【摘要】：四川，是我國(guó)、也是世界茶樹發(fā)源地之一。早在西周時(shí)期，四川便已經(jīng)開始人工栽培茶樹、生產(chǎn)茶葉了；西漢時(shí)期，四川茶葉開始成為一種重要的商品物質(zhì)在市場(chǎng)上流通；唐宋時(shí)期，是四川茶葉生產(chǎn)發(fā)展的鼎盛時(shí)期，產(chǎn)量位居全國(guó)第一；后經(jīng)明清時(shí)期的緩慢發(fā)展，四川茶葉生產(chǎn)開始逐步下降；至民國(guó)，四川茶葉生產(chǎn)發(fā)展處于衰落時(shí)期；新中國(guó)成立前夕，四川茶葉生產(chǎn)已極度衰落，降到了歷史最低點(diǎn)。 中華人民共和國(guó)成立后，人民政府十分重視四川茶葉生產(chǎn)的恢復(fù)與發(fā)展工作。中華人民共和國(guó)成立初期，為了恢復(fù)四川省茶葉生產(chǎn)，黨和人民政府在政治、經(jīng)濟(jì)及生產(chǎn)技術(shù)等方面采取了一系列措施，加強(qiáng)了對(duì)四川省茶葉生產(chǎn)的政治領(lǐng)導(dǎo)、經(jīng)濟(jì)扶持和技術(shù)指導(dǎo)等，迅速恢復(fù)了四川省的邊茶、紅茶及綠茶(在本文主要是指名茶)生產(chǎn)。到1956年農(nóng)業(yè)合作化運(yùn)動(dòng)時(shí)，四川省茶葉產(chǎn)量達(dá)三十三萬擔(dān)，超過歷史最高生產(chǎn)水平。 二十世紀(jì)五十年代后期至六十年代中期，四川省茶葉生產(chǎn)本應(yīng)在中華人民共和國(guó)成立初期恢復(fù)的基礎(chǔ)上繼續(xù)發(fā)展；可是，四川省茶葉生產(chǎn)卻處于發(fā)展緩慢甚至停滯狀態(tài)。其中固然有自然災(zāi)害影響等不可抗拒的因素，但是，更多地在于當(dāng)時(shí)人民政府在政治指導(dǎo)上的失誤，片面強(qiáng)調(diào)“以糧為綱”指導(dǎo)思想的結(jié)果，未能正確處理好糧食生產(chǎn)與茶葉生產(chǎn)二者間的關(guān)系。 本文主要論述了中華人民共和國(guó)成立初期四川在恢復(fù)茶葉生產(chǎn)方面所采取的措施及其取得的成效，同時(shí)也分析了二十世紀(jì)五十年代后期至六十年代中期四川省茶葉生產(chǎn)發(fā)展的現(xiàn)狀及存在的問題。通過對(duì)比研究，得出了“人民政府
[Abstract]:Sichuan is one of the birthplaces of tea trees in China and the world. As early as the Western Zhou Dynasty, Sichuan began to artificially cultivate tea trees and produce tea; during the Western Han Dynasty, Sichuan tea began to circulate in the market as an important commodity; and in the Tang and Song dynasties, it was the heyday of Sichuan's tea production and development. After the slow development of the Ming and Qing dynasties, Sichuan tea production began to decline; by the Republic of China, Sichuan tea production was in decline; on the eve of the founding of New China, Sichuan tea production had been extremely declining. Down to the lowest point in history. After the founding of the people's Republic of China, the people's Government attaches great importance to the restoration and development of Sichuan tea production. In the early days of the founding of the people's Republic of China, in order to restore tea production in Sichuan Province, the party and the people's government took a series of measures in the political, economic and technological fields, and strengthened their political leadership over tea production in Sichuan Province. Economic support and technical guidance have rapidly restored the production of border tea, black tea and green tea in Sichuan province. By 1956, the agricultural cooperative movement, Sichuan tea production reached 330000, exceeding the highest production level in history.
