和啟示。
[Abstract]:Social support refers to the establishment of social security institutions through government or personal contributions to support people in need of assistance. Maintenance is a social function, it is an indispensable part of the normal operation of society. The main object of support is the loss of labor capacity, difficult to maintain the survival of the population. Modern China is in the stage of social and historical transition, and has been subjected to a huge external shock, and thus caused a violent internal shock. Hunan, an inland province of China, is bound to fall within that range. On the one hand, influenced by the whole society, the support function of modern Hunan is a silhouette of the support function of the whole modern Chinese society. At the same time, it also shows strong regional characteristics and strong Hunan characteristics. In modern Hunan, social unrest, people's normal life being disturbed, the number and scale of unreported people in the society are large, and social support is especially important in this context. After 1840, Hunan's social support, whether from the perspective of thought, The means or the relief methods and the degree of relief have all been taken to the process of modernization, to get rid of the traditional passive relief mode and to take the road of positive relief. Although it is not up to the modern standard, it is after all the "regulator" of the society. To solve the survival of vulnerable groups, ease social contradictions and other aspects played a catalytic role. The establishment of a series of government functional organizations, the formation of social organizations, the formation of new social customs, the change of social customs and the change of thinking concepts have all promoted the changes of modern Hunan society. This paper is divided into seven parts: introduction: the significance of the topic, research trends and the main ideas of this paper innovation; The second part: the concept, connotation, extension and the operation of traditional social support in Hunan; The third part: divided into four periods to investigate the basic situation and evolution of modern Hunan social support; The fourth part: a survey of the characteristics of social support in modern Hunan. First, the demand for social support in modern Hunan is great, and the frequency of social assistance occurs frequently; Second, the modern Hunan social support started later than the coastal cities; third, the modern Hunan social support repair function is not obvious, the degree of relief is not deep, but the overall development is towards the direction of modernization and science; Fourth, the modern Hunan society support presents the organization diversification, the fund collection means diversification characteristic; Fifthly, the development of social support degree in modern Hunan is not balanced. The fifth part is to analyze the reasons for the changes and characteristics of social support in modern Hunan. The sixth part: discusses the function of modern Hunan social support to modern Hunan social change. The article holds that there are three outstanding aspects of social changes closely related to modern social support: first, to urge the government to pay more attention to the management of social public affairs; second, to promote the change of modern social organization in Hunan; The third modern Hunan society support has the indelible function to change the social atmosphere, promote the humanitarianism spirit, promote the social stability and improve the social civilization degree; Conclusion: a brief overview of the article, the study of modern Hunan social support for contemporary social support significance and inspiration.
