【摘要】：二十世紀(jì)四十年代,遷移到河套地區(qū)的綏遠(yuǎn)省政府與日偽政權(quán)在綏西地區(qū)進(jìn)入相持狀態(tài)時,順應(yīng)國民政府推行"新縣制"的形勢,河套地區(qū)曾經(jīng)出現(xiàn)過一個縣級政權(quán)——晏江縣,其產(chǎn)生是綏遠(yuǎn)省政府通過縮減行政層級、重構(gòu)行政組織,來加強對綏西社會控制的結(jié)果。在抗戰(zhàn)時期,晏江縣政府為該地區(qū)生產(chǎn)恢復(fù)、社會重建,進(jìn)而維持綏遠(yuǎn)省政府與日偽政權(quán)的對峙局面提供了有力支持�？箲�(zhàn)勝利后,雖然晏江在縣政府主導(dǎo)下成立了參議會,使得該縣級政權(quán)在形式上更具民主與法治色彩,但為支持中國國民黨開展反共行動,其依靠直達(dá)鄉(xiāng)村基層的行政機構(gòu)和傳統(tǒng)的施政機制,采取竭澤而漁的統(tǒng)治政策,使得縣政管理幾近潰敗,社會治理重又陷入混亂狀態(tài)。本文通過對民國政府時期晏江縣政從體制建設(shè)到具體治理情況進(jìn)行梳理分析,認(rèn)為晏江縣政之失,不在于"縣制"不夠完備或缺乏現(xiàn)代性,而是由于"縣治"的腐敗與倒退,使其縣制之"新"僅僅停留在了表面。
[Abstract]:In the 1940s, when the Suiyuan government moved to Hetao region and the Japanese-puppet regime entered into a state of stalemate in the western part of Suiyuan, it complied with the situation of the national government implementing the "new county system". In Hetao area, there was a county-level regime-Yanjiang County, which came into being as a result of the government of Suiyuan to strengthen social control over the western part of Suiyuan by reducing the administrative level and reconstructing the administrative organization. During the War of Resistance against Japan, Yanjiang county government provided strong support for the recovery of production and social reconstruction in this area and the maintenance of confrontation between Suiyuan provincial government and Japanese puppet regime. After the victory of the War of Resistance against Japan, although Yan Jiang set up the Senate under the leadership of the county government, which made the county-level regime more democratic and legalistic in form, in order to support the Kuomintang in its anti-Communist action, Relying on the administrative institutions and the traditional administrative mechanism of the rural grass-roots level, it adopts the rule policy of exhaustion and fishing, which makes the county administration nearly collapse, and the social governance falls into chaos again. Based on the analysis of Yanjiang county government in the period of the Republic of China from system construction to concrete governance, the author thinks that the loss of Yanjiang county government lies not in the incompleteness of "county system" or lack of modernity, but in the corruption and retrogression of "county governance". Make its county system "new" just stay on the surface.
